Centre and Delhi Government to provide subsidy of up to ₹1.56 lakh, no payment required for rooftop solar systems up to 3 kW

New Delhi, September 2026 : As part of the ‘Seva Sankalp Abhiyan’ being undertaken to mark the birth anniversary of Prime Minister Shri Narendra Modi, the Delhi Government has launched an important initiative focused on clean energy and public convenience. Chief Minister Smt. Rekha Gupta on Monday launched the ‘Delhi PM Surya Ghar’ registration portal (solar.delhi.gov.in) under the ‘PM Surya Ghar: Muft Bijli Yojana’ at the Delhi Secretariat. The portal has been designed to make the process of installing rooftop solar panels at homes easier and more convenient for Delhi residents. The Chief Minister has urged the residents of Delhi to make the most of this scheme on a ‘first-come, first-served’ basis and to register early.
The Chief Minister said the ‘Seva Sankalp Abhiyan’ is not just about announcing schemes, but about taking facilities to people in a way that delivers a direct benefit in their daily lives. Connecting Delhi’s families with solar energy through the PM Surya Ghar scheme is part of this approach. A large number of families in Delhi can generate electricity by installing solar panels on their rooftops. This will not only promote clean energy but also give families an opportunity to save on their electricity bills.
Subsidy of up to ₹1.56 lakh
Chief Minister Rekha Gupta said that under the PM Surya Ghar scheme, the Centre provides a subsidy of up to ₹78,000 for rooftop solar systems of up to 3 kW. The Delhi Government has also decided to provide a state subsidy of ₹78,000 along the same lines. This means a combined subsidy of up to ₹1.56 lakh will be available from the Centre and the Delhi Government. She said domestic consumers in Delhi with an average monthly electricity consumption of up to 400 units will be provided rooftop solar systems of up to 3 kW without any payment. If there is any additional gap in the cost of the solar system, arrangements will also be made to cover it through the assistance provided by the government.
Not just individual homes, societies and smaller homes also covered
The Chief Minister made it clear that the initiative is not limited to individual houses. The Delhi Government has also increased assistance for installing solar systems in common areas and open spaces of group housing societies. Under this provision, the subsidy has been increased from ₹2,000 per kW to ₹11,000 per kW. She said there are also families in Delhi that do not have large rooftops. To ensure that such families can also benefit from the scheme, smaller rooftop solar systems of up to 2 kW are being encouraged. The government has set a target of 50 per cent for consumers installing smaller systems so that homes with limited rooftop space can also be connected to solar energy.
Additional incentive for consumers using up to 200 units
Giving details of another special provision under the scheme, Chief Minister Rekha Gupta said a special arrangement has also been made for consumers in the 0–200 unit electricity consumption category. If such consumers reduce their electricity consumption after installing rooftop solar, for instance, bringing their consumption down from 200 units to 50 units, the government will provide a financial incentive equivalent to 75 units for the 150 units saved.
This means consumers will not only benefit from installing rooftop solar but will also receive an additional financial incentive for reducing their electricity consumption. The Chief Minister described this as a special opportunity for Delhi and said the government’s objective is to take solar energy to as many families as possible, enabling people to contribute to both energy conservation and clean energy generation.
Operation and maintenance responsibility for five years
The Chief Minister said the Delhi Government has developed a trusteeship model in partnership with the discoms. Under this arrangement, the concerned vendor will be responsible for the operation and maintenance of the solar system for the initial five years. Thereafter, arrangements for maintenance will continue to be made through the discoms throughout the system’s full life, which can be around 25 to 30 years. Maintenance services will be made available through authorised vendors at a minimum charge. An important part of the initiative is the ULA (Utility Led Aggregation) model, under which eligible low-income and economically weaker families are being provided rooftop solar systems without any upfront cost. The government subsidy will be adjusted against the cost of the system, while installation and maintenance will be carried out through authorised agencies and vendors.
Registration on a ‘first come, first served’ basis
The Delhi Government has put in place a simple digital system to take solar energy to households across the city. The Delhi Solar Portal provides facilities for applying for rooftop solar, information about the scheme, subsidies, authorised vendors, complaints and other necessary services. The facility to apply for solar installations on the portal has been opened from September 21. Citizens will be able to apply under the PM Surya Ghar scheme and also access information about the options available under Delhi’s solar policy. This will give people all the necessary information and services on a single digital platform.
The registration process has been kept simple. Consumers will enter their CA number on the portal, provide the required information and give their consent, following which the process will move forward. The government is also bringing more vendors on board for this purpose. Registrations under the scheme will be made on a ‘first come, first served’ basis.
Aim to move Delhi towards clean energy and a self-sustaining economy
The Chief Minister said the expansion of rooftop solar is not merely a change in the power sector, but an important step towards taking Delhi towards green energy and a self-sustaining economy. Rooftop solar had not gained the expected momentum in Delhi for a long time, but the government has now begun working in this direction with clear targets.
The arrangement to install solar panels free of cost at 2.30 lakh homes is a major step in itself and will directly benefit the people of Delhi.
Initiative will make Delhi the Solar Capital: Power Minister
Delhi Power Minister Ashish Sood said the launch of the ‘Delhi PM Surya Ghar’ portal by Chief Minister Rekha Gupta is an important initiative for Delhi. Along with continuing the free electricity scheme, the Delhi Government has taken a major step towards providing free rooftop solar panels. Through this initiative, Delhi residents will be able to benefit from solar energy for nearly 25 years. At the same time, installing solar panels on their rooftops will not only enable them to get free electricity but also open up a new avenue for income. This initiative marks an important beginning towards fulfilling Hon’ble Prime Minister Shri Narendra Modi Ji’s guarantee. In the first phase, the target is to provide free rooftop solar panels to more than 2.30 lakh families. He expressed confidence that with the effective implementation of the scheme, Delhi will move rapidly towards becoming the country’s Solar Capital.
