State’s Future Roadmap Outlined in Concluding Week: 16 Key Bills Passed in Monsoon Session – CM Devendra Fadnavis
Mumbai : In the recently concluded monsoon session of the Maharashtra Legislature, a total of 16 important bills were passed, including the Maharashtra Special Public Security Bill. Chief Minister Devendra Fadnavis said that through responses given during the concluding week, the future direction of the state has been clearly outlined. All decisions taken were in the public interest, aiming to accelerate development.
In a joint press conference held after the session, CM Fadnavis, Deputy CM Eknath Shinde, and Deputy CM Ajit Pawar briefed the media about the key outcomes of the session.
Fadnavis informed that 90% of the state received rainfall this season, with some areas experiencing floods. Relief operations have been carried out through NDRF and SDRF, and damage assessments (panchnamas) are underway. In areas where assessments are completed, funds are already being disbursed. Major reservoirs are at 67% capacity, indicating a promising kharif season.
Key Bills Passed
Sixteen bills were passed, including:
- Statutory status for Scheduled Caste and Scheduled Tribe Commissions
- Maharashtra Special Public Security Bill
- Minor Minerals Authority Bill
- Trimbakeshwar-Nashik Kumbh Mela Authority Bill
- Amendments to MCOCA (to include narcotics)
The CM clarified that the Special Public Security Act has been framed democratically—no authority is given for direct arrests, and court approval is mandatory to ban organizations.
Financial Allocations and Welfare Decisions
Through supplementary demands, substantial funds were allotted for:
- Metro projects
- Municipal Corporations & Zilla Parishads
- Drinking water schemes
- Mahatma Phule Jan Arogya Yojana
- Scholarship programs
Monthly disability pensions were increased from ₹1,500 to ₹2,500, teacher grants were announced, and compassionate appointment policies were revised. The animal husbandry sector was granted status equivalent to agriculture.
The CM also mentioned the unfortunate incident in the legislature premises and said the Speaker has taken due note, with measures to ensure such incidents are not repeated.
Maharashtra Forts Included in World Heritage List
A proud moment for the state, 12 forts associated with Chhatrapati Shivaji Maharaj have been included in the UNESCO World Heritage List. Both Houses expressed collective joy. The session also witnessed a felicitation of Chief Justice of India D.Y. Chandrachud and Maharashtra’s son, CJI Bhushan Gavai.
CM Fadnavis announced that ₹750 crore has been allocated to the Annasaheb Patil Economic Development Corporation for the welfare of the Maratha community, with the first phase of funds already disbursed.
Decisions for Common Citizens – Deputy CM Eknath Shinde
Deputy CM Eknath Shinde stated that the session focused on welfare-oriented decisions:
- Slum redevelopment and cluster housing
- Affordable housing
- Hostels for women
- Housing for police and mill workers
The joint public-private redevelopment effort in Mumbai slums was also discussed. Besides legislative work, review meetings for the 150-Day Action Plan were held to boost administrative efficiency.
Record Discussions on Public Issues – Deputy CM Ajit Pawar
Deputy CM Ajit Pawar said supplementary demands worth ₹57,509 crore were approved. This session saw an unprecedented number of “Half-Hour Discussions” and Calling Attention motions, with 25–30 such items discussed in a single day. Officers prepared overnight to respond thoroughly to every matter.
All three leaders expressed regret over the incident in the legislature complex and assured that corrective measures will be implemented.
