MMRDA to Transform Thane–Kalyan; Thane as Mobility Hub, Kalyan as Advanced Urban Centre: Dy CM Eknath Shinde

Mumbai, February 2026 : In a major push for the integrated development of the Mumbai Metropolitan Region (MMR), Deputy Chief Minister Eknath Shinde announced that a ₹48,000 crore budget has been approved at a recent meeting of the Mumbai Metropolitan Region Development Authority. The investment aims to comprehensively transform Thane and Kalyan, with Thane to be developed as a “Mobility Hub” and Kalyan as a future-ready advanced urban centre.

Considering Thane as a key gateway to Mumbai, provisions of ₹12,000–13,000 crore have been earmarked for the city. A flagship project—the 12–13 km Thane–Borivali twin tunnel—has been allocated ₹3,000 crore for 2026–27, with total administrative approval of ₹18,838 crore.

Metro expansion will further strengthen Thane–Mumbai connectivity. Projects include Metro Line 4 (Kasarvadavli–Wadala), Metro Line 4A (extension up to Gaimukh), and Metro Line 6 (Swami Samarth Nagar–Vikhroli). Additionally, ₹1,025 crore has been allocated for Phase I of the Thane Coastal Road, ₹880 crore for the Anandnagar–Saket elevated corridor, and ₹214 crore for beautification of Rayladevi and Masunda lakes along with the Kolshhet–Kalher creek bridge.

Kalyan–Dombivli is set to expand as a planned urban centre, with an outlay of ₹2,500–3,500 crore. To ease traffic congestion, ₹600 crore has been allocated for the ₹1,239 crore Kalyan Ring Road project. Metro Line 5 (Bhiwandi–Kalyan), Line 5A (Ulhasnagar extension), and Line 14 (Kanjurmarg–Badlapur) will position Kalyan as a major transit hub within the MMR. The ₹584 crore Airoli–Katai Naka road will further enhance connectivity with Navi Mumbai.

To address water scarcity across the MMR, the Deputy Chief Minister directed authorities to act on a war footing. He instructed that work on the Poshir and Shilar dams be expedited to ensure long-term water security.

To tackle growing traffic congestion, Shinde said an integrated mobility plan is being implemented across the MMR. This includes a 337 km metro network, pod taxis, water taxis, multimodal connectivity, flyovers, underground roads, and other large-scale infrastructure projects—aimed at building a seamless, future-ready urban transport ecosystem.
