Construction Projects to Be Monitored Through IoT–AI: Chief Minister Devendra Fadnavis

BMC Directed to Establish a Real-Time Monitoring System

Mumbai, February 2026 : To ensure effective and transparent oversight of all construction projects in Mumbai, directions have been issued to develop an Internet of Things (IoT) and Artificial Intelligence (AI)–based monitoring system. Chief Minister Devendra Fadnavis informed the Legislative Council during Question Hour that clear instructions have been given to the Brihanmumbai Municipal Corporation to set up a dynamic, real-time monitoring system to ensure 100 percent control and supervision of all construction projects.

The question was raised by Member Kiran Sarnaik, with supplementary questions by Members Abhijit Vanjari and Dhiraj Lingade.

Chief Minister Fadnavis stated that IoT–AI systems are currently being used partially in some projects and will be expanded to cover all projects. In view of Mumbai’s rapidly growing infrastructure and building activity, transparent, technology-driven, and continuous monitoring is essential. The new system will enable uniform oversight of both government and private construction projects. Construction quality and compliance with safety norms will be digitally monitored, and any irregularities or violations will be detected immediately, enabling swift action.

Providing additional details, Environment and Climate Change Minister Pankaja Munde said that the authenticity of data related to pollution and construction dust must be verified through authorized agencies. A large volume of debris is generated from construction activities in Mumbai, and a concrete action plan for its processing will be prepared within the next three to six months. She added that extensive monitoring systems are already operational in many parts of the city to assess air quality. Additionally, the BMC has begun installing dedicated monitoring equipment at every major construction site, linking it directly to a central dashboard. Any construction or development work causing pollution will invite immediate action, she clarified.


HR Reforms Underway in State Government; Employee Service Processes to Run on ‘Autopilot Mode’: Chief Minister Devendra Fadnavis

A comprehensive human resources (HR) reform process has been initiated in the state government, and employee management will be brought fully onto an “autopilot mode,” Chief Minister Devendra Fadnavis told the Legislative Council during Question Hour.

The issue was raised by Member Kiran Sarnaik, with supplementary questions by Members Abhijit Vanjari and Dhiraj Lingade.

The Chief Minister said the reforms aim to make service processes of lakhs of employees across various departments more transparent and technology-driven. All procedures—from recruitment to retirement—will be handled through digital systems. This will reduce administrative delays, accelerate decision-making, and ensure timely resolution of long-pending promotions and other service-related matters.

Adding further information, Other Backward Bahujan Welfare Minister Atul Save said a decision was taken on September 27, 2024, to convert DCPS accounts to the National Pension System (NPS) within the department. Required code numbers have been issued to district-level officers, and necessary financial provisions have been made. A special committee has been formed to expedite the process, with a target to resolve pending issues within the next three months through the concerned secretaries, directors, and deputy directors.


Positive Resolution on Pune–Nashik Semi High-Speed Rail Through Expert Committee: Chief Minister Devendra Fadnavis

As the original alignment of the Pune–Nashik semi high-speed rail project interferes with the antenna of the Giant Metrewave Radio Telescope Observatory, a special committee of experts will be appointed to make limited modifications to the route and arrive at a positive solution, Chief Minister Devendra Fadnavis said during Question Hour in the Legislative Council. He added that an alternative alignment will be planned to connect villages currently left out of the route.

The question was raised by Member Satyajit Tambe.

In his reply, the Chief Minister said two meetings have been held with the central government regarding the project alignment. The original plan affects the antenna of the Giant Metrewave Radio Telescope, an international observatory involving participation from 32 countries. The central government has clarified that its regulations cannot be altered.

Chief Minister Fadnavis said the expert committee will conduct an in-depth study of feasibility and technical aspects of an alternative alignment. He also stated that discussions will be held with the Union Railway Minister to find a constructive and positive resolution to the issue.
