Two Major MoUs Signed with Torrent Power and JSW Energy Limited
- 4,200 MW nuclear power projects to attract investment of Rs 79,000 crore
- 11,700 direct and indirect employment opportunities to be created
Mumbai, September 2026 : Maharashtra has made significant progress in the use of solar and wind energy to meet its clean energy requirements. Nuclear power has now emerged as an effective and important alternative. Chief Minister Devendra Fadnavis expressed confidence that the establishment of new energy projects would significantly increase the state’s nuclear power generation capacity while helping meet its growing energy requirements and achieve its power generation objectives.
Minister of State for Energy Meghana Sakore-Bordikar, MLA Abhimanyu Pawar, Additional Chief Secretary of the Energy Department Abha Shukla, Additional Chief Secretary to the Chief Minister Lokesh Chandra, Principal Secretary Dr Shrikar Pardeshi, Mahatransco Chairman and Chief Executive Officer Vikram Kumar, MAHAGENCO Chairman and Chief Executive Officer Radhakrishnan B., Sameer Mehta, and representatives of Torrent Power and JSW Energy Limited were present.
Chief Minister Fadnavis said that after the Central Government approved the ‘SHANTI’ Act, the nuclear energy sector had been opened to private players, creating significant investment opportunities. The Tarapur Atomic Power Station has been serving the country for several decades. Nuclear energy will have a crucial role in clean energy initiatives, he said.
Maharashtra has made considerable progress in solar and wind power and is also developing pumped-storage projects on a large scale. The project being undertaken by Torrent Power at Karjat is also expected to be ambitious. However, considering the base-load power requirements necessary for uninterrupted electricity supply, nuclear energy is an effective and clean option, Fadnavis said.
The state has already signed three agreements with the Central Government and private companies in the nuclear energy sector. Discussions have also been held with delegations from leading US nuclear energy companies, which have expressed interest in investing in Maharashtra, the Chief Minister said.
The development of indigenous nuclear reactors and trials of thorium-based technologies in the country have opened up new opportunities in the nuclear energy sector. As the sector continues to emerge, the state government will extend full cooperation and support to companies working in this field, he said.
Fadnavis congratulated Torrent Power and JSW Energy Limited, saying the two agreements would further strengthen Maharashtra’s nuclear power generation capacity.
Two Memoranda of Understanding
The agreement with JSW Energy Limited covers a proposed nuclear power project at Bhivbunder (Agri village) in Dapoli taluka of Ratnagiri district. The project will have a capacity of 4 x 700 MW, or 2,800 MW in total, and will be implemented in two phases. The first phase will have a capacity of 1,400 MW, while another 1,400 MW is proposed under the second phase.
The JSW Energy project is expected to attract an investment of around Rs 44,000 crore, with Rs 22,000 crore proposed for each phase. The project is expected to create around 8,000 to 10,000 employment opportunities.
Torrent Power Limited has proposed setting up a nuclear power project in Ratnagiri district or at another suitable location in Maharashtra. The project will have a capacity of 2 x 700 MW, or 1,400 MW, and is expected to attract an investment of approximately Rs 35,000 crore. It is projected to generate around 1,700 employment opportunities.
Nuclear Projects to Add 20,400 MW Capacity
The two MoUs for nuclear power projects represent a combined proposed capacity of 4,200 MW, with an estimated investment of approximately Rs 79,000 crore. Together, the projects are expected to generate around 11,700 direct and indirect employment opportunities.
The state is also taking steps for nuclear projects at other locations. These include a 6,000 MW project at Barsua in Ratnagiri district and two projects with a combined capacity of 7,640 MW. In addition, NTPC Limited has proposed a nuclear power project at Devgad in Sindhudurg district, comprising six units with a capacity ranging from 4,000 MW to 7,200 MW. These projects are expected to generate significant employment opportunities.
Additional Chief Secretary Abha Shukla provided details of the state’s power generation capacity and various ongoing and proposed projects. She said a proposal had been submitted for the Chief Minister’s approval to constitute a task force to facilitate coordination with companies involved in setting up power projects.
