Coordinate with Departmental Secretaries to Link Youth with Skill Development and Employment: CM Dhami
During a review meeting of the Skill Development and Labour Department held at the Secretariat, Chief Minister Shri Pushkar Singh Dhami instructed officials to work in coordination with all concerned departmental secretaries to connect the youth of the state with skill development and employment. He directed the Chief Secretary to hold a meeting with the secretaries and formulate a concrete strategy for the same.
The Chief Minister also instructed that skill development initiatives should be integrated with incubation and growth centers. He emphasized that in every district, proper training must be arranged for local people in trades like plumbing, electrical work, carpentry, and masonry. Training courses should be designed keeping in mind the demands of industries and future requirements. He stressed the need to equip training centers with advanced machines, laboratories, and smart classrooms.
CM Dhami further directed officials to align training and development programs with the traditional identity of each district. Registration on the e-Shram portal should be increased, and all skilled workers should be brought under the ambit of social security schemes.
He instructed that a targeted rehabilitation plan be prepared soon for the eradication of child labor. Special campaigns should be launched in major districts to eliminate child labor. To enhance women’s participation in self-employment, he directed the establishment of special skill development centers for women and the launch of “Skill on Wheels” vans in remote areas of the state.
The Chief Minister also emphasized the need to establish contact with Indian embassies in foreign countries to link Uttarakhand’s youth to employment opportunities in the healthcare and hospitality sectors abroad. He directed that regular coordination be maintained with Doon University to provide foreign language courses for such aspirants.
The Chief Minister mentioned that all necessary facilities should be ensured at the Centers of Excellence being established in various districts. He further directed the Skill Development Department to present a clear action plan within ten days, detailing how many youth have been connected with skill development and employment each year, along with a long-term vision.
It was informed during the meeting that approval has been received from the Government of India to provide dual training—one year in ITIs and one year in industries—for candidates enrolled in two-year courses across 27 ITIs in the state. The approval process for five more ITIs is currently underway.
The meeting was attended by Vice Chairman of the Infrastructure Monitoring Council Shri Vishwas Dabur, Chief Secretary Shri Anand Bardhan, Additional Chief Secretary Shri R.K. Sudhanshu, Secretary Shri Sridhar Babu Adanki, Shri C. Ravishankar, and other departmental officials.
