Special session reflects commitment to democracy and shared pledge towards collective responsibility for future: CM Dr. Yadav
Chief Minister Dr. Mohan Yadav welcomed and felicitated all Members of the Madhya Pradesh Vidhansabha at the one-day special session organised on the occasion of the completion of the Assembly’s glorious 70-year journey. Chief Minister Dr. Yadav, placing a proposal for discussion on the resolve to make Madhya Pradesh self-reliant,developed and prosperous, stated that this special session of the Assembly is a matter of pride and good fortune for all. He said the session holds special significance for a system moving steadily on the path of building a welfare-oriented state.
Chief Minister Dr. Yadav, aying obeisance to Baba Mahakal, said that this special session is not merely a formality, but a reflection of commitment to democracy and a shared resolve towards collective responsibility for the future. He said the session provides an opportunity to reiterate the resolve to make Madhya Pradesh happy, prosperous, culturally proud and self-reliant. The 70-year journey of the Assembly stands as testimony to the state’s democratic journey; this House has been a temple of public trust, not a seat of power.
Chief Minister Dr. Yadav said that the present government has recently completed two years. The far-reaching decisions taken during this period will be remembered as milestones in the times to come and will certainly bring transformative change in the lives of the people. Reducing public hardship and bringing happiness into people’s lives has been the constant endeavour of the government. He said that Madhya Pradesh was for years identified as a ‘BIMARU’ state, but governments led by his party have played a significant role in shedding this image and steering the state towards becoming a developing state full of possibilities. Over the past two years, the state government has achieved historic accomplishments across every sector of development. He expressed confidence that the state would soon move forward in the list of developed states. The Chief Minister said that efforts are underway to build a state with greenery all around, a strong network of industries, free from unemployment and poverty, where all citizens are happy and prosperous. He asserted that this resolve will be fulfilled, as leadership, policy and intent are all clear, and said the government will leave no stone unturned in building a developed and self-reliant Madhya Pradesh.
Chief Minister Dr. Yadav stated that under the leadership of Prime Minister Shri Narendra Modi and Union Home Minister Shri Amit Shah, the state bid a final farewell to the ‘Lal Salam’ of Naxalism on 11 December. He said this is also a matter of pride for the Assembly, as in 1999 a Congress minister was brutally killed by Naxalites, posing a direct challenge to democracy. By putting an end to Naxalism, the House has settled that historical affront. Chief Minister Dr. Yadav said that along with Naxalism, models linked to terrorism and extremism have also been dismantled. Action against Indian Mujahideen, ISIS-supported groups, terror funding and narcotics networks led to the arrest of 20 accused. Money laundering investigations uncovered illegal transactions worth ₹2,000 crore across 1,300 suspicious accounts. An illegal arms factory was busted, with over 1,900 barrels/shutter pipes and other arms-manufacturing materials recovered.
Chief Minister Dr. Yadav said that plans are underway to develop two metropolitan regions in the state. Urban conditions are steadily improving and far-sighted decisions are being taken in the field of urban development. Detailed deliberations are ongoing on the future form of the capital. Development plans are being implemented to ensure balanced growth not only in Malwa but also in the Central India–Chambal region and Mahakaushal. Initially, Indore and Bhopal have been prioritised for metropolitan development. From 2026, work will also begin to develop Gwalior and Jabalpur as metropolitan cities. He said the state is moving forward towards planned urbanisation.
Chief Minister Dr. Yadav said that significant work has also been carried out over the past two years in the field of rural development to promote prosperity, self-reliance and planned growth in villages. A decision has been taken to establish PM Kisan Samriddhi Kendras in every Gram Panchayat, and one village in each development block is being developed as a Vrindavan Gram.
