Administration Has the Power to Bring Positive Change in Society – CM Devendra FadnavisIAS Probationers of 2024 Batch Interact with the CM
Mumbai, Nov 2025 : Chief Minister Devendra Fadnavis said that the administration has the strength to bring about positive transformation in society by focusing on the welfare of the last person in the social hierarchy. He urged young civil servants to use the Indian Administrative Service (IAS) as a tool to create meaningful change and to responsibly carry forward the legacy of Maharashtra’s development story.
The Chief Minister was interacting with eight probationary officers of the 2024 IAS batch at his official residence, ‘Varsha’, in Mumbai. His Secretary, Dr. Srikar Pardeshi, was also present during the interaction.
Harnessing Technology for Citizen-Centric Governance
CM Fadnavis emphasized the need to build a citizen-centric and accountable administrative system by leveraging artificial intelligence and emerging technologies. He said that Maharashtra, being the most urbanized state in India, requires an administration that can balance both rural and urban development effectively. The IAS officers, he noted, have vast opportunities to contribute meaningfully in the sphere of urban administration.
Administrative Reforms and Industrial Growth
Highlighting ongoing governance reforms, Fadnavis said the government is implementing over 100 reforms to ensure balanced and inclusive industrial development. A dedicated ‘War Room’ has been established to monitor these initiatives.
He added that instead of appointing external consultants for revenue reforms, the government has formed a committee of experienced administrative officers, whose practical insights have already yielded impressive results.
Recently, the government introduced a major reform by simplifying the process for obtaining non-agricultural land conversion licenses for industrial purposes. The focus, he said, is on eliminating time-consuming and complex procedures to ensure a faster, more efficient, and transparent administration.
He also mentioned that several processes and services within the Revenue Department are being brought under a blockchain-based system, which will make administrative operations quicker, more accurate, and tamper-proof.
150-Day Re-engineering Programme
The Chief Minister shared that the government has launched a 150-day programme to review and re-engineer administrative policies and procedures. Through this initiative, numerous reforms have been introduced, aimed at enhancing efficiency and promoting transparency in governance.
Expanding Industrial Corridors Across Maharashtra
Fadnavis said that Maharashtra is focusing on boosting investment and ensuring widespread industrial development across the state. New industrial zones are being developed not only in Mumbai and Pune but also in Chhatrapati Sambhajinagar (Aurangabad), Nagpur, Nashik, and other regions.
He highlighted the upcoming Nagpur–Amravati industrial corridor, the PM MITRA Textile Park in Amravati, and several industrial parks that are creating a strong ecosystem for growth. The Nandgaon Peth Industrial Estate in Amravati is now fully occupied, he noted.
The Amravati airport has been opened for civil aviation, and Air India is establishing Asia’s largest pilot training institute there — a major step toward positioning Maharashtra as an aviation training hub.
He also shared that Gadchiroli, once known for being a Naxal-affected region, is now emerging as a ‘Steel City’, with industrial MoUs worth ₹3 lakh crore signed. The Samruddhi Expressway has connected the state capital with the sub-capital, accelerating connectivity and logistics. The proposed Shaktipeeth Highway will play a crucial role in the development of Marathwada, while Toyota Kirloskar is setting up a major project in Chhatrapati Sambhajinagar, strengthening the region’s industrial ecosystem.
Encouraging Young Officers
During the interaction, the Chief Minister took the opportunity to learn about the officers’ backgrounds, experiences, and insights gained during their field training in Maharashtra. He discussed the positive aspects of their fieldwork, areas where improvement is needed, and encouraged them to always strive for efficiency, innovation, and empathy in public service.
In essence, CM Fadnavis reminded the young IAS officers that discipline, time management, and commitment to the people are the true foundations of administrative success — and that the power to transform society lies in the integrity and vision of those who serve it.
