Ensure No Shortage of Gunny Bags in MSP Procurement – Marketing Minister Jaykumar Rawal

Mumbai, Nov 2025 : Under the Minimum Support Price (MSP) scheme for the 2025–26 Kharif season, the registration process for farmers selling soybeans, urad, and moong at MSP began on October 30. By Tuesday, November 18, a total of 2,20,316 farmers had registered. Marketing Minister Jaykumar Rawal has directed authorities to ensure that there is no shortage of gunny bags during the procurement period, which will continue until February 12, 2026.

A review meeting regarding the MSP procurement process and the availability of gunny bags was held at the Ministry under the chairmanship of Minister Rawal. Principal Secretary Pravin Darade, Managing Director of the Marketing Federation Shridhar Dube Patil, Joint Secretary Vijay Lahane, and Executive Director of the Marketing Board Sanjay Kadam were present in person, while state heads of NAFED and NCCF joined online.

The government has received 725 proposals for procurement centres, of which 713 have been approved. NAFED/NCCF has sanctioned 579 of these, and 484 centres have already become operational. Compared to 562 centres last season, the number of procurement centres has significantly increased this year. By November 18, these centres had procured 11,099 quintals from 528 beneficiary farmers.

The procurement targets set for this year are:

  • Soybean: 18,50,700 metric tonnes
  • Moong: 33,000 metric tonnes
  • Urad: 3,25,680 metric tonnes

The Central Government has fixed the MSP for soybeans this season at ₹5,328 per quintal, an increase of ₹436 over the previous season. Moong has been priced at ₹8,768 per quintal, an increase of ₹86, and urad at ₹7,800 per quintal, an increase of ₹400.

To implement the procurement process, three nodal agencies have been designated on behalf of NAFED and NCCF:

  • Maharashtra State Cooperative Marketing Federation, Mumbai
  • Vidarbha Cooperative Marketing Federation, Nagpur
  • Maharashtra State Agricultural Marketing Board, Pune

These agencies have been directed to carry out procurement between November 15, 2025, and February 12, 2026 — a period of 90 days. It was also informed that vigilance teams have been set up to prevent irregularities or mismanagement during procurement.

After reviewing the entire process, Marketing Minister Jaykumar Rawal instructed that the number of procurement centres should be increased as needed. He also directed that warehouse capacity be expanded to store the procured produce. Additionally, he ordered that immediate demand be placed to ensure timely supply of gunny bags required for procurement operations.
