Naidu Orders Acceleration of Amaravati Capital Works; Sets Sights on Early Completion and World-Class Livability

Amaravati, Aug 2025 – Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday directed officials and contractors to fast-track the construction of the Amaravati Greenfield Capital, aiming to complete the works six months ahead of the original three-year deadline. Chairing a review meeting at the Secretariat, Naidu reiterated his vision of transforming Amaravati into “the most liveable city in the world.”

The meeting was attended by Municipal Administration and Urban Development Minister P. Narayana, senior officials from the Andhra Pradesh Capital Region Development Authority (APCRDA), and representatives of the EDC. Discussions focused on the status of major projects, including infrastructure development in Land Pooling Scheme (LPS) layouts, residential complexes for ministers and senior officials, road networks, and flood control measures.

Officials reported that tenders worth ₹50,552 crore have already been issued, with 74 projects in progress. The CRDA has proposed additional projects totaling ₹81,317 crore. Naidu emphasised that visible progress should be evident to the public and announced he would personally conduct monthly reviews to track developments. He warned that both contractors and officials would be held accountable for any delays.

Calling for “real-time monitoring” and an “autopilot mode” of operations, Naidu urged seamless coordination across departments. On the issue of returning developed plots to farmers under the LPS, he instructed officials to ensure the process is hassle-free while preserving the integrity of the master plan. Minister Narayana assured that the matter would be resolved within a week.

Contractors raised concerns over the alleged theft of key construction materials, including iron and sand, during the previous government’s tenure. Responding, Naidu directed the mining department to replenish sand supplies immediately. To accelerate institutional development, he ordered quick approvals for organisations establishing a presence in Amaravati and called for early land allotment to premier institutions like BITS Pilani and XLRI. He also instructed that the 72 organisations already allotted land be closely monitored to ensure timely commencement of their projects.

“Land allotment is only the first step in capital development. It must be followed by investments and operational ventures,” Naidu said. He called for targeted investments in sectors such as sports infrastructure, tourism, airport facilities, biotechnology, and healthcare. Highlighting the confidence reposed in him by the Prime Minister, Naidu stressed that a capital city must be backed by a robust economy to thrive. Once construction is complete, he said, Amaravati would attract large-scale investments, generate employment for youth, and achieve global standards of livability.

Outlining his broader vision, Naidu proposed creating an ecosystem driven by the knowledge economy and startups. He instructed officials to invite India’s top 10 real estate companies to participate in development projects and advocated for the promotion of electric vehicles to transform Amaravati into a green energy corridor. He further directed the installation of real-time air quality monitoring systems across the region, with data displayed publicly.

In a separate review, Naidu examined preparations for the rollout of the Stree Shakti scheme, which will provide free bus travel to women across the state starting August 15. Stressing that safety and passenger comfort should be paramount, he instructed transport authorities to ensure adequate buses are deployed to meet growing demand. Staff should treat passengers politely, he said, and systems should be in place for immediate resolution of any issues.

The Chief Minister also ordered feedback mechanisms to gather passenger opinions, enabling the government to fine-tune the scheme after launch. “Security should be given the highest priority. This initiative should not only empower women but also offer them a safe, respectful travel experience,” Naidu emphasised.

By combining rapid infrastructure development with social welfare measures like Stree Shakti, Naidu signalled a governance approach that seeks to balance economic ambition with inclusive growth. If Amaravati’s capital works proceed on the accelerated timeline, the city could begin functioning well ahead of schedule, offering a mix of world-class infrastructure, sustainable mobility, and a vibrant economic base.
