Government Schemes Must Reach the Last Person Through Positive Thinking, Accountability and Sensitive Administration: Chief Minister Vishnu Deo Sai

Comprehensive Review of Balod and Mohla-Manpur-Ambagarh Chowki Districts Under Good Governance Festival 2026

Special Focus on Swift Resolution of Revenue Cases, Faster PM Housing Construction and Expansion of PM Surya Ghar Scheme

Raipur, June 2026 : Chief Minister Vishnu Deo Sai today conducted a comprehensive review of development works and welfare schemes being implemented in Balod and Mohla-Manpur-Ambagarh Chowki districts under the Good Governance Festival (Sushasan Tihar) 2026 at the Chief Minister’s Residence Office.

During the review meeting, detailed assessments were made regarding revenue matters, rural and urban development, agriculture, health, education, law and order, and the progress of various departmental schemes. Collectors, Superintendents of Police, and senior officials participated in the review.

Good Governance Means Strengthening Trust Between Government and Citizens

Chief Minister Sai said that Sushasan Tihar is not merely an administrative campaign but a means of strengthening trust between the government and the people. He noted that during the campaign, he directly interacted with citizens through grievance redressal camps and village meetings, listened to their concerns, and assessed the actual implementation of government schemes on the ground.

He appreciated the dedication of administrative officials who worked tirelessly despite the intense summer heat to address public grievances and emphasized that this commitment must continue.

The Chief Minister stated that the true objective of good governance is to ensure timely, transparent, and sensitive resolution of citizens’ problems. He instructed officials to work with a positive mindset, accountability, and a spirit of public service, ensuring that no eligible beneficiary is deprived of government benefits.

Emphasis on Quick Disposal of Revenue Cases

Reviewing pending revenue matters in both districts, the Chief Minister directed officials to expedite cases related to mutation, partition, demarcation, and correction of land records. He stressed that long-pending cases should be prioritized to prevent unnecessary hardship to citizens.

He also instructed officials to accelerate work under the Chief Minister’s Ownership Scheme and the updating of revenue records.

PM Housing and PM Surya Ghar Schemes to Be Implemented in Mission Mode

Reviewing the implementation of the Pradhan Mantri Awas Yojana, the Chief Minister directed that the maximum number of sanctioned houses be completed before the onset of the monsoon so that beneficiaries can receive timely benefits.

To speed up construction, he instructed officials to provide masonry training to more workers, ensuring an adequate skilled workforce for future requirements.

While reviewing the PM Surya Ghar Muft Bijli Yojana, Sai said the state aims to install five lakh solar plants by 2027. He directed officials to conduct extensive awareness campaigns so that more families can take advantage of the scheme and understand its economic and energy-related benefits.

Ensure Availability of Fertilizers and Seeds

Reviewing preparations for the upcoming Kharif season, the Chief Minister instructed officials to ensure an uninterrupted supply of fertilizers and seeds for farmers.

He emphasized promoting the use of Nano Urea and Nano DAP and directed authorities to spread awareness about their benefits across villages.

The Chief Minister also instructed officials to ensure that all eligible farmers receive benefits under the Pradhan Mantri Kisan Samman Nidhi and to complete AgriStack registration on a priority basis.

Reviewing paddy procurement and transportation, he called for timely lifting of paddy stocks and suggested coordination with the Industries Department to encourage the establishment of rice mills at the local level.

Focus on Women’s Empowerment and Nutrition

During the review of the Bihan Scheme, the Chief Minister stressed strengthening the economic activities of women’s self-help groups. He directed officials to increase the participation of women’s groups in the production of ready-to-eat food products and initiate such activities in both districts.

Reviewing the condition of Anganwadi centres, the number of malnourished children, and the progress of nutrition programmes, he instructed officials to ensure effective implementation and continuous monitoring of schemes aimed at eliminating malnutrition.

Officials informed the meeting that 20,245 women in Mohla-Manpur-Ambagarh Chowki district and 36,312 women in Balod district have become “Lakhpati Didis.” In addition, Auratola village has been developed as a “Lakhpati Village,” serving as an inspiring example of women’s empowerment and livelihood enhancement.

Strengthening Health Services Before Monsoon

The Chief Minister instructed the Health Department to make advance preparations to prevent seasonal diseases during the rainy season. He emphasized maintaining adequate stocks of medicines at Primary Health Centres, Community Health Centres, and District Hospitals.

He also reviewed the TB-Free Panchayat campaign, institutional deliveries, and various public health programmes.

Expressing concern over the increasing incidents of dog bites in Balod district, he directed officials to strengthen preventive measures, public awareness campaigns, and treatment facilities.

Review of Drinking Water, Roads and Digital Services

Reviewing the Jal Jeevan Mission, the Chief Minister directed officials to ensure uninterrupted drinking water supply during the summer and upcoming monsoon season.

Under the Pradhan Mantri Gram Sadak Yojana, officials informed the meeting that 50 kilometres of the approved 60-kilometre road construction in the Mohla-Manpur region has been completed, while the remaining 10 kilometres will be finished shortly.

The Chief Minister also reviewed roads that become inaccessible during the monsoon and directed officials to repair them before the rainy season begins.

He noted that citizen services have become more accessible through e-Office, e-District, and Atal Digital Service Centres. He added that additional services will soon be integrated into the Seva Setu Portal, expanding the range of online services available to citizens from their homes.

Focus on Education, Law and Order, and Road Safety

Reviewing PM SHRI Schools and educational initiatives, the Chief Minister stressed continuous monitoring, innovation-based teaching methods, and result-oriented approaches to improve students’ learning outcomes.

During the review of the Police Department, he assessed the implementation of the new criminal laws, the law-and-order situation, and road safety measures. Officials reported a decline in road accidents and fatalities in Balod district.

The Chief Minister directed authorities to continue large-scale road safety awareness campaigns and encourage people to wear helmets and follow other safety regulations.

The meeting also discussed tendu leaf collection, mineral revenue generation, and the availability of diesel, petrol, and LPG.

Concluding the review, Chief Minister Sai emphasized that ensuring the benefits of all welfare schemes reach the last person in society is the administration’s highest responsibility, and all officials must work with this commitment.

The meeting was attended virtually by Principal Secretary to the Chief Minister Subodh Kumar Singh, Secretary Rahul Bhagat, Special Secretary Rajat Bansal, Joint Secretary Prabhat Malik, Durg Division Commissioner S.N. Rathore, senior police officials, and the Collectors and Superintendents of Police of Balod and Mohla-Manpur-Ambagarh Chowki districts.
