CM Reviews Progress of the E-Governance Reform Campaign

“Institutional restructuring of governance requires timely changes”

Mumbai, Aug 2025 : The services provided by the government to the people must be transparent, dynamic, and technology-enabled. While restructuring the government’s institutions, the administration must be prepared for the effective implementation of innovative and continuous reforms. Only when people-centric services are expanded will the accountability of governance increase, said Chief Minister Devendra Fadnavis.

The Chief Minister was speaking at Sahyadri Guest House, Mumbai, during a review meeting on the interim progress of departments and offices participating in the 150-day E-Governance Reform Campaign. Chief Secretary Rajesh Kumar, Additional Chief Secretaries, Principal Secretaries, Secretaries of various departments, District Collectors, Municipal Commissioners, senior police officials, and others were present.

The Chief Minister noted that the presentations of various departments under the 150-day e-governance initiative were commendable. He added that it is encouraging to see all government departments innovatively contributing to institutional restructuring through this campaign. “Many good officers join government service and bring forward innovative concepts, but sustained efforts are required to make these concepts permanent. To bring about quality change in administration, it is essential to create mechanisms that ensure coordination between government and the people,” he stressed.

CM Fadnavis further said that the administration should adopt artificial intelligence (AI) and advanced technologies to provide modern services that support the state’s development. This will also help reduce the administrative workload. Maharashtra is already a frontrunner in technology adoption, and to retain this leadership at the national level, innovative and continuous reforms must be effectively implemented. He emphasized that along with efficient general administration, trained human resources are vital to bring systematic changes within the 150-day program. “At times, all of us must put in massive, organized efforts simultaneously,” he added.

The Chief Minister directed the Forest Department to present within the next three months a four-year plan for achieving 33% forest cover, with special emphasis on regions with lower forest areas, particularly in Marathwada. On this occasion, CM Fadnavis also launched the “Samudra Sandesh” mobile app initiated by the Office of the Special Inspector General of Police, Konkan Range. He also instructed the installation of CCTV cameras at sensitive and entry-point locations.

Chief Secretary Rajesh Kumar, while reviewing the campaign, said that 100% of the offices participated in the 150-day program under e-governance and appreciated the excellent work done by integrating new technologies.

He further suggested that instead of separate dashboards for each department, the state should have a unified dashboard, with departments linking their data to it. He also stressed uniformity in systems such as Chatbots, DigiLocker, and GatiShakti Portal, and called for inclusion of an appeal facility in the Aaple Sarkar portal. All types of certificates should be made available online, he added. Expressing confidence, he said that all departments would certainly fulfill the expectations set by the Chief Minister through this campaign.

The 150-day program covers topics such as e-administration facilities, Aaple Sarkar, e-office, dashboard integration, innovative programs, website updates, disaster management, and others. Based on performance, evaluation was done out of 200 marks. Departments scoring the highest in each category were given the opportunity to present their work.

  • District Collector Category: Ayush Prasad, Collector, Jalgaon
  • Municipal Corporation Category: Naval Kishore Ram, Commissioner, Pune Municipal Corporation
  • Superintendent of Police Category: Manoj Patil, SP, Solapur Rural
  • Police Range Category: Sanjay Darade, Special IGP, Konkan Range
  • Divisional Commissioner Category: Shweta Singhal, Divisional Commissioner, Amravati
  • Police Commissioner Category: Niket Kaushik, Police Commissioner, Mira-Bhayander
  • Regional Office Category: Anil Bhandari, Commissioner of Medical Education, and Suhas Divase, Settlement Commissioner and Director of Land Records
  • Mantralaya Department Category: Milind Mhaiskar, Additional Chief Secretary, Forest Department

Through these presentations, each officer highlighted the achievements and work carried out by their respective offices.
