Highlights of UP Budget 2025-26
- The budget size for the year 2025-2026 is Rs. 8,08,736.06 crore. This is Rs. 72,298.35 crore (9.8%) more than the 2024- 2025 budget estimate of Rs. 7,36,437.71 crore.
- In the budget, estimate of Rs. 5,83,174.57 crore has been made for revenue expenditure and Rs. 2,25,561.49 crore for capital expenditure.
- In the total capital expenditure, a provision of Rs. 1,65,242.91 crore has been proposed for capital outlay. It is worth mentioning that capital outlay leads to creation of assets and employment opportunities.
- The total estimated receipts in the budget are Rs 7,79,242.65 crore, of which revenue receipts are Rs 6,62,690.93 crore and capital account receipts are Rs 1,16,551.72 crore.
- There is a provision of Rs 28,478.34 crore for new items of expenditure in the budget.
Farmer
- Under the Pradhan Mantri Kisan Samman Nidhi Yojana, about Rs 79,500 crore was transferred to about 03 crore farmers through DBT.
- Under the Pradhan Mantri Fasal Bima Yojana, compensation of about Rs 496 crore was paid to about 10 lakh insured farmers in the financial year 2024-2025.
- Under the PM Kusum Yojana, 22,089 solar pumps of various capacities were installed on farmers’ fields in 2024.
- The Mukhyamantri Krishak Durghatna Kalyan Yojana was implemented on September 14, 2019, to support farmers in case of accidental death or disability.
- The escrow account mechanism started in 2017 to ensure the timely payment of sugarcane prices to farmers. As a result, the diversion of sugarcane price components in sugar mills was stopped entirely.
- Since 2017, the current government has paid a record Rs 2,73,000 crore to 46 lakh sugarcane farmers. This is Rs 59,143 crore more than the total sugarcane payments made in the previous 22 years.
- With the average sugarcane productivity increasing from 72 tonnes per hectare to 85 tonnes per hectare, farmers’ income has increased by Rs 43,364 per hectare at an average rate of Rs 370 per quintal.
Women and Child Development
- Under the Uttar Pradesh State Rural Livelihood Mission, women of more than 96 lakh families in rural areas were covered.
- Under the BC Sakhi Yojana, 39,556 BC Sakhis worked and carried out financial transactions of more than Rs 31,103 crore and earned dividends of Rs 84.38 crore.
- Under the Lakhpati Mahila Yojana, more than 31 lakh Didis have been identified, and more than 02 lakh women have been included in the category of Lakhpati.
- Under the Pradhan Mantri Ujjwala Yojana, around 1.86 crore beneficiaries have received gas connections and two free cylinders.
- Mahila Samarthya Yojana is being run to form women-owned producer companies in Uttar Pradesh.
- To promote girls’ education, facilities for co-education, construction of girls’ hostels, empowerment programs, Meena Manch activities, self-defense training, and awareness programs will be implemented.
- A new scheme is being introduced to provide Scooties to meritorious girls pursuing higher education based on eligibility.
Youth
- Under Swami Vivekananda Yuva Sashaktikaran Yojana, 49.86 lakh smartphones/tablets have been distributed. In the financial year 2025-2026, tablets will be provided under this scheme.
- The state government is successfully implementing the Mukyamantri Abhyudaya Yojana in all districts of the state with the objective of providing coaching facilities to competitive students near their homes.
- Apprenticeship training to 54,833 candidates in the session 2024-25 under the Prime Minister’s Apprenticeship Promotion Scheme.
- Mukhyamantri Yuva Udyami Vikas Abhiyan Yojana was launched in 2024-2025 to provide financial support for setting up new micro industries by linking educated and trained youth with self employment. Under this scheme, the target is to establish 01 lakh new micro enterprises every year.
- On the occasion of Innovation Day, the UP Startup Samvad and Expo was organized, where the top three startups were awarded Rs. 1 lakh, Rs. 75,000, and Rs. 50,000, respectively, while the remaining five received Rs 25,000 each.
- The process of establishing an Innovation Fund has begun to connect the youth of the state with innovation. This will develop startup ecosystem in the state.
- An increase in the honorarium of PRD volunteers has been proposed, and arrangements are being made to provide approximately 20 lakh additional employment days for volunteers.
- Sports material distributed as incentive to nearly 80,000 Youth and Women Mangal Dals formed at the Gram Panchayat level.
Employment
- Under the MGNREGA scheme, 27.40 crore mandays were created by January 8, 2025, surpassing the target of 26 crore mandays set for the financial year 2024-2025. Additionally, 3,13,076 families received 100 days of employment. Uttar Pradesh ranks first in the country in mandays creation and financial progress.
- Under the MGNREGA scheme, the participation of women in the financial year 2024-2025 is 42 percent.
