- Strategic Investment Plan (SIP) for Meerut ITI Cluster approved
- PM-SETU to create new opportunities for employment, apprenticeships and training for youth
September 2026: A significant step was taken today towards accelerating the transformation of the Industrial Training Institute (ITI) ecosystem in western Uttar Pradesh, with the approval of the Strategic Investment Plan (SIP) for the Meerut ITI Cluster at a total cost of Rs 240.40 crore.
The approval was granted at the 5th meeting of the National Steering Committee (NSC) of the Prime Minister’s Skilling and Employability Transformation through Upgraded ITIs (PM-SETU), chaired by Secretary, Ministry of Skill Development and Entrepreneurship (MSDE), Smt. Devshree Mukherjee.
The National Skill Development Corporation (NSDC) will play a key role in implementing the initiative. Under the cluster, the Government ITI at Saket in Meerut has been designated as the ‘Hub’, while Government ITIs in Ghaziabad, Hapur, Gautam Buddha Nagar and Baghpat have been included as ‘Spokes’.
The meeting was attended by the Director General of Training (DGT), Joint Secretary, MSDE, Additional Secretary and Financial Adviser of the Ministry of Skill Development and Entrepreneurship, senior officials from the Government of India and state governments, representatives of multilateral development banks and industry partners.
Under the guidance of Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education, Shri Jayant Chaudhary, the initiative marks an important step towards strengthening ITI infrastructure in western Uttar Pradesh.
With an investment of Rs 240.40 crore, the initiative aims to upgrade the ITI ecosystem across the region and provide young people with industry-aligned skill training. It is expected to create new avenues for employment, apprenticeships and career opportunities for the youth of western Uttar Pradesh. The initiative will also enable local youth to access improved training facilities and better opportunities to connect with employment within their own region.
The transformation will be undertaken through a ‘Hub-and-Spoke Cluster Model’, aimed at modernising infrastructure at government ITIs, upgrading existing trades, introducing new long-term and short-term courses and strengthening operational capabilities.
The Meerut ITI Cluster is thus set to emerge as a new hub for skill development, modern training and employment opportunities in western Uttar Pradesh. The initiative is expected to contribute to a new development narrative for the region, driven by skills and employment.

The Prime Minister’s Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) is a flagship scheme of the Government of India aimed at transforming the ITI ecosystem through industry partnerships, modern infrastructure, improved training programmes and enhanced employment opportunities.
The scheme follows an industry-led and cluster-based approach, under which a Hub ITI is supported by a network of Spoke ITIs. This model facilitates coordinated investment, modernisation and delivery of industry-relevant skills.
