Focus on cybercrime hotspots; directs early review meeting with police, banks and relevant stakeholders
Rajasthan achieves perfect 10/10 inICJSintegration
Jaipur, September 2026 : Chief Secretary Shri V. Srinivas on Tuesday reviewed the implementation of the Inter-Operable Criminal Justice System (ICJS), cyber security and the new criminal laws at the Government Secretariat. The meeting included detailed discussions on various digital platforms associated with the criminal justice system, mechanisms to combat cyber crimes, and the progress made in implementing the new criminal laws.
Emphasis on further strengthening digital integration
Reviewing the implementation of ICJS, the Chief Secretary directed that digital integration among the various pillars of the criminal justice system be further strengthened. He emphasised improving the electronic service of e-Summons and making the digital integration of forensic, prison, prosecution and medico-legal systems more effective.
During the review, while discussing the progress made under ICJS, the Chief Secretary directed that the remaining technical and procedural shortcomings be resolved at the earliest. Rajasthan has secured 10 out of 10 marks in ICJS integration on the national dashboard related to the new criminal laws. RajNet connectivity has been ensured in all 1,040 police stations across the State. The Chief Secretary also emphasised better utilisation of digital systems related to medical services, police and prosecution.
In this regard, Additional Chief Secretary, Home, Shri Bhaskar Atmaram Sawant informed that the integration of MedLEaPR (Medico-Legal Examination and Post-Mortem Reporting) with CCTNS (Crime and Criminal Tracking Network & Systems) has been completed in the State. All districts have also been onboarded on e-Prosecution.
Focus on early restoration of victims’ money and cyber crime hotspots
Reviewing cyber crimes, the Chief Secretary directed that priority be given to ensuring the early return of the amount put on hold in cases involving cyber fraud victims. He directed effective utilisation of the Money Restoration Module and time-bound disposal of complaints received through the Grievance Redressal Module. He said that better coordination between the police and banks in cyber fraud cases should ensure prompt relief to victims.
Directing focused action on cyber crime hotspots, the Chief Secretary instructed that an early separate review meeting be organised on the issue with the police, banks and relevant stakeholders. He also emphasised effective utilisation of the Sahyog Portal for prevention of cyber crimes, better coordination among various agencies through the Samanvay Portal, and strengthening the cyber capabilities of law enforcement agencies.
Spirit and objectives of the law must remain paramount
Reviewing the implementation of the new criminal laws, the Chief Secretary said that progress has been made in the State in this direction, but there is still scope for further improvement. He directed the concerned departments and institutions to make coordinated efforts to further improve Rajasthan’s position on various performance parameters at the national level. He said that effective implementation of the new criminal laws should be ensured while keeping their underlying spirit and objectives paramount.
The Chief Secretary directed that technology-based systems such as e-Summons, e-Sakshya and forensic investigation be utilised more effectively. He emphasised the effective use of forensic and scientific evidence in the investigation of serious crimes.
During the meeting, Director General of Police Shri Rajiv Sharma informed that there has been significant improvement in the rate of FSL (Forensic Science Laboratory) inspection. One hundred per cent registration and training of investigating officers on the e-Sakshya app has been completed, and 8,500 devices have been made available for its use. As of August 31, e-Sakshya had been prepared in more than 4.57 lakh FIRs, while more than 7.39 lakh evidence IDs had been created and uploaded.
He informed that from July 1, 2024, to August 31, 2026, a total of 4,12,203 cases were registered in the State under the new criminal laws, of which 3,71,244 cases have been disposed of through charge sheets or final reports. This accounts for 90.10 per cent of the total registered cases.

Anjali Rajoria; and senior officers from Prisons, Law and Legal Affairs, Medical and Health, Police Crime Branch, Prosecution, Rajasthan High Court, Information Technology, SCRB, State Forensic Science Laboratory, NIC, and other concerned departments and institutions.