- In the last six years, the Uttar Pradesh Skill Development Mission has provided free job training to 15.25 lakh youth, and 5.71 lakh of them have been placed in jobs or are self employed.
- Under the Apprentice Scheme, 2,54,335 youth have been linked to industries and MSMEs.
- In 2024-2025, under the One District One Product Financing Scheme, until December 17, 2024, margin money of about Rs 10,560 lakh was distributed to 1,838 beneficiaries, and 34,500 jobs were created.
- In 2024-2025, through Nivesh Mitra, until November 2024, 6,62,672 enterprises were registered in which 59,64,048 employment opportunities were created.
- From 2017 to December 2024, a total of 1,56,206 recruitments on various posts of constable and equivalent, sub-inspector and equivalent and clerical cadre, etc, were done. At present, the process is on to fill 92,919 non-gazetted positions through direct recruitment.
- Uttar Pradesh has country’s highest number of MSME units, with around 96 lakh MSME units providing jobs to 1.65 crore people.
Labor Welfare
- 6,22,974 beneficiaries till September 2024 under the Matritva Shishu Evam Balika Madad Yojana.
- 41,453 beneficiaries under the Construction Workers Death and Disability Assistance Scheme (Nirman Kaamgar Mrityu va Divyangta Sahayata Yojana) till September 2024.
- Under Kanya Vivah Sahayata Yojana, there is a provision of Rs 55,000 in case of same-caste marriage, and Rs 61,000 in case of inter-caste marriage of a total of 02 girls of a registered worker.
- Under Nirman Kamgar Gambhir Bimari Sahayta Yojana, 100% of treatment expenses for serious diseases in government hospitals are reimbursed.
- The process of covering the construction workers registered in Uttar Pradesh Building and Other Construction Workers Board under Pradhan Mantri Jan Arogya Yojana / Mukhyamantri Jan-Arogya Yojana is in progress.
- Awasiya Vidyalaya Yojana is being run in 12 districts of the state, in which there is provision for admission of 100 boys and 100 girls in each school.
- To provide free, high-quality, and goal-oriented education to the children of construction workers, one Atal Residential School with a capacity of 360 students has been established in each division of the state. In the future, the capacity of these schools will be increased to 1,000 students per school.
Financial Inclusion
- Under the Annual Loan Plan prepared by the banks for loan distribution in the state in the year 2024-2025, loans worth Rs 2.50 lakh crore have been distributed till the second quarter.
- Presently, banking facilities are being provided to the people of the state through 20,416 bank branches, 4,00,932 Bank Mitras and BC Sakhis, and 18,747 ATMs, totalling 4,40,095 banking centers.
- Under the Pradhan Mantri Jan Dhan Yojana, Uttar Pradesh ranks first in the country with 9.57 crore accounts.
- Under the Pradhan Mantri Suraksha Bima Yojana, Uttar Pradesh ranks first in the country with 6.52 crore enrolments.
- Under the Pradhan Mantri Jeevan Jyoti Bima Yojana, Uttar Pradesh holds the top position with 2.28 crore enrolments.
- Under the Atal Pension Yojana, Uttar Pradesh has performed exceptionally well with 1.12 crore enrolments.
Law and Order
- By strengthening the prosecution process, various criminals have been successfully convicted in courts. From 2017 to December 2024, effective arguments was carried out in 73 pending cases against 68 identified mafia criminals in the state. As a result, 31 mafia criminals were sentenced to life imprisonment and fines, out of which 2 were given the death penalty.
- Convictions have been secured in 27,425 cases of crimes against women and minors, 11,254 cases under the POCSO Act, and 3,775 cases of dowry deaths.
- A total of 13,83,232 mobile numbers used in cyber crimes have been blocked (highest in the country). From 2017 to December 31, 2024, out of 77,210 registered cases, 66,475 cases have been resolved. Action has been taken against 43,202 accused, and Rs 320.89 crore has been recovered.
- To crack down on crime, from March 20, 2017, to January 23, 2025, police actions against dangerous criminals across the state led to 221 criminals being killed in encounters and 8,022 getting injured.
- After 2017, forensic science laboratories were established in 08 new districts/divisions. Work is being progress to establish 06 new forensic science laboratories in districts of Ayodhya, Basti, Banda, Azamgarh, Mirzapur, and Saharanpur.
Prison Administration
- Remand proceedings of prisoners are being done through video conferencing units operated in 74 prisons and district courts of the state. About 4800 CCTV cameras have been installed for the security system of prisons, and a video wall has been installed in the headquarters to receive the feed. Two hundred seventyone mobile phone jammers of 3G capacity are installed in 24 prisons.
Medical Education
- There are 80 medical colleges in the state, out of which the state government runs 44 and 36 are in the private sector. 02 AIIMS and IMS, BHU, Varanasi and Jawaharlal Nehru Medical College, Aligarh operate in the state. In 2024-2025, 13 autonomous medical colleges and new medical colleges were established in 03 districts – Maharajganj, Sambhal and Shamli in PPP mode.
