Officials Must Implement Budget Announcements Within Set Timelines With Proper Planning – Dr. Kirori Lal

Maximize Benefits to Farmers Through Budget Provisions

Jaipur, Aug 2025 : Agriculture and Horticulture Minister Dr. Kirori Lal said that departmental officials must implement budget announcements within the stipulated timeframe with proper planning so that maximum eligible farmers can benefit. This, he said, would increase production and strengthen farmers economically. He directed that no negligence should be tolerated in implementation and that there must be zero tolerance against corruption.

Dr. Lal was addressing a state-level review meeting with departmental officials of the Agriculture Department at the Shyam Auditorium of the Agricultural Research Institute, Durgapura, Jaipur on Friday. During the meeting, he instructed all Joint Directors and Additional Directors (Extension) from districts to ensure effective implementation of departmental schemes. He stressed that budget announcements are being continuously monitored, and therefore all officials must work with complete honesty and commitment to translate them into ground-level results.

The Minister also discussed district-wise demand, supply, consumption, and availability of fertilizers, along with planning for the upcoming Rabi season. Matters relating to eligibility certificates for fertilizer licenses and district-level efforts under the PM-PRANAM scheme were also reviewed. He noted that the state government has been in constant coordination with the central government to ensure fertilizer supplies.

For the Kharif 2025 season (April–August), against the allocation of 8.82 lakh metric tonnes of urea by the Government of India, 8.37 lakh metric tonnes have already been supplied, with the remaining 45,000 metric tonnes to be delivered shortly. Similarly, against the allocation of 4.36 lakh metric tonnes of DAP during the same period, 3.67 lakh metric tonnes have been supplied, with 69,000 metric tonnes proposed for supply.

Dr. Lal also discussed balanced use of fertilizers, prevention of diversion or misuse of subsidized urea for non-agricultural purposes, and strict measures to curb hoarding and black-marketing, including establishing check posts. During the meeting, he also released posters on the use of SSP (Single Super Phosphate).

He instructed strict action against input dealers involved in malpractice and directed that banners on proper fertilizer usage as per the Department’s Package of Practices be displayed outside input shops. Progress under district-level quality control campaigns, including seizures and FIRs, was also reviewed. Under a special quality control campaign, the Agriculture Department conducted 115 inspections, leading to 78 seizures and 62 FIRs.

At the end of the meeting, the Minister administered an oath under the “Save Mother Earth Campaign”, urging all departmental officers to reduce the use of chemical fertilizers and promote bio-fertilizers and organic manure, while encouraging farmers to do the same.

Reviewing the Budget Announcements 2025–26, Dr. Meena instructed that schemes must be implemented with utmost honesty, ensuring timely completion and extending maximum benefits to eligible farmers. He directed that there must be 100% execution of budget announcements, and schemes should be widely publicized through farmer meetings, night chaupals, social media, newspapers, and TV channels.

He also stressed preventing misuse of subsidized urea in non-agricultural activities. Companies whose samples have not yet been tested should be prioritized for sampling to ensure the supply of high-quality fertilizers.

The Minister emphasized extensive promotion of departmental activities through chaupals, YouTube channels, and social media. He instructed that after crop harvesting, maximum soil samples should be collected to guide farmers on fertilizer use according to Soil Health Cards.

The meeting also reviewed schemes in detail, including farm ponds, irrigation pipelines, agricultural machinery, fencing, Govardhan Organic Fertilizer Scheme, vermicompost units, and other initiatives, with necessary directives issued.
