Raipur District Administration’s Innovative Initiative for Effective Governance
Raipur, Aug 2025 : The Good Governance Express is delivering government services directly to people’s doorsteps, under an innovative and exemplary initiative launched by the Raipur district administration on the directions of the Chief Minister. The model has emerged as a rapid grievance-redressal mechanism for the public. It was inaugurated on May 29 by Chief Minister Vishnu Deo Sai during a Samadhan Shivir (solution camp) at village Bhainsa, under the Good Governance Festival. Guided by Collector Dr. Gaurav Singh, this initiative has already enabled thousands of rural residents to easily access over two dozen government services.
Villagers Express Gratitude for Services at Their Doorstep
For Uttam Sahu, a youth from Sankri Gram Panchayat, it was a joyful moment when he received his learner’s license without leaving his home—thanks to the Good Governance Express. Earlier, his family members had to travel outside the village and spend considerable time to obtain licenses. But recently, when the village Kotwar announced the arrival of the van, Uttam applied on the spot and received his license after the process was completed.
Similarly, Rajesh Kumar Yadav from Sankra was elated when his ration card was issued without repeated visits to the Panchayat office. “I applied through the Express van, the process was completed, and I got my ration card,” he said, expressing gratitude to Chief Minister Vishnu Deo Sai and the Raipur district administration for providing government services near their homes, saving both time and effort.
Over 67,000 Applications Resolved Promptly
So far, the Good Governance Express has received 75,864 applications, of which 67,788 have already been resolved swiftly, while the rest are under priority processing. Services provided include:
- 15,741 Income Certificates
- 5,741 Caste Certificates
- 4,273 Residence Certificates
- 7,536 Ayushman Bharat Cards
- 6,014 Ration Cards
- 8,269 Driving Licenses
- 1,306 Kisan Credit Cards
- 2,051 MGNREGA Job Cards
- 577 Birth Certificates
- 50 Death Certificates
- 4,093 Labour Cards
- 5,070 Aadhaar Cards
- 883 Kisan Kitabs (farmer records)
- 814 Pension Approvals
- 1,346 HSRP (High-Security Registration Plates)
Additionally, a large number of people have benefited from schemes under the Women & Child Development, Police, Housing, and other departments.
“One-Stop Camps” in Villages
Three days before the van’s arrival, information is circulated in villages. On the designated day, revenue officials, Panchayat secretaries, health teams, Anganwadi workers, Aadhaar and Ayushman card operators, and district administration officials gather, creating a mini one-stop camp right in the village.
First Phase Completed, Second Phase Underway
Encouraged by the positive results of Good Governance Festival 2025, Raipur district administration rolled out the Good Governance Express. The first phase covered over 300 Gram Panchayats across Abhanpur, Arang, Dharsiwa, and Tilda blocks, as well as 17 wards of Arang Nagar Panchayat, where thousands of problems and applications were addressed promptly.
Following its success, the second phase has begun, covering rural areas of Abhanpur, Dharsiwa, and Tilda blocks. Teams from various departments are reaching villages on scheduled dates to resolve grievances and applications on the spot.
Big Change at Minimal Cost
Collector Dr. Gaurav Kumar Singh explained that the idea was implemented by repurposing four condemned ambulances, which were repaired and converted into Good Governance Express vans at minimal cost. These mobile service vans have opened a new path for effective governance in rural areas.
The success of Raipur district’s Good Governance Express stands as a shining example of strong administrative willpower, innovation, and the government’s commitment to delivering welfare services to the last person in the queue.