- Currently, 11,800 MBBS seats and 3971 PG seats are available in government and private sector medical colleges / medical institutions/universities in the state. The Central Government has announced the addition of 10,000 seats for UG/PG in the year 2025-2026, of which 1500 seats will be given to Uttar Pradesh. For this, a provision of about Rs 2066 crore is proposed.
- In 2017, the total number of super speciality seats in government medical colleges was 120; in the academic session 2024-2025, the number of seats was increased to 250.
- A provision of Rs 27 crore and Rs 25 crore, respectively, is proposed to establish autonomous state medical colleges in Ballia and Balrampur districts.
Medical, Health and Family Welfare
- Under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, Ayushman cards have been issued to 5.13 crore people. Uttar Pradesh is the top state in the country for issuing these cards.
- Primary health units have been upgraded as Ayushman Arogya Mandirs. At present, a total of 22,681 Ayushman Arogya Mandirs have been established.
- Providing medical facilities in rural areas by starting teleconsultation from sub-centres was started from July 2020.
- Free dialysis services are available in the state on Public-Private Partnership (PPP) model, funded by the National Health Mission.
- Free CT scan services are provided in district hospitals in the state on PPP model, supported by the National Health Mission.
AYUSH
- Currently, the state has 2,110 Ayurvedic, 254 Unani, and 1,585 Homeopathic hospitals, along with 8 Ayurvedic colleges with affiliated hospitals, 2 Unani colleges with affiliated hospitals, and 9 Homeopathic colleges with affiliated hospitals.
- In the financial year 2025-2026, the construction of Mahayogi Guru Gorakhnath AYUSH University in Gorakhpur is in progress. The goal is to complete the construction of the Government Ayurvedic College in Ayodhya and establish a Government Homeopathic Medical College in Varanasi.
Infrastructure and Industrial Development
- The state government successfully organized the Global Investors Summit, where MoUs were signed for investments worth approximately Rs. 36 lakh crore. Within a year, commercial production has begun with investments exceeding Rs. 6.50 lakh crore, while several projects are still under construction, making it the biggest achievement to date.
- The state government has decided to build four new expressways in the state.
- An entry controlled greenfield expressway will be constructed from Agra-Lucknow Expressway to Ganga Expressway (Kausiya, district Hardoi) via Farrukhabad, for which a provision of Rs 900 crore has been proposed.
- A provision of Rs. 50 crore has been made for the construction of Vindhya Expressway to connect Ganga Expressway to Sonbhadra via Prayagraj, Mirzapur, Varanasi, Chandauli.
- Ganga Expressway Extension is proposed to connect Meerut with Haridwar, with a budget of Rs 50 crore.
- Construction of Bundelkhand-Rewa Expressway is proposed, with Rs 50 crore allocated for its construction.
- Around Rs 461 crore has been proposed for the Defence Industrial Corridor project along the Bundelkhand Expressway, with an estimated investment of approximately Rs 9,500 crore.
- A provision of Rs 5 crore to develop an Artificial Intelligence City in Lucknow.
- A provision of Rs 3 crore to establish a Technology Translation Research Park in Cyber Security.
Micro, Small, and Medium Enterprises
- Mukhyamantri Yuva Udyami Vikas Abhiyan started in the year 2024-2025 to provide financial resources for establishing new micro industries by connecting the educated and trained youth of the state with self-employment. Rs 1000 crore is proposed for the scheme in the 2025-2026 budget.
- A provision of Rs 225 crore is proposed for the Mukhyamantri Yuva Swarojgar Yojana.
Handloom and Textile Industry
- Under the PM Mitra Yojana, Rs 300 crore has been proposed for expenses related to setting up the textile park.
- A provision of Rs 150 crore for implementing the Uttar Pradesh Textile and Garmenting Policy, 2022.
- A provision of Rs 400 crore is proposed for Atal Bihari Vajpayee Powerloom Electricity Flat Rate Scheme.
Khadi and Village Industries
- In the 2025-2026 budget, provisions have been made for interest subsidies under the Mukhyamantri Gramodyog Rozgar Yojana. Under this, bank loans will be given to 800 beneficiaries, creating employment for 16,000 people.
- A provision of Rs 32 crore is proposed for Pandit Deendayal Upadhyay Khadi Marketing Development Assistance Scheme.
- A provision of Rs 11.50 crore is proposed for the operation of the Uttar Pradesh Mati Kala Board.
IT and Electronics
- An investment of Rs. 23,203 crore has been made under the Uttar Pradesh Electronics Manufacturing Policy-2017, and Rs. 7,004 crore under the Uttar Pradesh Information Technology Policy-2017.
