Review Meeting on ‘Sahkar Se Samriddhi’ – Special Focus on Lagging Districts; Ensure Consistent Progress and Address Data Discrepancies on NCD Portal – Principal Secretary and Registrar of Cooperatives
Jaipur : Principal Secretary and Registrar of Cooperative Societies, Department of Cooperation, Government of Rajasthan, Smt. Manju Rajpal emphasized that officials must work proactively to ensure the desired progress in the initiatives being implemented under the ‘Sahkar Se Samriddhi’ programme across the state. She directed that particular attention be given to districts lagging in implementation, with regular progress reports to be obtained from them. If necessary, nodal officers should also be appointed specifically for these districts.
Smt. Rajpal was reviewing the progress of initiatives under ‘Sahkar Se Samriddhi’ at Nehru Sahkar Bhavan on Tuesday. She urged officials to remain consistently active and deliver the expected results. She instructed to accelerate the PACS computerization process and promptly issue hand-holding certificates to PACS that have already gone live. She further stressed resolving the data discrepancies between the actual records and the data available on the NCD portal by registering the newly formed PACS without delay and making them functional. She also ordered e-audits for all live PACS.
Officials reported in the meeting that 5,154 PACS have gone live so far, and 603 of them have completed online audits.
The Principal Secretary expressed dissatisfaction with the slow progress in forming new dairy cooperative societies and mentioned that the feasibility of targets should be reassessed and revised if necessary, with a proposal sent to the Government of India. She also instructed to expedite the closure process of inactive societies in accordance with GoI directives.
Regarding the construction of warehouses under the world’s largest food grain storage initiative, she emphasized expediting the process and completing it before the onset of the monsoon. Construction of previously approved warehouses should be completed on priority, and new warehouses with a 500 metric ton capacity should be sanctioned. The third installment should be released soon for those warehouses nearing completion.
Smt. Rajpal expressed concern over the slow progress in operating PACS as Jan Aushadhi Kendras and instructed that proposals be prepared to operate them as sub-centers of consumer stores. Additionally, Jan Aushadhi Kendras should be started at PACS linked to primary and community health centers.
She also instructed resolving the data discrepancies on the NCD portal for PACS functioning as PM-Kisan Samriddhi Kendras and Common Service Centers. Stressing on membership expansion of national-level cooperative institutions like National Cooperative Organics Ltd., National Cooperative Exports Ltd., and Indian Seed Cooperative Society Ltd., she directed that purchase and sale societies yet to apply for membership be encouraged to do so. Following this, each district should ensure five eligible PACS apply for membership with NCEL.
She also instructed that farmers receiving benefits under the PM Kisan Samman Nidhi and short-term loans be registered on the NCCF and NAFED portals to enable them to avail benefits.
The meeting also reviewed topics such as operating PACS as FPOs, the National Cooperative Database, White Revolution 2.0, ‘Sahkar Mein Sahkarita’ initiative, computerization of RCS offices and ARDBs, implementation of decisions from SCDC and SAC meetings, and compliance with Ministry of Cooperation directives.
All functional officers and the nodal officer for the ‘Sahkar Se Samriddhi’ programme were present at the meeting.
