Cabinet Decisions of Chhattisgarh

Raipur : The Cabinet meeting chaired by Chief Minister Vishnu Deo Sai was held at the Mantralaya, Mahanadi Bhawan, where several important decisions were taken:

  1. Promotion of State Police Officers:
    The Cabinet approved the creation of 30 non-cadre posts to grant senior grade pay scale to officers of the 2005–2009 batches of the State Police Service who have completed the qualifying service period.
  2. Joint Venture with PanIIT Alumni Foundation:
    To empower poor youth, women, and transgender individuals from tribal and disadvantaged communities, the state will form a non-profit joint venture with PanIIT Reach for India Foundation. This entity will provide professional education, skill development, and promote rural entrepreneurship.
  3. Amendment to Chhattisgarh Motor Vehicle Taxation Act, 1991:
    Approved to prevent road accidents caused by old vehicles and curb air pollution.
  4. Amendment to Chhattisgarh Motor Vehicle Rules, 1994:
    Vehicle owners can now use fancy/choice numbers from old vehicles on new ones or those brought from other states upon paying the required fee. This does not apply to vehicles already registered in Chhattisgarh, except for government vehicles, which are exempt from fees.
  5. Chhattisgarh Private Universities (Amendment) Bill, 2025:
    Draft approved for improving regulation of private universities.
  6. Student Startup and Innovation Policy:
    A new policy has been introduced to empower students through innovation and entrepreneurship. The goals include reaching 50,000 students in 100 institutions, supporting 500 prototypes, filing 500 IPRs, and incubating 150 startups, especially in tribal regions and sectors like agriculture, health, green energy, and manufacturing.
  7. Amendment to Chhattisgarh Agricultural Produce Market Act, 2025:
    Draft approved to enhance the regulation of agri-markets.
  8. State Capital Region Authority:
    In line with the National Capital Region model, a new State Capital Region Authority will be established for planned development of Raipur, Durg-Bhilai, and Nava Raipur Atal Nagar, which are experiencing rapid urbanisation. This authority will coordinate planning, investments, and land use while ensuring sustainable urban development for an estimated population of 5 million by 2031.
  9. Chhattisgarh Goods and Services Tax (Amendment) Bill, 2025:
    Draft approved to align inter-state transaction rules with the central Finance Act 2025 and strengthen input service distributor provisions.
  10. Settlement of Arrears, Interest, and Penalties (Amendment) Bill, 2025:
    Approved to encourage small and medium traders and expedite pending tax-related court cases.
  11. Chhattisgarh Land Revenue Code (Amendment) Bill, 2025:
    Aims to simplify map partition, record updates, and curb illegal plotting. Geo-referenced mapping will reduce future land disputes. Name transfer processes will also be made easier, benefiting heirs and co-holders.
  12. Amendment to the Kushabhau Thakre University of Journalism and Mass Communication Act, 2004:
    Draft approved to modernise and strengthen the functioning of the university.