- Under the State Government’s Data Centre Policy, the initial target of 03 Data Centre Parks has been increased to 08 Data Centre Parks under the revised policy, with an estimated investment of Rs. 30,000 crore and a target capacity of 900 MW.
- The Uttar Pradesh Semiconductor Policy, 2024 has been introduced, making Uttar Pradesh the fourth state to launch dedicated provisions for semiconductor units.
- Under the establishment of 8 state-of-the-art Centres of Excellence in the state, the first three centres have been set up and made operational. A Centre of Excellence in Medical Electronics has been established at Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGI). In the field of Artificial Intelligence, a centre has been set up at IIT Kanpur Noida Campus, while a Drone Centre of Excellence has been established and made functional at IIT Kanpur Campus.
Roads and Bridges
- In line with the state government’s goal of achieving a $1 trillion economy, a plan has been initiated for widening/strengthening/construction of roads for the development of the North South Corridor in the state, with a proposed budget of Rs 200 crore.
- A total budget of Rs. 1450 crore has been proposed for construction of bridges and railway over/under bridges in the state.
- Rs. 2,900 crore has been proposed for the widening and strengthening of state highways.
- Rs. 3,000 crore has been proposed for road maintenance, and Rs. 2,800 crore for new road construction under the State Road Fund.
- Rs. 2,700 crore is proposed for the maintenance of rural roads and small bridges.
- Rs. 1600 crore is proposed for construction of rural bridges for agricultural marketing facilities.
- With a view to facilitate the movement of city dwellers, Rs. 1,200 crore has been proposed for the construction of bypasses, ring roads, and flyovers at major intersections.
- A budget of Rs. 800 crore is proposed for widening/strengthening/construction work of roads for industrial/logistics park
- A new scheme has been launched under the Mukhyamantri Gram Yojana for constructing missing links and reconstructing rural roads, with a proposed budget of Rs 200 crore.
- Regarding road safety, a budget of Rs 250 crore has been made to improve accident-prone areas, road safety works, and beautification.
Irrigation and Water Resources Department
- Upon completion of the Madhya Ganga Canal Project Stage-2, Kanhar Irrigation Project, and Rohin River Barrage in Maharajganj, irrigation capacity will be expanded across 4.74 lakh hectares, benefiting 6.77 lakh farmers.
- The modernization of 6,600 government tube wells across various districts is underway, along with the boring of 2,100 new government tube wells and mending of 569 failed government tube wells in dark zone areas. This initiative will restore irrigation capacity across approximately 2.38 lakh hectares, benefiting around 2.12 lakh farmer families.
- Budget provision of Rs. 1300 crore for free water to farmers from canals and government tube wells.
- Provision of Rs. 200 crore for 1750 failed tube wells in the state.
- Provision of approximately Rs. 9 crore for 569 failed tube wells in the dark zone.
- 1551 flood projects completed by the state government, which protects 32.87 lakh hectare area.
Namami Gange and Rural Water Supply
- Under Jal Jeevan Mission, functional household tap connections have been provided to 2.34 crore homes out of the total target of 2.67 crore rural families.
- To keep Ganga free from pollution and prevent the outflow of contaminated water, 67 sewerage-related projects were approved, with an estimated cost Rs 14,823 crore. Thirty-nine projects have been completed and operated; the remaining projects are under construction.
- A budget of Rs 4500 crore has been proposed for community contribution to rural drinking water schemes under Jal Jeevan Mission.
- A provision of Rs 1100 crore has been made for the Mukhyamanrtri Laghu Sinchai Yojana.
Energy
- In the year 2024-2025, till December 2024, the average electricity supply of 20 hours 35 minutes in rural areas, 22 hours 36 minutes in tehsil headquarters and 24 hours in district headquarters. A total of 1,87,873 private tube well connections were given in the state from 01 April 2022 to 31 December 2024.
- Under the Feeder Segregation Scheme, 3,817 agricultural feeders were constructed against the target of 4,680 feeders.
- Uttar Pradesh Rajya Vidyut Utpadan Nigam generated 37,056 million units of thermal power through 7140 MW thermal power generation capacity and 1980 MW thermal power generation capacity running in the joint venture by December in the year 2024-2025.
- To promote non-conventional energy sources, a Pump Storage Hydroelectric Project is proposed for Rs 3953 crore. This project will be completed in four years. A budget of Rs 50 crore is proposed for the project.
- The 500 MW solar power project in district Jalaun is proposed as a joint venture by Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited and Coal India Limited. The project cost is estimated to be Rs 2500 crore. A budget of Rs 150 crore is proposed for the project.
- NTPC Green Energy Limited and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited propose establishing a 200 MW solar power plant in Tehsil Garautha, district Jhansi, through a joint venture, with an estimated cost of Rs 500 crore. A budget of Rs 80 crore is proposed for the project.
