Rajasthan to Lead in Medical Tourism and Advanced Healthcare with Establishment of RIMS : CM Bhajanlal Sharma’s Vision
Jaipur, Aug 2025: Under the leadership of Chief Minister Shri Bhajanlal Sharma, the Rajasthan government is taking continuous steps to provide world-class and affordable healthcare facilities to the people of the state. In the 2024-25 Budget, the government announced the upgradation of RUHS (Rajasthan University of Health Sciences) and the establishment of the Rajasthan Institute of Medical Sciences (RIMS) in Jaipur, modeled on AIIMS, New Delhi. In this sequence, the state government will introduce the Rajasthan Institute of Medical Sciences, Jaipur Bill 2025 in the State Assembly.
Health Minister Shri Gajendra Singh Khimsar stated that RIMS will provide super-speciality clinical services, advanced medical education, research to tackle health challenges, and world-class patient care. RIMS will function as an autonomous institution and university, empowered to grant degrees, diplomas, and academic recognition under the National Medical Commission Act, 2019.
What RIMS Will Offer:
According to Medical Education Secretary Shri Ambrish Kumar, RIMS will host super-speciality departments such as cardiology, neurology, gastroenterology, neurosurgery, urology, plastic surgery, endocrinology, nephrology, CTVS, and transplant units. It will also establish sub-speciality departments including pediatric cardiology, geriatric medicine, rheumatology, reproductive biology, genetics, biotechnology, nuclear medicine, sleep medicine, and critical care.
The institution will focus on the development of super and broad specialities, quaternary-level referral hospital services, advanced modern medicine, AYUSH (Ayurveda & Yoga), postgraduate teaching, and innovative research on Rajasthan’s specific health issues. Training of teachers, innovations in treatment protocols, and free treatment for eligible patients under government schemes will be ensured. This will help reduce the burden on other government hospitals while providing world-class super-speciality care.
Governance Structure:
The Chief Secretary of Rajasthan will serve as the Chairperson, while a Director will be appointed on deputation. A Governing Body will be formed with experts from premier institutes such as AIIMS Delhi, PGI Chandigarh, and IIM. RUHS and the State Cancer Institute, Jaipur, will also be merged with RIMS.
World-Class Facilities & Medical Tourism Hub:
RIMS will function as an autonomous institution with a dedicated fund. The state government has proposed an expenditure of ₹100 crore for infrastructure development and an annual budget of ₹5 crore for other expenses, with scope for future increases. It will also house medical, dental, and nursing colleges, along with training centers for health professionals including physiotherapists and pharmacists.
Once the RIMS Bill is passed in the Assembly, subject experts and directors will be appointed, and international collaborations with world-class medical institutions will be pursued for research and academic exchange. With the establishment of RIMS, Rajasthan is poised to emerge as a hub for medical tourism both nationally and globally.
