Andhra Pradesh CM Chandrababu Naidu Directs Rs 40,000 Crore Purvodaya Projects, Revenue Overhaul for Efficient Governance

Amaravati, Dec 2025 : Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday directed officials to prepare comprehensive proposals for developmental projects worth Rs 40,000 crore under the Purvodaya scheme of the Central government. Out of this, Rs 20,000 crore will be earmarked for irrigation projects, while the remaining Rs 20,000 crore will be allocated to infrastructure development, including rural roads, horticulture promotion, and other essential facilities.

During a high-level review meeting at the Secretariat, the Chief Minister emphasised that Purvodaya funds should be strategically utilised for the all-round development of all three regions of the state—Coastal Andhra, Rayalaseema, and Uttarandhra. He stressed that priority should be given to irrigation projects, horticulture expansion, and connectivity infrastructure to boost agricultural productivity and support farmers’ livelihoods. The CM particularly highlighted the need to improve rural road networks, ensuring seamless connectivity between villages and national and state highways.

Naidu instructed officials to identify 82 clusters in Prakasam and Rayalaseema districts as horticulture hubs. He directed them to undertake initiatives to expand horticulture cultivation across 20 lakh acres, aiming to make Andhra Pradesh a leading producer of fruits, vegetables, and other high-value crops. He also emphasised the promotion of oil palm cultivation in Uttarandhra and organic farming in agency districts, enhancing sustainable agricultural practices.

The Chief Minister directed the completion of 23 major and medium irrigation projects in Prakasam and Rayalaseema to ensure assured water supply for horticulture and other crops. Officials informed him that the Polavaram-Nallamala Sagar project, estimated at Rs 58,700 crore, would provide irrigation facilities for an additional 7 lakh acres, stabilise irrigation for 6 lakh acres, and supply drinking water to 60 lakh people. Naidu instructed officials to initiate these projects at the earliest.

In addition, he directed the preparation of plans to divert 200 TMC of Godavari floodwaters from the Polavaram project to Bollapalli and Nallamala Sagar and explore supplying 50 TMC of Krishna floodwaters from Nagarjuna Sagar to Bollapalli, ensuring water security for the state. The Chief Minister also approved a Rs 169 crore project to interlink the Vamsadhara, Nagavali, and Champavathi rivers, which will connect the Hiramandalam reservoir with the Narayanapuram anicut to supply water to an additional 5,000 acres.

Finance Minister Payyavula Keshav, Water Resources Minister Nimmala Rama Naidu, and senior officials participated in the meeting.

In a separate session on Revenue services, the Chief Minister ordered a complete overhaul of the revenue system within a year, directing officials to simplify revenue processes and implement real-time auto-mutation for pattadar passbooks. Naidu emphasised that landowners should not be forced to make repeated visits to government offices, and all resurvey, mutation, and land-related grievances must be resolved promptly. Officials reported 1,97,915 complaints under the Public Grievance Redressal System (PGPRS), including disputes on land nature and classification, resurvey claims, and Joint Land Parcel Map (LPM) grievances.

The CM directed that the resurvey process in 10,123 villages pending completion must be concluded by December 2027. He emphasised speedy resolution of LPM disputes and said that issuing Encumbrance Certificates (ECs) would become easier once land details are maintained online. He stressed the need for transparency and suggested implementing a blockchain-based system to prevent tampering of land records.

Naidu also instructed that the authority to classify or remove lands from the 22-A list be transferred from Joint Collectors to Revenue Divisional Officers (RDOs). Assigned lands within municipal limits and pre-1954 sale deeds should be regularised, with plots up to 250 square yards regularised at 50% of base value. Lands used for aquaculture must be regularised at Sub-Registrar rates, and mortgaged lands up to 1999 should be removed from the 22-A list.

He highlighted the need to streamline issuance of caste and income certificates, linking them with RTGS systems, and directed that land values be updated to reflect market trends. Officials reported that 5,28,217 grievances were received in the past six months, of which 4,55,189 have been resolved, with around 73,000 still under examination.

The Chief Minister instructed that lands belonging to ex-servicemen, freedom fighters, political sufferers, and pre-1954 assigned lands be removed from the 22-A list. Naidu reiterated that Andhra Pradesh must leverage technology, efficient governance, and strategic development projects to ensure balanced regional growth, water security, and agricultural prosperity.

Revenue Minister Anagani Satyaprasad, Special Chief Secretary (Revenue) Sai Prasad, and CCLA officials attended the meetings, supporting the CM’s vision of transparent governance, modernised revenue administration, and accelerated development under the Purvodaya scheme.