Additional energy source
- Target of generating 22,000 MW of electricity in the next 05 years under the Uttar Pradesh Solar Energy Policy-2022 promulgated to promote solar energy power generation in the state.
- Ayodhya is being developed as a model solar city. Moreover, 16 Nagar Nigams and Noida city are also being developed as solar cities.
- Under the Uttar Pradesh State Bio-Energy Policy 2022, approvals have been granted for 53 projects related to compressed bio-gas, bio-coal, bio-diesel, and bio-ethanol, and 24 projects have been established.
- Under the Solar Energy Policy-2022, 3000 Suryamitras will be given skill development training in the year 2025-2026 for employment generation and skill development.
Housing and Urban Planning
- Under the Pradhan Mantri Awas Yojana (Urban), around 17 lakh houses have been completed and allotted to beneficiaries.
- Delhi-Ghaziabad-Meerut corridor of Regional Rapid Transit System is operational in the National Capital Region. The construction work of the entire corridor is estimated to be completed by June 2025.
- Chief Minister’s Urban Expansion/New Cities Incentive Scheme has been implemented for township development in Awas Vikas Parishad and Development Authorities.
- The Uttar Pradesh State Capital Region and Other Region Development Authority Act, 2024 has been promulgated to constitute the State Capital Region (SCR) including the area around the state capital Lucknow and formulate regional plans for other regions. The State Capital Region includes six districts namely Lucknow, Hardoi, Sitapur, Barabanki, Rae Bareli and Unnao.
Urban Development
- Under the AMRUT Yojana 2.0, around 39 lakh drinking water connections have been provided so far.
- A budget of Rs. 3,150 crore has been proposed for Pradhan Mantri Awas Yojana (Urban) 1.0, while Rs. 1,732 crore has been proposed for Pradhan Mantri Awas Yojana (Urban) 2.0.
- A budget of Rs. 4100 crore proposed for the AMRUT Yojana 2.0 started in the year 2021.
- A budget of Rs. 800 crore has been proposed under the Chief Minister Green Road Infrastructure Development Scheme (Urban).
- The Urban Flood and Storm Water Drainage Scheme has been launched to protect cities from floods and waterlogging, with a proposed budget of Rs. 1,000 crore.
- A budget of Rs. 400 crore proposed for the Mukhyamnatri Nagariya Alpviksit va Malin Basti Vikas Yojana.
- A budget of Rs 50 crore is proposed for the new urban services and infrastructure development scheme.
- A budget of Rs 400 crore is proposed for the State Smart City Scheme.
- A budget of Rs 450 crore is proposed for Kanha Gaushala and Beshara Pashu Ashray Yojana.
Civil Aviation
- Before 2017, only four airports were operational in the state, whereas at present, 16 airports are operational. There are 04 international airports operational in the state. With the Jewar airport becoming operational soon, there will be 05 international airports in the state.
- Expansion of Varanasi, Aligarh, and Shravasti airports, development of new terminal building at Gorakhpur airport, development of new civil and related facilities at Agra airport and decision to develop the airstrip at Lalitpur as an airport.
Planning
- A budget of Rs 250 crore proposed for Zero Poverty- Uttar Pradesh Abhiyan.
- A budget of about Rs 2400 crore is proposed under the quick economic development scheme for development works in the state.
- A budget of about Rs 152 crore is proposed for Critical Gaps Scheme.
- To reduce inter-regional disparities and backwardness of the districts in the Purvanchal and Bundelkhand regions, a budget of Rs 575 crore and Rs 425 crore, respectively, is proposed. Rural Development
- Under the Mahatma Gandhi NREGA scheme, the target of creating 34 crore mandays for the financial year 2025-2026 is estimated, against which a budget of Rs 5372 crore is proposed.
- More than 36 lakh houses have been constructed under Pradhan Mantri Awas Yojana (Rural). A budget of about Rs 4882 crore is proposed for the scheme.
- A budget of Rs 1200 crore is proposed for the Mukhyamantri Awas Yojana(Rural).
- A budget of Rs 1088 crore is proposed to maintain roads constructed under the Pradhan Mantri Gram Sadak Yojana.
- An expenditure of Rs 427 crore is proposed for the Deen Dayal Upadhyaya Grameen Kaushalya Yojana. Under the said scheme, the youth can be employed after training is provided.
Panchayati Raj
- A budget of Rs. 2045 crore proposed for Swachh Bharat Mission (Rural).
- A budget of Rs 454 crore proposed for setting up digital libraries at Gram Panchayat level.
- A budget of about Rs 244 crore is proposed for the development of rural cremation sites.
- A budget of Rs. 125 crore is proposed for the construction of rural stadiums and open gyms in rural areas.
- A budget of Rs. 85 crores is proposed under the Mukhyamantri Panchayat Protsahan Puraskar Yojana.
