No Benefit of CM Kisan Kalyan Yojana and MSP Procurement for Farmers Who Burn Narwai: CM Dr. Mohan Yadav

Chief Minister Dr. Mohan Yadav has said that Madhya Pradesh is an agriculture-based state. The growing practice of burning crop residue (narwai) after harvest is causing severe environmental damage, including air pollution and degradation of soil quality. Burning stubble destroys essential nutrients in the soil, reducing its fertility. To address this issue, the state government has already banned the burning of crop residue. Despite this, if any farmer is found burning narwai, they will be denied the benefits under the Chief Minister Kisan Kalyan Yojana. Additionally, their crops will not be procured at the Minimum Support Price (MSP) during the following year. Dr. Yadav issued these directives during a review meeting of the Revenue Department held at Samatva Bhavan (Chief Minister’s residence). He emphasized that this decision will be implemented from 1st May, keeping in view environmental protection, soil conservation, and sustaining land productivity.

Strict Campaign against Encroachments on Public and Government Land

Dr. Yadav directed officials to launch strict campaigns to remove encroachments on government lands, wells, stepwells, ponds, and public pathways in villages. Revenue officials must play an active role in the “Jal Ganga Sanvardhan Abhiyan” by protecting and promoting all water bodies. All Amrit Sarovars, ponds, dams, canals, and other water structures should be mandatorily recorded in revenue documents, and encroachments must be removed completely. He also ordered timely resolution of revenue-related cases such as land transfers and partitions, and prioritised resolution of land acquisition cases related to Central and State projects. Officers must conduct regular inspections of subordinate revenue courts to ensure timely case resolution.

Cyber Tehsil Project Brings Major Benefits

Dr. Yadav stated that all departments, including Revenue, are moving rapidly toward digitization, significantly benefiting citizens. The innovative Cyber Tehsil project is a key step in this direction, which has been appreciated by Prime Minister Shri Narendra Modi through the “Prime Minister’s Excellence Award.” So far, over 1.56 lakh cases have been resolved under Cyber Tehsil 1.0 and over 1.19 lakh under 2.0. In Cyber Tehsil 3.0, 7 lakh cases related to land transfer, partition, correction of records, maps, and demarcation were recorded up to January 26, 2025. More than 80 lakh pending cases were resolved in the first two phases. Dr. Yadav stressed expediting the resolution of pending revenue cases.

Revenue Mega Campaign Receives Strong Public Response

The Chief Minister said all three Revenue Mega Campaigns conducted in the state have received a positive response. During the third campaign held from November 15 to January 26, over 29 lakh revenue cases were resolved. Encouraged by these results, Dr. Yadav advised considering organizing the Revenue Mega Campaign twice a year. He noted that other states like Chhattisgarh have also adopted this initiative, which is a matter of pride for Madhya Pradesh.

Madhya Pradesh Leads the Nation in SVAMITVA Scheme and Farmer Registry

Officials reported that Madhya Pradesh ranks first in the country in the SVAMITVA scheme and Farmer Registry initiative. Under the SVAMITVA scheme, out of approximately 45.6 lakh targeted rural properties, 39.63 lakh ownership documents have already been distributed, completing 88% of the work. The aim is to complete the process by June 2025. Special camps and local youth are being engaged to speed up farmer registry efforts. So far, 80 lakh Farmer IDs have been created, with completion targeted by June 2025.

85 Lakh Farmers Benefiting from Samman Nidhi

The state government has requested the Central Government to include new landholders (post-February 2019) under the PM Kisan Samman Nidhi scheme, which provides ₹6,000 annually to eligible farmers. As of March 2025, over ₹28,800 crore has been transferred to more than 85 lakh beneficiaries. Additionally, the state government is providing ₹6,000 per eligible farmer under its own scheme. Since its implementation in 2020, ₹17,500 crore has been disbursed to over 85 lakh beneficiaries.

Digital Crop Survey Launched Statewide in 2024

From 2024, the Revenue Department has initiated digital crop surveys for girdawari (field inspection). More than 60,000 rural youth are engaged in the survey process. Currently, 190 types of crops are cultivated in the state.

Strong Legal Representation Required in Land Disputes

Dr. Yadav noted that disputes over government land often remain pending for long periods and stressed the need for robust legal representation. Government lawyers must present the state’s case with full evidence. He emphasized that lack of positive outcomes in such cases indicates negligence. The performance of government advocates in such cases must also be reviewed.

Integrated District Offices to be built in 5 Districts Including Maihar and Mauganj

Revenue Minister Shri Karan Singh Verma suggested housing all revenue offices within a single premises for efficiency. The department has proposed constructing new composite buildings in districts with new collectorates. Integrated district offices will be built in Maihar, Pandhurna, Mauganj, Mandla, and Ujjain, with a total budget exceeding ₹488 crore. In Ujjain, a new integrated district office will be constructed at a cost of ₹134 crore.

Senior Officials Present at Review Meeting

The review meeting was attended by Chief Secretary Shri Anurag Jain, Additional Chief Secretary (CM Office) Dr. Rajesh Rajora, Principal Revenue Commissioner Shri Vivek Porwal, Revenue Commissioner Smt. Anubha Srivastava, and other senior departmental officials. It was informed that a call center has been set up at Paryavas Bhawan to facilitate quick resolution of revenue cases, with senior officials directly guiding district collectors.
