A Special Campaign to Resolve Complaints Pending Over 180 Days on CM Helpline 1905

Chief Minister Pushkar Singh Dhami has directed that a targeted campaign be launched to clear all complaints pending for more than 180 days on the CM Helpline 1905. Expressing his displeasure at these long-outstanding cases, he warned that any officer who fails to resolve them promptly will face disciplinary action. He also ordered that no public grievance be “force-closed” without genuine resolution, and urged that the helpline be made a model of best practice statewide.

Reviewing the helpline in the Secretariat, the CM further instructed that across the state a single day be designated for Tehsil Day—during which he will make a surprise visit to one district—and likewise a Police Station Day. He directed all District Magistrates to hold regular public-grievance sessions, Tehsil Days, and Gram Sabhas (BDCs) to ensure speedy redressal. Joint police-administration drives against encroachment and for verification must be vigorously pursued.

To accelerate rural development, every district should quickly appoint nodal officers and identify two villages each to be developed as “Model Villages.” Where overhead poles or transformers are in disrepair, they must be replaced immediately, with a safety audit of all transformers. Any instance of low voltage or dangling wires must be rectified at once, and responsible officers held to account.

Building plan approvals must not be unduly delayed; CM Dhami ordered all relevant authorities to eliminate any backlog. He also announced that the first three districts to be certified TB-free will be formally honored. Praising the Transport, Agriculture, Social Welfare, Excise, and Energy departments for their efficiency on the helpline, he urged the Public Works, Geology & Mining, Revenue, Home, and Finance departments to accelerate their grievance-handling as well.

The helpline currently receives the highest volume of complaints regarding drinking-water supply, streetlight maintenance, Jal Jeevan Mission connections, power cuts, and electricity billing. During the meeting, the CM personally took calls from several callers: in Uttarkashi, Upendra Singh Rawat’s water-line issue was ordered resolved within a week; in Haridwar, Alam’s streetlight complaint has been fixed; in Dehradun, Hridesh Negi’s bridge construction issue is now underway; in Chamoli, Gaurav Nautiyal’s water supply problem is resolved; and in Nainital, Devendra’s low-voltage complaint has been addressed.

The review was attended in person by Vice-Chairman of the Uttarakhand Accommodation Monitoring Council, Shri Vishwas Dabar; Chief Secretary Shri Anand Bardhan; Principal Secretary Shri R.K. Sudhanshu; DGP Shri Deepm Seth; secretaries; additional secretaries; heads of various departments; and all District Magistrates joined virtually.