- It is proposed to construct Utsav Bhawans in the rural areas in every Vidhan Sabha of the state to facilitate marriage processions and other social events.
Agriculture
- A free mini kit distribution program is being conducted with the aim of increasing the area coverage, production and productivity of pulses and oilseed crops in the state. A budget of Rs. 50 crore is proposed for both the above schemes.
- To make Uttar Pradesh self-reliant in certified seed production, the Seed Park Development Project is being implemented under the Uttar Pradesh Seed Self-Reliance Policy, 2024, with a proposed budget of Rs. 251 crore.
- Under the National Mission on Natural Farming, a natural farming program will be implemented across all districts of the state, with a proposed budget of Rs. 124 crore.
- A budget of Rs. 509 crore has been proposed for the installation of solar pumps on farmers’ fields under the PMKUSUM Yojana.
- A budget of Rs. 200 crore has been proposed for enhancing agricultural capacity, skill development, and production growth, along with Rs. 200 crore for the World Bank-assisted UP AGREES project.
Agricultural Education and Research
- Five Agricultural and Technology Universities were established in the state with a view to maintaining dynamism in agricultural education, research and extension work and to provide effective results to farmers.
- A total of 89 Krishi Vigyan Kendras (KVKs) are operational, with 20 new KVKs established in the state.
- A budget of Rs. 100 crore proposed for the establishment of Mahatma Buddha Agricultural and Technology University in Kushinagar district.
- A budget of Rs 25 crore is proposed for research programs in Agricultural and Technology Universities.
- A budget of about Rs 86 crore is proposed for various works in Agricultural Universities / Colleges established in the state.
Horticulture and Food Processing
- A budget of Rs 720 crore is proposed for the Per Drop More Crop micro irrigation scheme.
- A budget of Rs 650 crore is proposed for the National Horticulture / Horticulture Mission Scheme.
- A budget of Rs 300 crore is proposed to arrange incentive amounts under the Uttar Pradesh Food Processing Industry Policy.
Sugarcane Development and Sugar Industry
- A budget of Rs 475 crore is proposed to pay the sugarcane price.
- A budget of Rs 90 crore is proposed for setting up a 60 KLPD distillery at Pipraich Sugar Mill, while Rs 50 crore has been allocated for establishing a new 2000 TCD capacity sugar mill and a logistics hub warehousing complex at the closed Chhata Sugar Mill.
Dairy Development
- A budget of Rs 203 crore is proposed under the Nand Baba Dugdh Mission.
- A budget of about Rs 107 crore is proposed under the scheme for strengthening and reviving milk unions.
Livestock
- About 12,50,000 cows are protected in a total of 7713 cow shelters in the state. 1,63,000 cows were handed over to 1,05,000 cattle keepers under the Mukhyamantri Nirashrit Govansh Sahbhagita Yojana and Poshan Mission. Work will be done on a plan to get tagging done to identify domesticated, protected, and stray cows.
- A budget of Rs 2000 crore is proposed to maintain stray cows. A budget of Rs 140 crore is proposed to establish large cow conservation centers.
- A budget of Rs 123 crore is proposed for strengthening veterinary hospitals/animal service centers.
Fisheries
- A budget of Rs 195 crore is proposed for male beneficiaries and Rs 115 crore for female beneficiaries under the Pradhan Mantri Matsya Sampada Yojana.
- Rs 190 crore proposed for the construction of an Integrated Aqua Park Market under the Pradhan Mantri Matsya Sampada Yojana.
Co-operatives
- A new scheme is being introduced with a provision of Rs. 10 crore for the purpose of equipping Uttar Pradesh Cooperative Bank and District Cooperative Bank with modern IT technology.
- Rs. 525 crore proposed for interest subsidy to provide crop loans at lower interest rates to farmers through PACS.
- Rs. 170 crore proposed under the Advance Storage of Chemical Fertilizers Scheme.
Food and Civil Supplies
- About 8 lakh metric tonnes of ration is being distributed free of cost every month to 3.60 crore Antyodaya and eligible household card holders covered under the National Food Security Act-2013 in the state.
- In the financial year 2023-24, a total of 92.30 lakh metric tons of free food grains were distributed. Following the Government of India’s decision to provide free food grains for five years from January 1, 2024, the state continues its distribution.
- Under the 2013 Act, approximately 12,283 metric tons of sugar is being allocated quarterly to Antyodaya beneficiaries at a rate of 1 kg per family/ per card/ per month.
- Rs. 200 crore proposed for the construction of Annapurna Bhawans.
Basic education
- With the aim of promoting girls’ education, the process of upgrading 680 Kasturba Gandhi Balika Vidyalayas to Class 12 and ensuring a free residential education system up to class 12 for girls from weaker sections is being prioritized.
