US Issues Level 3 Travel Advisories for Key Gulf States Amid Escalating Iran Conflict

Washington, March 2026 : The United States has significantly tightened its travel guidance for the Gulf region, raising travel advisories for Bahrain, Qatar, and Kuwait to Level 3, urging American citizens to reconsider travel. The move comes amid heightened fears of retaliation and regional instability following the launch of US combat operations against Iran. Alongside the country-specific warnings, Washington also issued a rare “Worldwide Caution,” advising Americans across the globe to exercise increased vigilance.

In separate media advisories, the United States Department of State confirmed that it has authorised the departure of non-emergency US government personnel and their family members from Bahrain, Qatar, and Kuwait due to growing security concerns. The decision reflects escalating risks tied to armed conflict, terrorism, and potential Iranian retaliation, including drone and missile strikes.

For Bahrain, the State Department said it updated its travel advisory on February 28, raising it from Level 2 (“Exercise Increased Caution”) to Level 3 (“Reconsider Travel”). The notice explicitly warned Americans to reconsider travel to Bahrain due to terrorism and armed conflict. Officials cited a deteriorating security environment following the outbreak of hostilities between the United States and Iran, pointing to an ongoing threat of missile and drone attacks launched from Iran, as well as significant disruptions to commercial aviation.

The advisory further warned that terrorist groups continue to plot possible attacks in Bahrain and that such attacks could occur with little or no warning. The country’s strategic importance, particularly as the host of the US Navy’s Fifth Fleet, places it at heightened risk during periods of regional conflict, US officials noted.

Qatar’s advisory was raised from Level 1 (“Exercise Normal Precautions”) to Level 3 on March 1, marking a sharp escalation in US concern. Americans were urged to reconsider travel due to the threat of armed conflict. As with Bahrain, the State Department warned of the possibility of Iranian drone and missile attacks and the likelihood of disruptions to commercial flights.

The advisory also referenced actions taken by the Federal Aviation Administration, which has issued Notices to Airmen (NOTAMs) and, where applicable, Special Federal Aviation Regulations (SFARs) for the region, including Qatar. These measures reflect elevated risks to civil aviation stemming from political and military tensions in the Middle East. Qatar hosts the Al Udeid Air Base, the largest US military facility in the region, making it a critical strategic hub and a potential target in any escalation.

Kuwait was placed under a Level 3 advisory on the same day, with the State Department confirming the authorised departure of non-emergency US government personnel and their families. Americans were advised to reconsider travel to Kuwait due to the threat of armed conflict, with officials urging travellers to read the advisory carefully, as some areas present higher risks than others.

Like the Bahrain and Qatar notices, the Kuwait advisory highlighted the ongoing threat of drone and missile attacks from Iran and warned of disruptions to commercial aviation. The FAA has similarly issued NOTAMs or SFARs covering Kuwait, citing risks to civil aviation arising from political and military tensions in the Persian Gulf and the Gulf of Oman.

Beyond regional military threats, the Kuwait advisory also underscored specific local risks. US citizens were advised to exercise increased caution in the Jleeb Al-Shuyoukh area of Kuwait City due to crime concerns. In addition, Americans were warned not to travel to desert areas near the border with Iraq because of unexploded ordnance, including bombs, shells, and landmines left over from the 1990 Gulf War.

These country-specific advisories followed a broader alert issued by the State Department on February 28 titled “Worldwide Caution.” The notice warned that, following the launch of US combat operations in Iran, Americans worldwide — particularly those in the Middle East — should closely follow guidance issued by their nearest US embassy or consulate. The department cautioned that travellers could face sudden disruptions due to periodic airspace closures and rapidly changing security conditions, and urged all Americans abroad to exercise increased caution.

Bahrain, Qatar, and Kuwait all play critical roles in US military operations in the Gulf, hosting major bases and serving as logistical hubs. As a result, they are viewed by US officials as especially vulnerable during periods of confrontation with Iran. A Level 3 travel advisory represents serious safety concerns and is one step below Level 4, which urges Americans not to travel at all.

The latest advisories underscore Washington’s assessment that the security situation in the Gulf remains fluid and potentially volatile, with risks extending beyond national borders and affecting global travel, aviation, and regional stability.
