Mumbai, 25th: The state government is working to create a prosperous Maharashtra that will be envied not only by the country but by the world. The government ensures that no injustice will be done to anyone in the state and that only progress will prevail. The best Maharashtra will be built with the feeling that the Constitution is a companion and the state’s 13 crore people are relatives, expressed Chief Minister Devendra Fadnavis while responding to the final week’s motion presented in the Assembly under Rule 293.

Maharashtra is making remarkable progress in all sectors, including agriculture, industry, and infrastructure. While governing the state, efforts are being made to solve every issue of society. However, those who disrupt law and order will not be spared, warned the Chief Minister.

While responding to the motion, Chief Minister Devendra Fadnavis stated that the government is taking action against criminal activities and working to increase crime conviction rates. Maharashtra ranks eighth in the country in terms of all types of crime. None of the state’s cities are among the top ten in urban crime rates nationwide. Compared to the country, urban crime is relatively lower in Maharashtra. In 2024, 3,83,037 crimes were recorded in the state, which is 586 fewer than in 2023. Due to the state government’s ‘Zero Tolerance’ policy, crimes are being exposed on a large scale.

During the COVID period, as per court orders, more than 10,000 prisoners were released from jail. Of these, action is ongoing against 72 prisoners. Prashant Kortakar, who insulted Chhatrapati Shivaji Maharaj, was arrested from Telangana. Regarding the Akshay Shinde encounter case, the Chief Minister remarked that generating sympathy for criminals is not appropriate, and it is necessary to examine people’s mindsets.

Establishment of Anti-Narcotics Clubs in Schools and Colleges

An anti-narcotics cell has been set up at every police station. Through this initiative, action is being taken against the sale, transportation, and storage of narcotics. Additionally, anti-narcotics clubs will be established in schools and colleges. Through these clubs, students themselves will provide information about drug sales and stockpiles, which will be acted upon. Youth power will be mobilized against drugs, and a campaign will be conducted against drug sales, transportation, and storage. In 2023-24, drugs worth ₹10,467 crore were seized.

Action Against Bangladeshi Infiltrators

Strict action is being taken against Bangladeshi infiltrators, with 1,290 Bangladeshi infiltrators arrested in 2024. Additionally, 539 Bangladeshi infiltrators have been arrested within 45 days in 2025, and 341 have been deported to their country.

Eradication of Naxalism

Union Home Minister Amit Shah has set a goal to make India Naxalism-free by March 2026. Accordingly, the Maharashtra government is making every effort to eliminate Naxalism. In 2024, 28 Naxalites were killed, and 19 surrendered, including 8 prominent Naxalites and some who had been leading groups for 40 years. The fight against Naxalism is in a decisive phase, which is why industries are emerging in Gadchiroli.

Prevention of Crimes Against Women

The rate of uncovering crimes against women is 93.72%, while for rape cases, it is 98.52%. In 2024, in 99.52% of rape cases, the accused were known persons, while in 0.42% of cases, the accused were strangers. From 2020 to 2024, the state’s rate of filing charge sheets in rape cases within 60 days was 45%, which increased to 94.01% in 2024. Under the new Indian Penal Code, measures have been taken to strengthen crime conviction rates in such cases. To control crimes against women, women’s police cells have been set up at the police unit level, and women’s safety committees have been established at the commissioner and superintendent levels. Initiatives such as the Damini Squad, Nirbhaya Cell, and Bharosa Cell have been launched.

Response Time of Dial 112 and Operation Muskan

Women are provided immediate assistance upon calling Dial 112. This helpline ranks second in the country in response time, with efforts being made to reach the top. The state’s response time in 2024 was 6 minutes and 34 seconds. Operation Muskan is being conducted to locate missing children, and through this initiative, 38,910 children have been reunited with their parents.

CCTNS System

Maharashtra was the first state in the country to implement the CCTNS system, which was later adopted nationwide by the central government. Now, the state is moving towards CCTNS 2, increasing bandwidth and digitizing all criminal records. This will help track criminals and simplify record checks. So far, 13.37 crore records and 49 lakh FIRs have been digitized. The citizen portal offers 22 services, which have benefited 42.41 lakh citizens.

Increasing Crime Conviction Rates

The state government is making efforts at various levels to increase crime conviction rates. Since 2014, the conviction rate has improved, reaching 50% in 2024. The goal is to raise it to at least 75% in the future.

Cybercrime Control

To reduce cybercrime, 51 cyber laboratories and 50 police stations have been established. A Cyber Crime Security Corporation is being formed, which will also operate in other states. In 2024, ₹440 crore lost in cyber fraud was recovered and returned to victims. The corporation has been assigned a toll-free helpline number (1945) for cybercrime complaints. Citizens are urged to report cybercrimes through this helpline.

AI-Based Marvel System

Artificial intelligence will be extensively used to solve crimes. The Marvel system, based on AI, has been developed to assist in law and order enforcement and data mining.

Police Recruitment and Housing Construction

There are 10,500 vacancies in the police department, with 7,000-8,000 positions becoming vacant annually. In the last three years, a record 35,802 positions have been filled. Recruitment for vacant positions will soon be completed. Construction of police housing is ongoing, with 11,259 houses built so far, and 83,530 residences currently available. With 37 tenders floated, a total of 95,000 housing units will be made available.

Technical Textile Park Campaign

Maharashtra is the first state in the country to launch a technical textile park campaign, promoting research in technical textiles, which have high global demand.

Agricultural Procurement

The central government recently removed the 20% export duty on onions. Maharashtra procured 4,46,967 metric tons of onions. The state is also purchasing cotton at minimum support prices and is set to open 30 new procurement centers. Maharashtra has achieved a record soybean procurement, surpassing the national average by 126%. Non-agricultural tax has been waived for commercial and residential lands.

Completion of Irrigation Projects

The government is working to complete 75 pending irrigation projects and improve the distribution network of 155 completed projects. The current irrigation capacity of 42 lakh hectares will expand to 67 lakh hectares upon completion.

Solar Agriculture Pump Scheme

A record number of solar agricultural pumps have been installed, benefiting farmers with booster pumps based on solar energy. The government is committed to making electricity bills free for citizens by promoting solar energy.

New Paths of Development

  • The Belora airport in Amravati has received all necessary approvals, and flight services will start by the end of the month.
  • A grand memorial for Chhatrapati Shivaji Maharaj will be built at Agra, where he was imprisoned.
  • A grand statue and museum of Shivaji Maharaj will be built in Panipat, Haryana.
  • Maharashtra has signed an MoU with Germany for paramedical workforce development.