Chief Minister Dr. Yadav, describing education as the foundation of life, said that Madhya Pradesh was the first state to take the initiative in implementing the New National Education Policy. Sandipani Schools have been established to ensure quality education. Recalling former Union Human Resource Development Minister Shri Arjun Singh, he said it was under his leadership that the Navodaya Vidyalaya system was introduced, marking a milestone in India’s education system. Shri Arjun Singh also established the Sandipani Vedic Institute in Ujjain to promote the study and teaching of the Vedas, which remains a proud chapter of the state’s history. He said that 370 Sandipani Schools are currently operational in the state, e-attendance has been implemented through an app, 799 model schools have been set up, robotic labs established in 52 Sandipani Schools, and vocational courses started in 3,367 schools. The state government has also borne the fees of 8.5 lakh students studying in over 30,000 private schools. He added that the government has replaced colonial-era terminology by adopting the dignified title ‘Kulguru’ in place of ‘Vice-Chancellor’ in universities. Three universities have been established in the names of tribal and freedom movement heroes, reflecting the government’s commitment to passing on the state’s proud heritage to future generations.
Chief Minister Dr. Yadav said that under the guidance of Prime Minister Shri Modi, the principle of ‘health as the first happiness’ is being implemented by ensuring Ayushman scheme benefits for every needy person. The state’s first Medi-City and medical college are being developed in Ujjain. Prompt medical services are being provided through the PM Shri Ambulance Service, and the Ayushman Card has become a symbol of treatment and support for the poor. Addressing the challenge of sickle cell anaemia in tribal regions, he said the state has 12,655 Ayushman Arogya Mandirs and 448 Chief Minister Sanjeevani Clinics in operation. Six new government medical colleges have been opened in the last two years, taking the total to 19 government and 14 private medical colleges.
Chief Minister Dr. Yadav said that the assistance under the ‘Ladli Behna Yojana’ has been increased to ₹1,500, strengthening women’s dignity and self-reliance. Under sanitation and hygiene schemes, over ₹61 crore has been transferred to the accounts of more than 20 lakh girls. He said that the PM MITRA Park gifted by Prime Minister Shri Modi will generate employment for over three lakh people in the Malwa–Nimar region and benefit more than six lakh cotton growers. Madhya Pradesh is also far ahead of other states in the field of renewable energy.
Emphasising that development and culture are complementary, not contradictory, the Chief Minister said the state’s cultural heritage—Mahakal Lok, Ram Van Gaman Path and folk traditions—forms its identity and strength. To honour historic icons, nine gateways will be established in Bhopal in the names of Samrat Vikramaditya, Raja Bhoj and other great personalities. In Omkareshwar, the Acharya Shankar Museum “Advait Lok” is being built at a cost of ₹2,195 crore. To develop the Shri Krishna Pathey connecting sites associated with Shri Krishna’s life—Sandipani Ashram, Narayan Village, Janapav in Indore and Amjhera in Dhar—the Shri Krishna Pathey Trust has been approved. For the purification of the Kshipra River, the Kanh Closed Duct Project costing ₹599 crore has been launched, and construction of 29 km of river ghats is underway for devotees’ convenience.
Chief Minister Dr. Yadav said Madhya Pradesh has made unprecedented progress in tourism, with tourist numbers that once took a year now being achieved within a week. A record 13.5 crore tourists visited the state in 2024. To preserve the sanctity of religious towns, the sale of liquor has been prohibited in religious urban and rural areas. He said that to enhance water availability for irrigation, drinking water and industries, the Ken–Betwa Link Project was inaugurated with the Uttar Pradesh government, work on the Parvati–Kalisindh–Chambal Link Project began with Rajasthan, and an MoU was signed with Maharashtra for the Tapi Basin Mega Recharge Project. The year 2024 has been declared the Year of Cow Protection and Promotion, 2025 as the Year of Industry and Employment, and 2026 as the Year of Agriculture. These initiatives reflect a forward-looking development strategy for the state.
Chief Minister Dr. Yadav said the special session of the Assembly was convened to frame a coordinated action plan for the future of the state and its people, setting an example for the entire country. Several innovative initiatives have been undertaken in public interest, including honouring organ donors with a Guard of Honour and introducing the Cyber Tehsil system for public convenience. The government has resolved to double the state budget within five years and has taken special initiatives in MSMEs, industry and public transport. Passenger transport services are set to commence in the state from April 2026.
Chief Minister Dr. Yadav said the government is continuously striving to realise Prime Minister Shri Modi’s mission for the upliftment of tribal communities, minorities, backward classes, and the poor, farmers, women and youth. He sought the cooperation of all stakeholders in the development of the state and the welfare of its people.
