Excise & Narcotics Department Highlights Achievements, Actions and Progress
PRESS NOTE FOR PRESS CONFERENCE ON EXCISE & NARCOTICS DEPARTMENT, HELD ON 17.12.2025 (WEDNESDAY) IN THE OFFICE CHAMBER OF HON’BLE MINISTER OF STATE, EXCISE & NARCOTICS DEPARTMENT
1. Department progress:
i) New Excise Stations opened:
For strong and active work against alcohol and drugs, during December 2024, in three new districts, the following Excise & Narcotics Stations were opened:
Saitual – December 11, 2024 (by Pu Lalduhoma, Hon’ble CM)
Khawzawl – December 11, 2024 (by Pu Lalduhoma, Hon’ble CM)
Hnahthial – December 13, 2024 (by Pu Lalnghinglova Hmar, Excise Minister)
Also, permission for opening Excise Stations at Sairang and Bairabi was received on October 22, 2025.
ii) New vehicles:
On March 14, 2025, for active work against drugs, 18 important new motor vehicles (LMV – 14 and Two-wheeler – 4) were provided for use under different stations under the department. These vehicles are – 4 Mahindra Bolero campers, 1 Mahindra Scorpio, 5 Maruti Eco Vans, 4 Mahindra Boleros and 4 two-wheelers (YAMAHA FZ).
Also, on June 4, 2025, 3 LMVs currently being used will be purchased anew from the Mizoram Government for further strengthening of vehicle replacement.
iii) Post creation & recruitment:
To strengthen the department, the Government has created 12 new posts as follows –

Inspector – 3
Asst. Sub-Inspector – 3
Head Constable – 3
Group D – 3
Through direct recruitment, 28 persons have been recruited, and 39 more recruitment processes are under progress.

2. The Mizoram Liquor (Prohibition) Amendment Act, 2025:
Under this amendment, apart from grape, use of locally grown fruits and crops of Mizoram will allow production of local beer and wine.
Also, production and distribution systems are planned to be implemented properly and safely.
The Mizoram Liquor (Prohibition) Amendment Rules, 2025 were also published in the Gazette on October 1, 2025.
3. COMMUNITY CLEANSING WORK:
In the Aizawl outskirts, inside Vaivakawn area, Sairang road at “A Senchi Lane”, addicts and illegal alcohol sellers gathered, and from June 8, 2024 onwards, Excise & Narcotics Department and Vaivakawn community worked together strongly and cleansed the area.
Likewise, other areas will also be continually inspected.
Apart from Vaivakawn, other addict-gathering spots in Aizawl city are being identified for cleansing.
On January 30, 2025, in joint operation with Police, illegal alcohol production spots at Rangvamual and Phunchawng road area were raided.
In May 2025, after many drug dependents were treated and discharged from Tawngtai Bethel Camping Centre (TBCC), night mobile duty was done frequently to secure Aizawl city.
Teams under Excise & Narcotics Department also frequently rotate within Aizawl city till now.
From September 1, 2025 onward, with Mizoram Police, various CYMA branches and village leaders, a strong anti-drug programme was launched.
While Mizoram Police and border villages watch border entry points to prevent drug inflow, Excise & Narcotics Department actively performs patrolling/mobile duty across Mizoram.
Since June 2025, under Mizoram Government, Mizoram Presbyterian Church and other voluntary organisations, drug rehabilitation assistance at ‘Hulhliap Short Stay Centre’ was supported by Excise & Narcotics Department as one of the strongest helpers in security, care and management. Six camp batches have been successfully completed with good results.
4. Anti-Drug meetings:
In various districts, Excise Minister chaired Anti-Drug meetings.
These meetings included Deputy Commissioner, Government workers, village and church leaders, teachers and students – discussing and working on strong anti-drug strategy.
Meetings have been held at Lunglei, Hnahthial, Khawzawl, Saitual, Champhai, Mamit districts and Darlawn in Aizawl District.
5. District Drugs Control and Awareness Centre, Serchhip:
Under SASCI, with cost of two crore rupees, the ‘District Drugs Control and Awareness Centre’ at Serchhip has begun functioning.
6. Drug Destruction:
Excise & Narcotics Department destroys seized drugs after court orders.
In this Government term, three batches have been destroyed, and total market value of destroyed drugs is Rs. 71.64 crore.
On International Day Against Drug Abuse & Illicit Trafficking, 2025 (June 26, 2025), drugs worth Rs. 20.25 crore were destroyed.
On November 29, 2024, drugs worth Rs. 11.53 crore were destroyed.
On International Day Against Drug Abuse & Illicit Trafficking, 2024 (June 26, 2024), drugs worth Rs. 39.86 crore were destroyed.
7. Awareness Campaign/Seminar:
Across all districts, especially for Middle and High School students, 67 awareness campaigns/seminars have been held, involving 10,068 participants.
Excise Minister has also visited about 20 drug rehabilitation camps, distributing financial and food support.
Officers of Excise & Narcotics Department also regularly participate in church and village programmes to spread awareness.
