CM Emphasizes Focus on Disaster Management, Law & Order, and Public Services

Sept 2025 : Chief Minister Pushkar Singh Dhami on Monday directed senior government and police officials, along with all district magistrates connected virtually, to prioritize disaster management, law and order, reconstruction works, tourism, and public services. He said the government’s highest priority is to ensure timely relief, safety, and facilities for the people.

Dhami instructed the administration to remain in active mode immediately after the monsoon to expedite repair and reconstruction works. Adequate availability of relief materials and dry rations must be ensured, while proper arrangements for accommodation, food, and essential services for disaster-affected people should be made. Quick assessment of crop losses, damage to water pipelines, and public property should be reported to the government. Construction near rivers and streams must remain strictly prohibited, and officers failing to enforce restrictions will face action.

The Chief Minister ordered that compensation be disbursed promptly as per norms to affected people. District magistrates were told to inspect hospitals regularly, ensure preparedness against dengue, malaria, and waterborne diseases, and hold immediate health department meetings.

On law and order, Dhami directed strict action against those disrupting peace. He ordered regular action against unauthorized issuance of Aadhaar cards, voter IDs, and connections, while keeping close watch on outsiders and suspicious activities, especially in border areas, with intensified checks and identification drives. He also called for strong measures for cow protection.

The CM asked for speedy progress in post-monsoon reconstruction and infrastructure works, with priority to local laborers in government projects. Streetlight arrangements in rural and urban areas must be ensured, and special attention given to smooth and safe conduct of the Char Dham Yatra, with timely weather updates for pilgrims.

Dhami instructed DMs to send reports on ongoing projects and CM’s announcements within 15 days. Regular village-level chaupals, district-level public hearings, tehsil days, BDC meetings, and multipurpose camps must be organized.

He emphasized detailed preparations for the upcoming Seva Pakhwada (Sept 17 – Oct 2), focusing on service, cleanliness, and public convenience. Weekly cleanliness drives should be held, with district magistrates participating personally once a week. Roads must be repaired quickly, with a pothole-free drive launched.

The CM directed that the 1905 CM Helpline and 1064 Anti-Corruption Campaign remain active. To enhance disaster preparedness, volunteers, crisis response teams, and mock drills at district level must be conducted.

He further directed that certificates under the Right to Service Act be issued in the language (Hindi or English) requested by the applicant. Strict action must be taken against those involved in the manufacture and sale of counterfeit medicines.

The meeting was attended by Chief Secretary R.K. Sudhanshu, Additional Chief Secretaries R. Meenakshi Sundaram and Shailesh Bagoli, DGP Deepam Seth, ADG A.P. Anshuman, Garhwal Commissioner Vinay Shankar Pandey, Special Secretary Dr. Parag Madhukar Dhakate, Additional Secretary Banshidhar Tiwari, Kumaon Commissioner Deepak Rawat (virtually), and all district magistrates.
