CM Devendra Fadnavis Calls for Governance Process Reengineering to Deliver Simple and Quality Public Services

Mumbai, May 2026 : To make government services more accessible, faster, and citizen-centric, the state is implementing Governance Process Reengineering (GPR). Chief Minister Devendra Fadnavis has directed all departments to review their services and bring them under the GPR framework by eliminating unnecessary steps, paperwork, and procedural delays.

A review meeting on the GPR initiative was held at Sahyadri Guest House under the chairmanship of the Chief Minister. The meeting was attended by the Chief Minister’s Additional Chief Secretary Lokesh Chandra, Principal Secretary Shrikar Pardeshi, Archana Vyas and Arnab Kapoor from the Gates Foundation, Gaurav Goyal from Samagra organization, Joy Bandekar from Public App, along with additional chief secretaries, principal secretaries, and secretaries of various departments. District collectors and superintendents of police also joined through video conferencing.

During the review, Fadnavis stated that the government has shifted its focus from merely increasing the number of services to improving their quality. So far, 1,222 services have been reviewed and streamlined into 723 citizen-useful services. He added that in the next phase, after full integration, multiple services will be merged further, reducing the overall number and making delivery more efficient. He also instructed that service restructuring under the “Aaple Sarkar 2.0” platform must be accelerated to ensure faster, transparent, and simpler citizen services.

He further announced that improvements under “Aaple Sarkar 2.0” will be completed by August 14, with citizens expected to experience the upgraded services from August 15, 2026. He noted that over time, government processes have become burdened with unnecessary steps and documentation, which now need simplification through GPR-based redesigning.

The Chief Minister highlighted that earlier reforms such as self-certification had already reduced unnecessary documentation and approvals, saving citizens’ time while increasing accountability. He stressed that departmental heads must personally monitor and evaluate service delivery processes, eliminate redundant steps wherever possible, and ensure faster execution.

Fadnavis expressed confidence that once the service modules under “Aaple Sarkar 2.0” become fully operational, citizens’ perception of government functioning will significantly improve. He also appreciated the Revenue Department for leading service simplification efforts, stating that its transformation alone accounts for nearly 40–50 percent of overall administrative reform, given its direct interface with citizens.

He emphasized the need to strengthen service delivery mechanisms in local self-government institutions and develop a unified and robust system despite ongoing experiments at the local level. He called for a structured framework to ensure consistency and efficiency across institutions.

The Chief Minister also underlined the importance of using hyper-local digital platforms such as “Public App” to effectively communicate positive government initiatives to citizens. He directed all departments to develop dedicated strategies for leveraging such platforms.

During the meeting, Samagra presented updates on the first and second phases of GPR implementation, while Public App representatives shared details on its use in governance communication and service delivery.
