CSIS Flags Khalistani Extremism and Foreign Interference as Key Threats to Canada’s Security

Ottawa, May 2026 : The Canadian Security Intelligence Service (CSIS) has identified Khalistani extremism and foreign interference as significant threats to Canada’s national security in its latest public report, raising concerns over ongoing activities by a small but determined group of extremists.

According to the report, a section of Canada-based Khalistani extremists continues to use the country as a base for promoting separatist ideology, raising funds, and allegedly planning acts of violence. While no such attacks were reported within Canada over the past year, CSIS warned that the continued involvement of these elements in politically motivated violent extremism poses a direct threat to Canadian interests.

The report highlights that some individuals exploit community institutions and networks to generate funds, which are suspected to be channelled into extremist activities. It also points out the challenges posed by the overlap between legitimate advocacy and support for violent agendas, particularly within the framework of Canada’s multicultural policies.

Beyond domestic extremism, the report underscores the growing scale and sophistication of foreign interference in Canadian affairs. It names China, Russia, Iran, and Pakistan as key actors engaging in efforts to influence political processes, manipulate public discourse, and weaken democratic institutions.

CSIS noted that China has adopted evolving tactics, including the use of front companies to post job advertisements aimed at recruiting individuals with access to sensitive or classified information. These efforts often target people facing financial challenges or seeking career advancement, enabling long-term intelligence gathering and coercion.

Russian actors, the report said, are leveraging disinformation campaigns amplified through proxies, artificial intelligence, and social media platforms to exploit social divisions and undermine Canada’s alliances and internal cohesion.

Iran has been linked to incidents of transnational repression, including alleged plans to intimidate, harass, abduct, or even eliminate perceived opponents on Canadian soil. Meanwhile, Pakistan is accused of operating through proxies to build covert relationships with political figures, journalists, academics, and community leaders to shape narratives and suppress dissent within diaspora communities.

The report describes these activities as part of a broader, coordinated challenge to Canada’s sovereignty and democratic processes. It calls for stronger measures, including enhanced monitoring of foreign funding to community organisations, stricter enforcement against transnational repression, and greater transparency around interference attempts.

CSIS also urged political leaders to take a unified stand against violent extremism in all forms, warning that tolerance under the guise of cultural or political expression could undermine national security.

Emphasising the urgency of the situation, the agency cautioned that complacency is no longer an option. It stressed that decisive action is needed to safeguard citizens, protect democratic institutions, and counter both domestic and foreign threats effectively.
