Investors Should Leverage Madhya Pradesh’s Strategic Central Location; Government Will Safeguard Their Interests: Chief Minister Dr. Yadav
Chief Minister Dr. Mohan Yadav said the state government is committed to the comprehensive development of Madhya Pradesh. Highlighting the vital role of telecommunications in today’s world, he welcomed every entrepreneur and investor willing to contribute to the sector’s growth in the state. Dr. Yadav emphasized that by enhancing telecom facilities, connectivity can be strengthened in remote and central areas of the state.
“Madhya Pradesh is the heart of India. Investors must leverage its strategic central location,” he said. “The government will fully safeguard the interests of all investors coming into the telecom sector. ”
Dr. Yadav was addressing a high-level meeting at Mantralaya regarding the establishment and implementation of a Telecom Manufacturing Zone (TMZ) in the state. He also held in-depth discussions with investors, sharing the government’s commitments and future plans.
He pointed out the immense potential for telecom development in regions like Gwalior and Jabalpur, assuring investors of every possible support. “Invest confidently—the government will protect your interests,” he added. He also informed the gathering about the upcoming IT Conclave in Indore on April 27, where interested investors can submit their proposals.Land Allocation and Investment Plans
Dr. Yadav noted that a large land bank will be required to establish the proposed TMZ. He encouraged investors to adopt a compact development model—setting up more units
in less space to reduce costs and ease management.
During the meeting, investors stated they would soon finalize their decisions and inform the government.
It was shared that the proposed Telecom Manufacturing Zone in Gwalior will be built over approximately 350 acres and include production of telecom-related accessories, systems, components, Wi-Fi, optical devices, mobile handsets, SIM cards, antennas, telecom chips, and R&D for future 6G technology.
Leading telecom companies like Dixon, Voikon, IBM, Nixon, and Ericsson are expected to invest in the project, expanding the telecom ecosystem and enhancing services in the state.Participation of Senior Officials and Industry Leaders

Dr. Yadav held detailed discussions with investors on the gradual development of the telecom sector. He said Union Minister for Telecommunications Shri Jyotiraditya Scindia is working on several initiatives to strengthen telecom infrastructure in the state.
Investors had requested land in Gwalior’s IT Park and SADA region. MPIDC facilitated site visits and assessments of connectivity, infrastructure, and ecosystem benefits in these areas.
Following a fresh review on April 1, it was decided that 271 hectares of SADA Gwalior land will be transferred to the Industrial Policy and Investment Promotion Department for setting up the TMZ. Urbanisation and industrialisation in this region will happen simultaneously.
The development of a Green Corridor Expressway near SADA Gwalior is also planned, which will significantly reduce travel time between Gwalior and Agra to just 50 minutes, lowering logistics costs for companies.
Additionally, Gwalior Western Bypass and Delhi-Nagpur Industrial Corridor pass through the area, providing direct connectivity and strategic advantages to upcoming industrial units.
Chief Secretary Shri Jain said 18 new industrial policies have been implemented during GIS to attract investments, and the state remains in constant coordination with the Union Ministry of Telecommunications.
He emphasized that MP’s New Industrial Promotion Policy 2025 includes specific incentives for telecom manufacturing, and the government is eager to work with investors to advance 5G and 6G internet services in the state.What is the Telecom Manufacturing Zone (TMZ) Project?
The meeting also highlighted that the global telecom market is projected to reach USD 2.10 trillion by 2025, with India’s share estimated at USD 53.18 billion.
To increase its global participation and promote self-reliance, the Department of Telecommunications, Ministry of Communications, Government of India is developing specialized Telecom Manufacturing Zones. These zones aim to encourage high-tech manufacturing, R&D, and a comprehensive ecosystem within the country.
TMZs will offer Plug-and-play infrastructure, Fiscal and non-fiscal incentives, State-of-the-art testing labs and design centers. Madhya Pradesh—with its strategic central location, strong logistics, well-developed industrial ecosystem, and investor-friendly policies—is ideally positioned to host such a zone. Hence, the state is working towards establishing a Telecom Manufacturing Zone in Gwalior.