- To provide integrated education from pre-primary to Class 12 with modern infrastructure and an excellent academic environment, 57 new Chief Minister Model Composite Schools have been approved in the state. Out of these, the construction of 22 schools is currently in progress in the current financial year, with a unit construction cost of Rs. 25 crore. Additionally, furniture and equipment worth Rs. 5 crore per school will be provided.
- A budget of Rs 2000 crore is proposed to develop infrastructure facilities in primary and upper primary schools run by Basic Education Council.
- A budget of Rs 580 crore is proposed to connect children of selected schools with smart education under PM Shri Yojana.
- A budget of Rs 300 crore is proposed to develop all primary schools as smart schools from state funds under the Samagra Shiksha Yojana.
- A budget of Rs 350 crore is proposed for school bags to students of primary schools, Rs 168 crore for free uniforms, and a budget of about Rs 38 crore is proposed for reimbursement of examination fees of students of council schools and aided non-government upper primary schools.
Secondary education
- A budget of Rs 666 crore is proposed for conducting various programs under Samagra Shiksha Abhiyan.
- A budget of Rs 479 crore is proposed for construction, expansion, electrification, and purchase of land/building of government higher secondary schools.
- A budget of Rs 150 crore is proposed to create capital assets under infrastructure facilities in aided non-government secondary schools.
- A budget of Rs 80 crore is proposed to establish the state-ofthe- art digital library.
- A budget of Rs 25 crore is proposed for the construction work of Uttar Pradesh Sainik School, Lucknow.
- A budget of Rs 13 crore is proposed to construct government Sanskrit schools.
- A budget of Rs 20 crore is proposed to provide scholarships to students studying Sanskrit in secondary schools.
- Establish and operate Purvanchal’s first and state’s second Sainik School in Gorakhpur district.
- Construction of the NCC training academy has been started in Gorakhpur district, for which a budget of Rs 20 crore is proposed.
- A budget of Rs. 600 crore proposed for the implementation of Pradhan Mantri Uchchatar Shiksha Abhiyan Yojana.
- A budget of Rs. 400 crore is proposed to provide Scooties to meritorious girl students going to college under Rani Laxmi Bai Scooty Yojana.
- A budget of Rs. 100 crore proposed under the Chief Minister’s Apprenticeship Promotion Scheme.
- A budget of Rs. 50 crore proposed for the establishment of Maa Vindhyavasini State University in Vindhyachal Dham Mandal.
- A budget of Rs. 50 crore is proposed for the expansion of basic infrastructure in state universities.
- A budget of Rs. 52 crore is proposed for the completion of the under-construction buildings of government colleges.
Technical education
- Training is being provided in 184 diploma-level institutes across the state, with 36 government polytechnics under construction.
- 251 smart classrooms have been established in government polytechnic colleges.
- A budget of Rs. 100 crore proposed for setting up Centers of Excellence in government polytechnic colleges, equipped with new-age technology.
- A budget of Rs. 10 crore has been proposed for renovating laboratories and smart classrooms in government polytechnic colleges, along with Rs. 1 crore for establishing a Center of Excellence for Artificial Intelligence education in the state.
Vocational education and skill development
- Presently, 286 government industrial training institutes are operating in the state with 1,90,064 seats of various trades available for youth training.
- Out of the various government industrial training institutes in the state, 47 have dedicated women’s branches, while 12 industrial training institutes are exclusively operated for women.
Science and Technology
- A budget of Rs. 50 crore proposed for setting up science parks, science cities and planetariums in the state.
- A budget of Rs 25 crore is proposed for the establishment of Science City in Agra and Rs 5 crore for the establishment of Science City and Planetarium in Varanasi.
Sports and Youth Welfare
- A sports university is being built at the state level in Meerut district, for which a total budget of Rs 223 crore is proposed.
- An international cricket stadium is being constructed on the PPP model in Varanasi district, and extensive development of Sigra Stadium in Varanasi is being done under Khelo India.
- For the first time in the state, Khelo India Center is being operated in 72 districts under the “One District One Game” scheme with the cooperation of the Government of India. In the financial year 2025-2026, process for selecting training centres in the remaining 03 districts is proposed.
Charitable work
- A budget of Rs 100 crore for land purchase and Rs 50 crore for construction is proposed for Shri Banke Bihari Ji Maharaj Temple Mathura-Vrindavan Corridor construction.
- A budget of Rs 100 crore for land purchase and Rs 100 crore for major construction is proposed for the development of the Parikrama Path and public facilities of Maa Vindhyavasini Temple, Maa Ashtabhuja Temple, and Maa Kali Khoh Temple in the triangular area of Mirzapur district.
- A budget of Rs 30 crore is proposed to renovate and reconstruct protected temples for public use.
