First Meeting of State-Level Panch Gaurav Committee Held – Review Chaired by Chief Secretary
Key Decisions on Implementation, Budget Allocation, and Re-appropriation
Jaipur, Sept 2025 – The first meeting of the State-Level Panch Gaurav Committee was held on Monday at the Secretariat under the chairmanship of Chief Secretary Shri Sudhansh Pant. The meeting reviewed the progress of the Panch Gaurav Programme, district-level action plans, and proposals from nodal departments. Budget allocation and re-appropriation for selected districts were also key agenda items.
The Chief Secretary directed that committees at the state and district levels remain active for effective implementation and continuous monitoring, with regular reviews also ensured at the sub-divisional level. He stressed on implementing the schemes according to a time-bound action plan, strengthening inter-departmental coordination, and running special campaigns up to the panchayat level so that benefits reach the maximum number of beneficiaries. He also emphasized regular monitoring of financial provisions and budget utilization to ensure timely and transparent delivery to the people.
Director of Planning, Shri Vineśh Singhvi, informed that the Panch Gaurav Programme has been declared a flagship scheme by the state government. He stated that action plans from all districts had been received and examined by the respective departments.
Key agenda discussions included consideration of district-level action plans worth ₹406 crore, allocation of ₹86.18 crore to districts based on nodal department recommendations, and the proposal for re-appropriation of ₹100 crore under various heads. Additionally, a decision was made to provide untied funds of ₹50 lakh each to divisional districts and ₹25 lakh each to other districts. Singhvi further informed that detailed approvals at the district and departmental levels had been granted for the five Panch Gaurav components – produce, plant species, products, tourist destinations, and sports – to expedite implementation.
The Panch Gaurav Programme was launched on 17 December 2024 and was approved under Budget Announcement No. 22 (1) for the year 2025–26, with a financial provision of ₹550 crore. Its objective is to establish a distinct identity for each district, promote local resources, and enhance employment and economic self-reliance.
The programme’s five main components – produce, plant species, products, tourist destinations, and sports – have been assigned to respective nodal departments: Agriculture, Forest, Industry, Tourism, and Sports. Work in these areas is being carried out through standardization, training, brand building, digital outreach, and public participation to transform Panch Gaurav into a mass movement and elevate each district’s unique identity at national and international levels.
The meeting was attended by Principal Secretary Tourism & Art and Culture Shri Rajesh Kumar Yadav, Principal Secretary Finance Shri Vaibhav Galaria, Secretary Youth Affairs & Sports Shri Neeraj K. Pawan, Commissioner Agriculture & Horticulture Ms. Chinmayi Gopal, Additional Principal Chief Conservator of Forests Smt. T. J. Kavitha, along with senior officials from nodal departments of Agriculture, Forest, Industry, Tourism, and Sports and other related departments.
