PM Modi Meets 16th Finance Commission Delegation Led by Dr. Arvind Panagariya
New Delhi, Nov 2025 : Prime Minister Narendra Modi on Monday met a delegation of the 16th Finance Commission (XVIFC), led by its Chairman Dr. Arvind Panagariya. The delegation presented the Commission’s report for the five-year period beginning April 1, 2026, outlining key recommendations on tax devolution, grants to states and financing mechanisms for disaster management.
In a post on X, the Prime Minister wrote, “Met a delegation of the 16th Finance Commission members led by Arvind Panagariya, the Chairman of the Commission.”
Earlier in the day, the XVIFC submitted its report to President Droupadi Murmu. A copy was also presented to Union Finance Minister Nirmala Sitharaman. The report provides detailed recommendations on the distribution of the net proceeds of taxes between the Union and the States, the division of shares among States, grants-in-aid, and a review of the financial arrangements for disaster management initiatives.
During its term, the Commission undertook an extensive examination of the financial positions of both the Centre and the States. It held wide-ranging consultations with the Union Government, State Governments, and local bodies across different tiers. The Commission also engaged with former Finance Commission members, leading academic institutions, multilateral organisations, the Advisory Council to the Commission, and several subject experts to shape its final recommendations.
According to an official statement, the report will be placed in the public domain once it is tabled in Parliament by the Union Finance Minister under Article 281 of the Constitution.
The 16th Finance Commission was constituted by the President of India and chaired by Dr. Arvind Panagariya. Other members include Annie George Mathew, Dr. Manoj Panda, T. Rabi Sankar, and Dr. Soumyakanti Ghosh. Secretary Ritvik Pandey also accompanied the delegation during the meeting with the Prime Minister.
