Mazagon Dock to Invest Around Rs 27,000 Crore; Project to Generate 90,000 Jobs
Mumbai, September 2026: A Memorandum of Understanding (MoU) was signed on Tuesday between National Shipbuilding and Heavy Industries Park Maharashtra Limited (NShipML) and Mazagon Dock Shipbuilders Limited (MDL) in the presence of Maharashtra Chief Minister Devendra Fadnavis for MDL to participate as a major shipbuilding centre in the proposed Greenfield Shipbuilding Industrial Cluster at Dighi in Raigad district.
The agreement is expected to generate around 90,000 employment opportunities in the state.
Fisheries and Ports Minister Nitesh Rane, Additional Chief Secretary of the Ports and Transport Department Sanjay Sethi, General Manager (Business Development) Sanjay Kumar Singh, Additional Chief Secretary to the Chief Minister Lokesh Chandra and Principal Secretary Dr Shrikar Pardeshi were present on the occasion.
On behalf of MDL, Chairman and Managing Director Captain Jagmohan signed the agreement, while NShipML was represented by its Managing Director Pradeep P.
The Maharashtra Maritime Board and the Mumbai Port Authority have jointly established NShipML as a special purpose company to develop a Greenfield Shipbuilding Industrial Cluster in Maharashtra.
The project is being taken forward under the Central government's Greenfield Shipbuilding Cluster Development Scheme and is expected to contribute to the objectives of the Maritime Amrit Kaal Vision 2047.
Under the MoU, MDL has set a target of achieving an annual shipbuilding capacity of at least 2 million gross tonnes at Dighi. The project involves a proposed investment of around Rs 27,000 crore.
The facility will enable the construction of large commercial vessels and is expected to significantly strengthen India's maritime industrial capabilities. The project is projected to create around 15,000 direct jobs and 75,000 indirect employment opportunities, taking the total employment potential to approximately 90,000.
The Dighi project will also lead to the development of modern shipbuilding infrastructure along with supporting industrial and supply-chain ecosystems.
The initiative is expected to contribute to increasing India's domestic shipbuilding capacity, attracting technology and investment, creating skilled employment and strengthening India's competitiveness in the global maritime sector.
The development of a large-scale shipbuilding facility at Dighi is also expected to provide a major boost to the state's maritime economy and create opportunities for ancillary industries and suppliers associated with the shipbuilding sector.
Captain Jagmohan, Chairman and Managing Director of MDL, expressed gratitude to Chief Minister Devendra Fadnavis and the Maharashtra government for their support and cooperation in the initiative.
He said MDL has extensive experience in complex shipbuilding, engineering, project management and developing a capable domestic supplier ecosystem. With the cooperation of all stakeholders, the company is committed to developing a modern and globally competitive shipbuilding facility at Dighi, he added.
