Monitoring System to Be Developed for Effective Implementation of Right to Education Act: CM Devendra Fadnavis

Step to Strengthen Oversight of Schools Run by Charitable Trusts in the State

Mumbai, Sept 2026 : An important step has been taken at the initiative of Chief Minister Devendra Fadnavis to ensure effective and transparent implementation of the Right to Education (RTE) Act in schools run by public charitable trusts in Maharashtra.

A standard operating procedure, monitoring and evaluation mechanism should be developed immediately to exercise control and supervision over all such aided and unaided schools in the state. Similar to the system followed for charitable hospitals, the legal process for expediting the development of a monitoring mechanism for the effective implementation of the Right to Education Act in schools run by charitable institutions should be completed at the earliest.

A large number of schools in Maharashtra are operated through public charitable trusts. It is mandatory for these schools to provide admission under the Right to Education Act to children belonging to economically weaker and disadvantaged sections. However, complaints have repeatedly emerged regarding transparency and implementation of rules in these schools.

Against this backdrop, it is essential to introduce a modern and digital system to ensure that all needy and eligible students in the state actually receive the benefits of the RTE Act and that the quality of education is maintained. Just as a monitoring mechanism oversees whether poor patients receive free or subsidised healthcare facilities at hospitals run by public charitable trusts, a similar system will now be implemented for schools as well.

The Chief Minister’s special initiative will ensure direct administrative oversight of the admission process, educational facilities and proper utilisation of funds received under the RTE Act in thousands of schools across the state. The mechanism will also enable regular reviews of schools and significantly help curb irregularities.

Directions have been issued to prepare a comprehensive proposal for making this system operational at the earliest through appropriate consultations among the Law and Judiciary Department and necessary technical experts. Once the proposal is prepared, the required financial approvals will be granted and implementation will be started immediately.
