Promote Metropolitan-Grade industrial areas among industrial community : CM Dr. Yadav
Chief Minister Dr. Mohan Yadav directed the officers of the MSME Department to actively promote the developed industrial areas of the Indore and Bhopal metropolitan regions, so that maximum industrial units are established, resulting in substantial investment and large-scale employment generation. He instructed that, at the conclusion of the Industry Year, a grand program for the foundation laying, industrial plot allotment and inauguration of units amounting to nearly ₹2 lakh crore should be organised in Gwalior by the end of this month. Expressing satisfaction over the tremendous 31% growth in MSME registrations. Chief Minister Dr. Yadav described this as an example of the excellent environment created by the State Government for small industries over the past two years. He directed that food parks, along with other rural and cottage industries, be linked to the MSME sector. The Chief Minister reviewed the work of the Micro, Small and Medium Enterprises Department for the last two years in Khajuraho on Monday. MSME Minister Shri Chetan Kumar Kashyap, Chief Secretary Shri Anurag Jain, Additional Chief Secretary of the Chief Minister’s Office Shri Neeraj Mandloi and other senior officials were present.
Chief Minister Dr. Yadav stated that Madhya Pradesh has achieved historic progress in the MSME and start-up sectors over the past two years. Several lakh crore worth of investment has come to the state during this period, and foundation laying and inauguration of new industrial units have taken place. MSME units have been provided with an incentive amount of Rs 2,780 crore. The Chief Minister described the complete payment of pending incentive amounts for enterprises since 2019 as historic. He stated that, at the conclusion of the Industry Year, it is the responsibility of the department to facilitate on-site inspections of these achievements for public representatives from both the ruling and opposition parties, as well as the media, so that the work accomplished in investment and employment generation is publicised across the country. Chief Minister Dr. Yadav instructed the State Development Authorities to ensure cost efficiency in the development of Flatted Industrial Parks in major cities, including Bhopal. A detailed discussion was held on the expansion of the MSME and start-up ecosystem, the development of industrial infrastructure, and future action plans.
Policy reforms and departmental achievements
The meeting was informed that currently, 4.51 lakh manufacturing enterprises, over 6,340 start-ups, and more than 3,023 women-led start-ups are operational in the state, with over 102 incubators functioning. Investments of ₹39,600 crore have been received in the manufacturing sector. Over the past two years, the department has undertaken significant initiatives in policy reforms. New policies for MSMEs and startups have been implemented. Awareness and training were provided through more than 116 workshops. Land allotment and other processes have been implemented as faceless, online, time-bound services. Under financial assistance, 4,065 units have been provided with Rs. 2,780.44 crore assistance and 220 assistance cases have been resolved by the state-level empowered committee.
Expansion of industrial infrastructure
The review meeting was informed that significant progress has been made in the development of industrial areas. A total of 1,240 plots have been allotted to entrepreneurs, the construction of 13 industrial areas has been completed, and approval has been given to 14 new industrial areas. Currently, development work is underway in 31 industrial areas. Of the 30 approved private industrial areas on private land, development work on 12 has been completed. For the first time, the department has developed a Flatted Industrial Park in Govindpura, Bhopal, to promote innovation.
Financial inclusion and enterprise revolution scheme
Under the Chief Minister Udyam Kranti Yojana, 15,838 youth have benefited, and a loan amount of Rs 1,087.27 crore has been distributed. Under the State Credit Scheme, against the target of ₹2,45,038 crore, ₹1,93,872 crore has been disbursed up to September 2025, marking a significant increase compared to the last two years. This has strengthened financial accessibility and promoted entrepreneurship in the MSME sector.
Achievements of the facilitation council
The MSME Facilitation Council has resolved 439 cases of delayed payments and ensured that all council hearings are conducted fully digitally. The council received a national award in 2025 for the effective use of the ODR portal.
Investment promotion and national achievements
The meeting was informed that during GIS-2025, the state received 2,279 investment proposals worth Rs 21,000 crore. Of these, 729 proposals have been implemented, leading to an actual investment of Rs 5,075 crore and the creation of 21,599 jobs. At the India International Trade Fair in New Delhi, the Madhya Pradesh pavilion received a gold medal in 2024 and a silver medal in 2025.
Progress in manufacturing and certification
The meeting was informed that over 2 lakh manufacturing units have been registered in the past two years, marking 31% growth. Under the RAMP scheme, 5 SMEs of the state have been listed on the stock exchange. In ZED certification, 16,428 units have been certified, compared to just 437 earlier. Capacity building for over 30,000 MSMEs and start-ups has been conducted on a daily basis, and 834 government servants have been onboarded on the iGOT portal. Gwalior Stone and Chhatarpur Wooden Furniture have been awarded the Geographical Indication (GI) tag in December 2025.
Cluster development and future industrial preparation
Chief Minister Dr. Yadav was informed that over the next three years, an incentive amount exceeding ₹5,000 crore will be provided to MSME units. Approvals have also been granted for 30 new private clusters and 22 common facility centres for cluster development. Development work of 31 industrial areas has been completed, and plans have been made to allot over 6,000 plots in the coming years. In addition, Common Effluent Treatment Plants (CETPs) will be established in 100 industrial areas, promoting industrial growth while maintaining environmental balance.
Three-year action plan
MSME Minister Shri Chetan Kumar Kashyap presented the three-year action plan before the Chief Minister. He informed that new industrial areas will be developed in 81 assembly constituencies. Over 6,000 startups will increase to more than 12,000. At least one in each district, along with 100 new incubation centres, will be established, and a state-level startup conclave will be organised in January 2026. Formalisation of over 1.5 lakh self-help groups will be done and they will be linked to the enterprise portal.
Self-employment, GI tagging and lab upgradation
Target has been set to benefit 30,000 entrepreneurs through the self-employment scheme and create over 20 lakh jobs in the state. The process will start to get the GI tag for 20 specific products. Priority will be given to the resolution of liabilities of Bahadarpur Cooperative Spinning Mill, Burhanpur and the upgradation of testing laboratories in Indore and Jabalpur.
Chief Minister Dr. Yadav appreciated the achievements of the department and directed all departments to make coordinated efforts to elevate the MSME and start-up sector to a globally competitive level. He emphasised the swift implementation of an action plan to promote an innovation-driven economy, generate employment, and encourage investment.
