UP tops nation in disposal and compliance of sexual harassment cases against women: ITSSO report
Lucknow : Uttar Pradesh, under the leadership of Chief Minister Yogi Adityanath, has achieved a major milestone in women’s safety. As per the June report of the Government of India’s Investigation Tracking System for Sexual Offences (ITSSO), UP ranks first among major states in both disposal and compliance of sexual harassment cases.
The state also has the lowest pendency of such cases nationwide. In response, CM Yogi has instructed officials to aim for zero pendency, reinforcing his government’s commitment to swift justice and women’s security. It is worth noting that the Yogi government has consistently maintained the top position in both the disposal and compliance rates of crimes against women over the past several years.
Padmaja Chauhan, Nodal Officer of the Women and Child Safety Organisation (WCSO), stated that women and child safety remains a top priority for Chief Minister Yogi Adityanath. As per ITSSO data from April 21, 2018 to June 3, 2025, Uttar Pradesh leads all Indian states in the disposal of cases related to crimes against women and girls, with a disposal rate of 98.60%.
During this period, 1,22,130 FIRs were registered in the state. Among union territories, Dadra and Nagar Haveli and Daman & Diu lead with a disposal rate of 98.80%. Among major states, UP ranks first, followed by Delhi (97.60%) and Haryana (97.20%). In 2018, UP ranked 7th with a disposal rate of 95%.
In terms of compliance rate (filing of charge sheets within 60 days), Goa leads with 88.50%, followed by Dadra and Nagar Haveli and Daman & Diu at 88.30%, while UP stands third nationally with 80.60%. However, among major states, UP tops the list, followed by Uttarakhand (80%) and Madhya Pradesh (77%). In 2018, UP ranked 10th in this category.
Chauhan further stated that UP’s pendency rate—the proportion of unresolved cases—is only 0.20%, making it the best-performing state in this regard. In comparison, Manipur (65.7%), Tamil Nadu (58.0%), and Bihar (34.5%) report significantly higher pendency. In 2018, UP was ranked 7th.
This progress reflects the Yogi government’s strong leadership and uncompromising approach to women’s safety. The nodal officer informed that the Women and Child Safety Organization (WCSO) conducts monthly reviews of cases related to women to ensure timely resolution.
In addition, POCSO cases are closely monitored by ASP-rank officers at both district and commissionerate levels. Regular follow-ups are conducted through video conferencing to track the progress of pending cases. Investigating Officers (IOs) with cases pending for over two months are called for personal review at the headquarters.
To further strengthen accountability and efficiency, regular training sessions and legal workshops are organized for IOs. Officers who complete investigations on time are recognized with appreciation letters, while departmental action is taken against those found to be negligent. These consistent efforts, the nodal said, have yielded visible and positive results across the state.
