Projects to be Launched Under Hybrid Annuity Model
4.2 Lakh Household Tap Connections to be Provided in 5,000 Villages under Jal Jeevan Mission
Jaipur, Oct 2025 : The Public Health Engineering Department is set to launch water supply projects under the Hybrid Annuity Model (HAM) for the first time in the state. HAM is a type of Public-Private Partnership (PPP). This model will be applied to complete five drinking water projects under the Jal Jeevan Mission (JJM).
These projects are expected to provide 4.2 lakh household tap connections in approximately 5,000 villages, benefiting nearly 20 lakh people in the project areas. The total estimated cost of these projects is ₹18,879 crore.
Briefing and Project Details
During a briefing session held at Jal Bhawan on Friday, Dr. Ravindra Goswami, Mission Director of JJM, provided this information to chief engineers and bidders. He stated that in the first phase, HAM will be implemented in five mega water supply projects under PPP as part of the Jal Jeevan Mission.
Investment Structure under HAM
Raj Singh Choudhary, Chief Engineer (Special Projects), explained that under HAM, the department will invest 40% of the total capital cost, while the remaining 60% will be invested by the contractor. The contractor’s investment will be reimbursed through 20 annuity payments over 10 years. This model reduces the initial financial burden on the state government and ensures operation and maintenance of the water supply projects for 10 years by the implementing contractor, also improving construction quality.
Choudhary also explained the pre-qualification criteria for bidders under HAM. Representatives actively shared suggestions and feedback on various provisions of the bid document. JJM’s Managing Director and departmental chief engineers addressed queries on the spot and noted that provisions encouraging maximum bidder participation would be prioritized to ensure quick and successful project implementation.
The briefing was attended by 67 bidder representatives in person and 15 representatives online, along with Chief Engineer & Additional Secretary Sandeep Sharma, Chief Engineer (Technical) Neeraj Mathur, Chief Engineer (Project Udaipur) Rakesh Luhadia, and Chief Engineer (Administration) Dinesh Goyal.
Projects to Implement the Hybrid Annuity Model:
- Chambal River Water Supply Project for 1,426 villages in Karauli & Sawai Madhopur – Estimated Cost: ₹3,066.90 crore.
- Chambal River Water Supply Project for 1,237 villages in Alwar & Bharatpur – Estimated Cost: ₹4,813.67 crore.
- Kalitir Water Supply Project (Chambal River) for 470 villages in Dholpur & Bharatpur – Estimated Cost: ₹606.79 crore.
- Jakhm Dam Water Supply Project for 1,473 villages in Chittorgarh, Pratapgarh, Rajsamand & Udaipur – Estimated Cost: ₹3,266.18 crore.
- Indira Gandhi Canal Water Supply Project (IGNP) for remaining villages in Sikar & Jhunjhunu – Estimated Cost: ₹7,125.97 crore.
These initiatives under HAM are expected to transform rural water supply infrastructure, bringing tap water to households and significantly improving livelihoods and health outcomes in the state.
