Madhya Pradesh SIR : Key Finding of Enumeration Phase

Bhopal, December 2025 : The Election Commission of India (ECI) is implementing the Special Intensive Revision (SIR) of the Electoral Rolls in Madhya Pradesh with clearly defined objectives to ensure maximum participation, complete inclusion of eligible electors and full transparency at every stage of the process. The key aims and measures undertaken under SIR are outlined below:
1. Participation of All Electors and All Political Parties:
As on 23.12.2025 out of 5,74,06,143 electors, 5,31,31,983 electors have submitted their Enumeration Forms, reflecting overwhelming participation in the first phase of SIR.
The successful completion of this phase is the result of coordinated efforts of DEOs of all 55 districts, 230 EROs, 532 AEROs and BLOs deployed at 65,014 polling booths, supported by volunteers, Field representatives of all 6 National Recognized political parties, including their District Presidents, also actively participated, with as many as 1,35,882 Booth Level Agents (BLAs) appointed by them.
2. Ensuring No Eligible Electors is Left Behind
- To ensure universal awareness and participation, during the enumeration period, CEOs, DEOs and EROs conducted extensive awareness campaigns and held multiple meetings with political parties to explain the process and share progress updates.
- BLOs also conducted booth-level meeting with BLAs, who were permitted to fill upto 50 Enumeration Forms per day to ensure their full involvement. BLOs carried out house-to-house visits to all electors whose names were in the rolls as on 27.10.2025 to distribute Enumeration Forms, followed by at least three visits for collection. BLAs and volunteers also made dedicated effort to ensure that no eligible elector was missed.
3. Special Initiatives Taken
- Capacity Building and Hand Holding: Repeat training, doubt clearing sessions, video tutorials to train the BLOs were provided. BLOs were supported by local Panchayat Secretary, Revenue functionaries, Gram Rojgar Sahayak (GRS), Volunteers and IT-enable officials to ensure speedy and accurate execution of work.
- Organized Special Camps: Special Camps at designated places were arranged in Urban areas to facilitate voters in filling EF, submitting EF and mapping the name in previous SIR, 2003.
- Social Media was used extensively to disseminate information regarding SIR.
- Messages related to SIR were broadcast through “All India Radio” and various “FM radio channels”. Garbage Collection Vehicles of Urban local bodies were also used to promote awareness regarding SIR.
- Felicitation to BLOs: Early completion of work was appreciated by felicitation of more than 2500 BLOs in different districts.
- Facilitation for speedy digitization of EF: Madhya Pradesh had identified the places of poor or slow network in initial days of SIR. BLOs in such places would sit together at strong network area and digitize the EFs for speedy work.
4. Inclusion of Young Electors
Young electors who have attained or will be attain 18 years of age on or before 01.01.2026 are being encouraged to apply through Form-6 along with the prescribed declaration.
5. Engagement with Electors and Political Parties
Booth-level lists of electors reported as deceased, permanently shifted, untraceable, or whose Forms were not received were shared with the Booth Level Agents appointed by the political parties for verification.
6. Assistance by Election Staff Volunteers
The entire election machinery, supported by volunteers, is assisting electors, particularly senior citizens, PwD electors and vulnerable groups. Volunteers are facilitating coordination with government departments to minimized the burden of electors.
7. Redressal of Issues During Enumeration
DEOs of all 55 districts have personally addressed every issue reported through print, TV and social media to ensure that no grievance remains unattended.
8. Scrutiny of Draft Electoral Roll
- As per SIR Order, the Draft Electoral Roll has been published on 23rd December 2025. Printed and digital booth-wise copies have been provided to all recognized political parties and made available on the CEO’s website: https://ceoelection.mp.gov.in .
- Booth-wise lists of Absent/Shifted/Death/Duplicate electors whose names are not included in the Draft Roll, shall also be displayed on the Notice Board of respective Panchayat Bhavan/Urban local body office and Offices of the Chief Executive Officer, Janpad Panchayat/Panchayat Officer/Urban Local body officer to enable the general public to have access to the aforesaid voters lists along with the probable reasons for non-inclusion of their names and also these lists will be published on DEO/CEO’s website in an accessible format.
- During the claims and objection period from 23.12.2025 to 22.01.2026 any elector may file claims or objections for inclusion of eligible electors or deletion of ineligible names. A total of 230 EROs and 532 AEROs are in position to scrutinize such cases, including 725 AEROs additionally notified for SIR in Madhya Pradesh on 22.12.2025.
9. No Deletion Without Due Process
- As per Para 5(b) of SIR guidelines, no name can be deleted from the draft roll published on 23rd December without notice and a speaking order by the ERO/AERO. Any aggrieved elector may appeal to the District Magistrate and thereafter to the Chief Electoral Officer under Section 24 of the RP Act, 1950. Volunteers are also being trained to assist electors in filing appeals.
- The Commission reiterated its firm commitment to a transparent, participative and inclusive revision process, ensuring that no eligible electors is left out and no ineligible name remains in the Electoral Rolls.
