Chief Minister reviews progress on OTDE, says, “The target is ambitious, every department must fulfill its responsibility”

● Chief Minister Yogi Adityanath on Sunday conducted a comprehensive review of ongoing efforts and progress toward achieving the One Trillion Dollar Economy (OTDE) target. The review meeting was attended by Additional Chief Secretaries, Principal Secretaries, and Secretaries of all departments. One by one, departmental officials presented updates on their initiatives, detailing progress and challenges related to their OTDE targets while receiving guidance from the Chief Minister. Additionally, the Chief Minister reviewed the financial year 2024-25 budget allocation and expenditure status, along with an in-depth department-wise discussion on various public welfare projects monitored through the Chief Minister’s dashboard. Key Directives from the Chief Minister:

● With the financial year 2024-25 nearing its end, expenditure in certain departments remains unsatisfactory. The Chief Secretary and Additional Chief Secretary (Finance) must conduct a detailed review and ensure that concerned departments expedite spending in alignment with their budget allocations. Concrete measures should be taken to improve the situation.

● The government is fully committed to policy reforms in the public interest. There must be no stagnation in policy-making. Wherever changes can simplify processes for the common people, necessary reforms should be introduced without delay. Policies should be reformed, simplified, and made more effective to enhance public convenience.

● The success of Mission OTDE (One Trillion Dollar Economy) depends on every department fulfilling its role. Identify your potential, explore new opportunities. Department-wise targets should be reviewed fortnightly at the Additional Chief Secretary/Principal Secretary level, with a comprehensive monthly review at the Ministerial level. These reviews should assess progress against targets, evaluate strategies, measure impact, and develop actionable plans for further improvement.

● The healthcare sector impacts every individual, necessitating comprehensive reforms. The priority must be ensuring timely and affordable treatment for all. Policy changes should be designed with the convenience of both patients and doctors in mind, ensuring accessibility and efficiency in healthcare services.

● No hospital registered under Ayushman Bharat or Mukhyamantri Jan Arogya should have pending dues. Payments must be processed within a maximum of one month after treating an Ayushman cardholder, following established regulations. Expand the network by empaneling new hospitals and streamline the empanelment process as required, keeping practical considerations at the forefront.

● Thanks to continuous efforts, 80 medical colleges are currently operational in the state. Regular monitoring of these institutions is essential to ensure their smooth functioning and to guarantee accessible medical services for the public. It is critical that doctors remain available at all times, and there is no shortage of medicines.

● With the arrival of the summer season, ensuring an uninterrupted water supply in the Vindhya and Bundelkhand regions is crucial. Every effort must be made to prevent water shortages for the general population.

● The Maha Kumbh Prayagraj event has significantly boosted the state’s hospitality, tourism, and transport sectors, leaving a lasting impact on the economy. When preparing the final GDP figures for this year, it is important to include data related to the Maha Kumbh.

● Senior officials of the Energy Department should visit the field regularly; all Discoms should be assessed periodically. Communication with consumers is vital—listening to their practical concerns and addressing them effectively is essential. This is a public-facing department, and direct interaction with the public must be prioritized.

● All approved projects related to police line construction, police modernization, and infrastructure facilities should be closely monitored. A clear timeline should be set, and these projects must be completed within the specified time frame.

● The Panchnad project holds the potential to bring significant change to Bundelkhand and the surrounding areas, and it is expected to progress swiftly. The irrigation area in districts like Auraiya, Kanpur Dehat, and Jalaun will expand, helping to alleviate the drought conditions in Bundelkhand. Additionally, the project will promote growth in fisheries and tourism.

● Cleaning and maintenance of older reservoirs is necessary, including desilting. Action should be taken promptly once reports from the districts are received.

● Anganwadi centers play a crucial role in enhancing childhood development. It is essential that every district has its own dedicated building for Anganwadis. The state government will provide full support for this initiative. A proposal should be prepared for the necessary steps in this regard.

● A third-party audit should be conducted on the construction work of state universities under development. Quality should never be compromised in these projects.

● There is a need to accelerate the distribution of subsidies within the Information and Technology Department. Efforts should be directed toward identifying state-based start-ups and helping them scale to unicorn status.

● Continuous monitoring and coordination with the units involved in the groundbreaking ceremony are essential to ensure that projects become fully operational.

● The Tourism Department must prepare a comprehensive database of all operational hotels and guest houses. This will help improve the tourism sector’s management and planning.

● Properties under the Housing Department that have remained unsold for several years should be promptly disposed of through the formulation of an immediate policy.

● Weekends should be utilized for field visits. Field officers should not be unnecessarily called to the state headquarters; instead, communication should be facilitated through video conferencing.

● All government personnel in Uttar Pradesh must be integrated with ‘Mission Karmayogi.’ Necessary actions should be taken to ensure this, as it will play a pivotal role in enhancing the capacity of personnel. The Chief Minister’s Office will oversee its monitoring.

● District-wise monitoring of the Credit Deposit (CD) ratio is underway, and all districts must actively contribute toward improving this ratio.

● On March 25th, the current government will complete 8 years of governance. These 8 years have been dedicated to shaping a new Uttar Pradesh as part of a new India. To commemorate this milestone, a three-day fair should be organized in every district. The public should be made aware of the efforts and achievements of both the Central and State Governments over the past 11 and 8 years, respectively, in providing public service, ensuring security, and establishing good governance. All departments should organize exhibitions showcasing their initiatives and accomplishments. Cultural programs should be held in the evenings, with preference given to local artists. During these fairs, individuals who have been deprived of public welfare schemes should be provided with their benefits. Additionally, Janarogya Melas, Loan Melas, and similar events should be organized. This program is to be executed in all districts, and all necessary actions should be completed on time.
