Previous governments failed to convert youth scale into skill: CM Yogi
Gorakhpur: March 2026 : CM Yogi Adityanath said that technology can multiply the pace of development many times over. It can transform our speed into progress. Keeping this in mind, state government has launched several programs and has also tried to give special focus to technology in the budget. When we do not adopt technology and avoid it, we fall out of competition. And when we are not in competition, we move toward decline instead of progress. We must follow the path of progress.
CM was addressing the inauguration ceremony of Gorakhpur Center of Software Technology Parks of India (STPI) at GIDA (Gorakhpur Industrial Development Authority) on Thursday.
Chief Minister said that our youth possess immense talent. When this talent is combined with technology, it helps them advance their abilities at a much faster pace. This is exactly what Prime Minister Narendra Modi has done in country over the past 11 years. India has the world’s largest youth population. There was scale among the youth, but before 2014, previous governments did not give it importance. They did not attempt to convert scale into skill, nor did they provide platforms. As a result, youth became discouraged and migrated, leading to widespread disappointment.
However, after 2014, transformation is visible in every sector. Not only at Government of India level but also at district level, numerous programs have been initiated to convert youth scale into skill. Gorakhpur STPI center is a very important link in this chain. Its inauguration on the auspicious occasion of eighth day of Vasant Navratri is considered a good omen.
Chief Minister said that this STPI center will give new wings to the dreams of youth in Gorakhpur and Eastern Uttar Pradesh. Its biggest feature is that a startup entrepreneur only needs to bring their computer. They need not worry about space, electricity connection or other basic facilities. Wherever software technology has made a mark in the country and world, this model has proven successful. For the first time, it is being introduced in Gorakhpur. Under the plug-and-play model, youth here have received a platform for their startups.
CM said that on April 15, first Center of Excellence in Eastern Uttar Pradesh will also be inaugurated in Gorakhpur. This Center of Excellence has been set up at Maharana Pratap Institute of Technology (MPIT).
These initiatives show that youth of Eastern Uttar Pradesh will now be able to showcase their talent not only in hardware but also in software on a global platform.
As a result of efforts to promote startup culture over the past 11 years, more than 20,000 startups are currently operating in Uttar Pradesh and about half of them are run by women. Every individual has talent, but their skills need a platform.
CM described green hydrogen energy as the energy of future and said that government is establishing a Center of Excellence for green hydrogen energy at Madan Mohan Malaviya University of Technology (MMMUT) in Gorakhpur. An amount of ₹50 crore has been allocated for this. Green hydrogen will help ensure that we do not have to depend on other countries for energy needs. Recently, we visited Japan and held discussions there. Japan’s green hydrogen technology is at an advanced stage and we will collaborate with them to move this program forward. It takes time for technology to arrive and for innovation to be transformed into research and development.
Chief Minister said that Centers of Excellence are being developed in Uttar Pradesh according to regional potential. Funds have been allocated for Meditech at IIT Kanpur and SGPGI Lucknow, leather and drone technology in Kanpur and robotics in Noida-Greater Noida. Government is working with the World Bank on agritech in 28 districts of Eastern Uttar Pradesh and seven districts of Bundelkhand. Similarly, startups can also be established in dairy, fisheries and other fields.
CM also spoke in detail about Gorakhpur’s development. He stated that in the past nine years, investments worth ₹1 lakh crore have been made in the city. Institutions such as AIIMS, a fertilizer plant, Pipraich sugar mill have been established. A super specialty block has been built at BRD Medical College. Ayush University, several polytechnics and engineering institutes have been set up. Skill development centers have been established. Highways and four-lane connectivity have expanded. Internal roads and other infrastructure have been developed. This investment has created employment opportunities for lakhs of youth.
CM Yogi said that GIDA has showcased new progress of development over the past nine years. At one time, only two industries existed there with an investment of ₹29-30 crore. Now, more than 350 industries have been established with investments exceeding ₹17,000 crore. GIDA alone has created employment opportunities for more than 50,000 youth.
Software park has been developed on a plug-and-play model. Similarly, government has introduced a flatted factory program here. A plastic park is also being developed. Modern factories are being set up, which will play a crucial role in fulfilling dreams of local youth.
CM thanked the entire STPI team for establishing center in Gorakhpur. He also appealed to connect this center with technical and higher education institutions of Eastern Uttar Pradesh so that startup culture can grow easily.
Minister of State for IT and Electronics, Ajit Pal Singh, said that under the guidance of Chief Minister Yogi Adityanath, rapid work is being done to make Uttar Pradesh a leading state in IT and electronics. Big companies are investing in the state, creating new employment opportunities for youth. The goal is inclusive development involving every section and region. This software park will be a major achievement for youth in Purvanchal, enabling them to find opportunities in IT and work within their own region while gaining global recognition.

MLA Pradeep Shukla welcomed Chief Minister and said that GIDA, which is setting new benchmarks of development, has received a new gift in the form of this software technology park under CM Yogi’s guidance.
