10 Lakh Housing Units for Economically Weaker and Middle-Class Sections in next 5 Years
Under the Pradhan Mantri Awas Yojana Urban 2.0, 10 lakh houses will be constructed for economically weaker and middle-income beneficiaries in urban areas of the state over the next 5 years. The construction of these houses will involve an investment of ₹50,000 crore. An estimated grant of ₹23,025 crore from the central and state governments has been approved for this amount.
Under this scheme, houses will be constructed for eligible beneficiary families with provisions for appropriate infrastructure, including roads, water supply, sewage systems, parks, and social infrastructure such as anganwadis, primary schools, and primary health centers. The state government is ensuring that housing is provided to all eligible beneficiary families.
So far, around 2.9 lakh applications from beneficiaries have been received under the Pradhan Mantri Awas Yojana Urban (PMAY-U 2.0). The implementation of the scheme is being managed by the Urban Development and Housing Department.
Beneficiaries to be Assisted Through 4 Components
Under PMAY-U 2.0, the beneficiaries will be supported through four components. These components will assist economically weaker, lower, and middle-income groups. Under the Beneficiary Led Construction (BLC) component, eligible beneficiaries in the EWS (Economically Weaker Section) category will be able to build their own homes on their land. Through the Affordable Housing and Partnership (AHP) component, EWS beneficiaries will be provided houses built by urban local bodies, other state construction agencies, and private builders/developers. Private developers will provide Redeemable Housing Vouchers (RHV) for beneficiaries purchasing homes in such projects.
Under the Affordable Rental Housing (ARH) component, rental housing will be made available for working women, industrial workers, urban migrants, homeless and destitute people, and other eligible beneficiaries. The Interest Subsidy Scheme (ISS) will provide interest subsidies on housing loans for eligible families from the EWS, LIG (Lower Income Group), and MIG (Middle Income Group) categories.
Implementation According to the Scheme Guidelines
In PMAY-U 2.0, priority will be given to single women, persons with disabilities, senior citizens, transgender individuals, welfare women, Scheduled Castes/Scheduled Tribes, minorities, and other vulnerable and deprived sections of society. The scheme will also focus on sanitation workers, street vendors identified under the PM Swanidhi Scheme, various artisans under the PM Vishwakarma Scheme, Anganwadi workers, building and construction workers, and residents of slums and chawls.
To free large cities from slums, projects will be implemented under the PPP (Public-Private Partnership) model with land as a resource. To reduce the contribution of EWS beneficiaries, a cross-subsidy model will be implemented as per previous norms. Land lease rights will be provided to landless eligible beneficiary families. BLC beneficiaries will receive a grant of ₹2.5 lakh per house. A provision for geo-tagging of each stage of construction by the beneficiary families has been made. Additionally, the provision of providing separate benefits to unmarried earning adult members has been removed, and a beneficiary family will now include the husband, wife, and unmarried children.
MP Ranks Second in First Phase of Pradhan Mantri Awas Yojana Urban
In the first phase of the Pradhan Mantri Awas Yojana Urban, Madhya Pradesh ranked second in the country for its excellent performance. Out of the 9.45 lakh houses approved, 8.33 lakh houses have been completed so far. The grant amount for these houses was ₹19,400 crore, out of which ₹18,700 crore has already been provided to the beneficiaries by the central and state governments.