- A budget of Rs 100 crore is proposed to establish the Veda Science Center in Naimisharanya of Sitapur district.
Tourism
- Between January and December 2024, Uttar Pradesh welcomed over 65 crore tourists, including 14 lakh international visitors.
- Rs 400 crore for the Chief Minister’s Tourist Places Development Scheme, in which a budget of Rs 150 crore is proposed for the development of tourism infrastructure facilities in the Ayodhya area, Rs 125 crore for Mathura, and Rs 100 crore for the development of Naimisharanya.
- A budget of Rs 100 crore is proposed for the construction of way-side amenities for the convenience of tourists on the state’s major state/national highways.
- A budget of Rs. 50 crore proposed for the development of tourism infrastructure facilities in Chitrakoot area.
Forest and Environment
- From 2021-2022 to 2024-2025, a total of 138.98 crore trees have been planted in the state. A target of planting 35 crore saplings for tree plantation in the 2025 monsoon season is proposed.
- A new scheme has been proposed for the establishment of Uttar Pradesh Forestry and Horticulture University in Gorakhpur district, with a proposed budget of Rs 50 crore.
Women and Child Development
- Under the Nirashrit Mahila Pension Yojana., a budget of Rs 2,980 crore has been proposed for pension payments to eligible beneficiaries.
- A budget of Rs. 700 crore has been proposed for Mukhyamantri Kanya Sumangala Yojana.
- A new scheme has been proposed to build Mukhyamantri Shramjeevi Mahila Hostels in Varanasi, Meerut, Prayagraj, Gorakhpur, Kanpur Nagar, Jhansi, and Agra, with a budget provision of Rs 170 crore.
- A budget of Rs. 252 crore has been proposed for the Uttar Pradesh Mukhyamnatri Bal Seva Yojana to provide care and financial assistance to children who lost their parents during
COVID-19.
- A budget of about Rs. 4119 crore is proposed for the nutrition provided by the state government on integrated child development projects under the Pushtahar program.
- A budget of Rs. 971 crore has been proposed for additional honorarium to Anganwadi workers and assistants.
- A budget of Rs. 100 crore has been proposed for the Mukhyamantri Saksham Suposhan Yojana.
Social Welfare
- Under the Old Age / Farmer Pension Scheme, a monthly pension of Rs. 1,000 per beneficiary is being provided. A budget of approximately Rs. 8,105 crore has been proposed for this.
- A budget of Rs 550 crore has been proposed for Mukhyamantri Samuhik Vivah Yojana to provide financial assistance for the marriage of daughters from all sections of society.
- A budget of Rs 100 crore is proposed for the marriage grant scheme for the underprivileged daughters of Scheduled Caste and Rs 50 crore for the marriage grant scheme for the underprivileged daughters of the general category.
- A budget of Rs 60 crore is proposed to assist voluntary organizations in running residential homes for old and disabled persons.

Empowerment of Persons with Disabilities
- A budget of Rs 1424 crore is proposed under the Divyang Bharan Poshan Anudan Yojana.
- A budget of Rs 35 crore is proposed for financial assistance to physically disabled persons for purchasing artificial hearing aids, etc.
- A budget of Rs 10 crore is proposed for the grant scheme to provide medical treatment to destitute individuals with disabilities.
Minority Welfare
- A budget of Rs 1998 crore is proposed in the financial year 2025-2026 for the development and upliftment of the minority community.
- A budget of Rs 365 crore is proposed under the Pre-Matric and Post-Matric Scholarship Scheme for minority community students.
Justice
- A budget of Rs. 150 crore has been proposed for the construction of new buildings for the Lucknow Bench of the Allahabad High Court.
- A budget of Rs. 120 crore has been proposed for the establishment of courts in various districts of the state.
- A budget of Rs. 100 crore has been proposed for the installation of CCTV and other security equipment in subordinate courts.

- A budget of Rs. 20 crore has been proposed as a grant for the Advocate Welfare Fund Trustee Committee.

- A budget of Rs. 20 crore is proposed for the construction of advocate chambers and development of other infrastructure facilities in them.
Revenue
- A budget of Rs 1,050 crore has been proposed for Mukhyamantri Krishak Durghatna Kalyan Yojana to provide financial assistance to farmers in case of accidental death or disability.
- A budget of Rs. 24 crore has been proposed to provide laptops, smartphones, and other digital tools to revenue personnel of the state for online work.
- The construction of eight divisional Lekhpal training schools/hostels in the state has been proposed.
Transport
- A budget of Rs. 400 crore has been proposed for the construction of bus stations, depot workshops, and other works related to expanding the bus fleet of the Uttar Pradesh State
Road Transport Corporation.
- A budget of Rs. 100 crore has been proposed for purchasing medium-class electric buses and Rs. 50 crore for setting up charging stations under Mukhyamantri Gram Jodo Yojana.
