Draft Plan of ₹813 Crore for Mumbai City District – Deputy Chief Minister Eknath Shinde
Agencies directed to work in coordination to ensure high-quality, timely development
Mumbai, Feb 2026 : A draft plan amounting to ₹813.35 crore—including additional demands—for the District Annual Plan 2026–27 has been approved in the meeting of the District Planning Committee. The plan comprises ₹785.35 crore under the General District Annual Plan, ₹28 crore under the Scheduled Caste Sub-Plan, and ₹72,000 for schemes outside the Tribal Sub-Plan area.
Deputy Chief Minister Eknath Shinde instructed implementing agencies to complete development works funded through the District Planning Committee within stipulated timelines, ensuring quality and high standards. He emphasized teamwork and directed agencies to achieve 100% utilization of sanctioned funds within the prescribed period. He also warned that strict action would be taken against officials of agencies failing to complete approved works on time.
The meeting of the Mumbai City District Planning Committee was held under the chairmanship of Deputy Chief Minister and Guardian Minister Eknath Shinde at Centrum Hall, World Trade Center. Present were Skill Development, Employment, Entrepreneurship and Innovation Minister Mangal Prabhat Lodha; MLAs Sachin Ahir, Sunil Shinde, Prasad Lad, Manisha Kayande, Chitra Wagh, Ajay Chaudhary, Amin Patel, Mahesh Sawant, Manoj Jamsutkar, Shivajirao Garje, Jagannath Abhyankar, Jyoti Gaikwad; Municipal Commissioner Bhushan Gagrani; District Collector Anchal Goyal; District Planning Officer Vijay Bhopale; Assistant District Planning Officer Sandeep Bakre; members of the District Planning Committee; and senior district-level officials.
Ensure 100% Utilization of Sanctioned Funds
For 2025–26, administrative approval was granted to works worth ₹406.42 crore under the General Plan and ₹21.04 crore under the Scheduled Caste Sub-Plan. Implementing agencies received ₹274.14 crore (General) and ₹12.60 crore (SC Sub-Plan). Expenditure reported was ₹125.92 crore (General) and ₹5.24 crore (SC Sub-Plan), totaling ₹131.16 crore. Approval was also granted for re-appropriation as required to ensure 100% utilization of the sanctioned funds for 2025–26.
Emphasis on Quality Development
Calling Mumbai an internationally significant city, Deputy CM Shinde stressed that works undertaken through the District Planning Committee must be of the highest quality, inspiring pride among citizens. He urged agencies to execute projects through coordinated teamwork.
He directed the administration to promptly address suggestions and issues raised by public representatives. Instructions included: ensuring clean drinking water and toilet facilities in city gardens; establishing permanent dog shelters to reduce public inconvenience; inspecting traffic-prone areas and removing unauthorized stalls; providing mobile toilets in markets, especially for women; and initiating mobile toilet services citywide.
Health, Safety, and Civic Measures
While quality healthcare is being provided under the Mahatma Phule Jan Arogya Yojana and zero-prescription services in municipal hospitals, Deputy CM Shinde asked the civic body to propose inclusion of treatments not currently covered under the scheme. He also directed verification of documents in cases related to illegal infiltration, cancellation of suspicious documents, and coordinated measures by the municipal corporation, police, transport, and related departments to prevent accidents. Additional directives covered electricity issues, beautification of the equestrian statue of Chhatrapati Shivaji Maharaj at Shivaji Park, keeping footpaths encroachment-free and safe, developing international-standard gardens at the Coastal Road and Mahalaxmi Race Course, providing housing for mill workers, reducing city pollution, and more.

- Upgradation of government hospitals to provide advanced services to patients from India and abroad
- Strengthening administration with modern technology for government offices, police and prisons; bolstering emergency management
- Upgradation of government colleges; provisions for youth skill development, gyms and playgrounds
Sustainable Development Goals
The plan prioritizes SDGs—Health, Education, Gender Equality, Decent Work & Economic Growth, Climate Action, and Life Below Water—with proposed allocations including ₹242.42 crore for health, ₹31.46 crore for education, ₹13.88 crore for gender equality, ₹10 crore for skills and economic growth, ₹3.20 crore for climate action (solar installations), and ₹30 crore for fisheries.

The Mumbai District Collectorate marks its centenary in 2026–27. District Collector Anchal Goyal announced various commemorative initiatives and presented details on funds received in 2025–26, administrative approvals, expenditure, and allocations for 2026–27.
