Training Programme for CEOs and BDOs from Five States on Advanced Janpad Panchayats Concludes
Raipur, February 2026 :A six-day national-level capacity building training programme for Block Development Officers (BDOs) and Chief Executive Officers (CEOs), aimed at establishing Advanced Janpad Panchayats, was successfully concluded. The programme was organised by the Chhattisgarh State Rural Development Institute, Thakur Pyarelal State Institute of Panchayat and Rural Development, under the joint aegis of the National Institute of Rural Development and Panchayati Raj (NIRDPR).
The training was held from January 27 to February 1, with participation from 26 officers representing the states of Rajasthan, Odisha, Gujarat, Madhya Pradesh, and Chhattisgarh. The objective of the programme was to accelerate comprehensive rural development at the Janpad (block) level under the theme of building prosperous development blocks through leadership to achieve full saturation of rural development programmes.
The programme was inaugurated by Shri C. Som Mishra, Joint Director, Thakur Pyarelal State Institute of Panchayat and Rural Development. During the training, participants received both theoretical and practical inputs on key subjects such as the institutional framework of rural development programmes, leadership development, participatory planning, the Panchayati Raj Act, the PESA Act, Sustainable Development Goals (SDGs), Gram Panchayat Development Plans, Block Development Plans, District Development Plans, revenue administration, livelihoods, and financial inclusion.
As part of the programme, a one-day field study visit based on the Block Development Plan was organised at Abhanpur Janpad Panchayat in Raipur district. During the visit, participants interacted with local public representatives and beneficiaries to understand ground realities. They also undertook on-site study visits to the Freedom Fighters’ Museum, scheduled areas, tribal culture, and the grassroots implementation of the PESA Act.
On the fifth day, participants prepared development plan–based proposals and made state-wise group presentations drawing on their learning experiences. The training programme formally concluded after all participants submitted their feedback on the TMP portal.
The successful conduct of the programme was made possible through the significant contributions of faculty members, subject experts, and supporting officers from the Thakur Pyarelal State Institute of Panchayat and Rural Development and the National Institute of Rural Development and Panchayati Raj. The training programme proved to be an important initiative towards inclusive, result-oriented, and sustainable rural development.
