It is mandatory to put HSRP mark on vehicles registered before April 2019 in the state

Raipur : In Chhattisgarh state, it has been made mandatory for the vehicle owner to install High Security Registration Mark (HSRP) on all categories of motor vehicles registered before April 2019 within 120 days. In this regard, the Transport Department has authorized two vendors namely M/s Real Mason India Limited and Rosmerta Safety System Limited to install HSRP mark at the prescribed rate. 

In the meeting held today at Mahanadi Mantralaya Bhawan under the chairmanship of Transport Commissioner Mr. S. Prakash, Additional Transport Commissioner Mr. D. Ravishankar, the said Transport Commissioner Mr. Manoj Dhruv, Deputy Transport Commissioner Ms. Yugeshwari Verma, ARTO Mr. Y.V. Srinivas, Senior Scientist Mr. Amit Dewangan, NIC Company Representative Mr. Mukesh Malhotra Chief Operating Officer, M/s Rosmerta Safety System Ltd., Mr. Vishwajit Mukherjee, Director M/s Real Mason India Ltd., Mr. Kaushal Niaz and Anurag Chaudhary were present. 

All RTO offices have been divided into Zone-A and Zone-B by the Transport Department. The responsibility of putting HSRP mark on vehicles registered before April 2019 in the RTO offices included under Zone-A has been given to M/s Real Majon India Limited. Gaurela-Pendra-Marwahi, Bijapur, Sukma, Narayanpur, Balrampur, Surajpur, Kondagaon, Mungeli, Bemetara, Kawardha, Kerba, Janjgir-Champa, Bilaspur and Raipur RTO offices are included under Zone-A. Similarly, the responsibility of putting HSRP mark on vehicles registered in RTO offices Raigarh, Gariaband, Jashpur, Dhamtari, Balodabazar, Mahasamund, Rajnandgaon, Balod, Durg, Dantewada, Kanker, Ambikapur, Baikunthpur, Jadalpur under Zone-B has been handed over to M/s Rosmerta Safety System Limited. Both the above companies will install high security registration plates at the prescribed rate. For affixing high security registration plate on two-wheeler motor cycle, scooter, moped as well as tractor, power tiller and trailer, the rate has been fixed at Rs. 365.80 including GST, Rs. 427.16 for 3-wheeler, Rs. 656.08 for light motor vehicle/passenger car and Rs. 705.64. All payments will be made through digital mode only. High security registration mark (including the required third registration plate) will be affixed by automobile dealers on motor vehicles registered before 01 April 2019 in Chhattisgarh state with an additional charge of Rs. 100/- for each installation. Additional amount will have to be paid for home delivery service. 

It is noteworthy that in compliance with the guidelines issued by the Supreme Court, New Delhi regarding the high security registration mark, the provisions of the Central Motor Vehicles Act 1988 and Central Motor Vehicles Rules 1989, and the notification issued by the Ministry of Road Transport and Highways, an order has been issued regarding affixing of high security registration mark on all vehicles registered before April 2019 in the state of Chhattisgarh. 

In case of non-compliance of the instructions issued for High Security Registration Mark, penalty will be imposed as per Central Motor Vehicles Act and Rules. To avoid penalty given under the provisions of Motor Vehicles Act 1988, under Rule 50 of Central Motor Vehicles Rules 1989, it will be mandatory to replace the High Security Registration Mark plate with the High Security Registration Mark plate on the road vehicles equipped with fake High Security Registration Mark lookalike plates/smart number plates such as hologram/India Mark/India inscription etc. Legal action will be taken against the dealers or other persons found selling and supplying High Security Registration Mark unauthorizedly.
