‘Ease of Doing Business’ Policy Creating a Conducive Environment for Entrepreneurs in Maharashtra — Chief Minister Devendra Fadnavis

CM urges investors to take the lead in investing in Maharashtra

Mumbai, Oct 2025 : The State Government is implementing the ‘Ease of Doing Business’ policy, aimed at resolving issues faced by investors. This policy has made Maharashtra an attractive and profitable destination for investments, Chief Minister Devendra Fadnavis said. He added that Maharashtra is the most industry-friendly state in India, with excellent connectivity, infrastructure, and skilled manpower emerging through collaborations with leading global universities.

Chief Minister Fadnavis held a meeting with the British delegation at Hotel Taj Palace, where he provided a detailed overview of Maharashtra’s investment climate, infrastructure, and future development plans.

Highlighting Mumbai’s global identity, he said, “Just as London represents the UK, Mumbai represents Maharashtra — and Maharashtra represents India.” The ‘Ease of Doing Business’ reforms have simplified industrial licensing processes, and a dedicated ‘War Room’ has been set up to address investor concerns, with monthly reviews being conducted. The state offers vast investment opportunities across industry, finance, education, urban development, and technology.

Fadnavis further informed that under the new National Education Policy, doors have been opened for foreign universities. A new ‘Edu City’ is being established in Navi Mumbai, which will include a University of London campus providing education to 2,000 students. Through projects like the Navi Mumbai International Airport, Coastal Link, and the development of ‘Third Mumbai’, the state is witnessing rapid urban modernization. Additionally, Vadhavan Port is being developed alongside a bullet train station and a green industrial zone, envisioned as ‘Fourth Mumbai’.

He added that Chhatrapati Sambhajinagar is emerging as an EV hub, Nagpur is becoming a solar module manufacturing center, and Pune continues to be a major industrial hub. Maharashtra leads the nation in startups and investments, with improved transparency in administration.

Referring to India’s digital transformation, Fadnavis noted that street vendors have adopted digital transactions, and India now leads the world in digital payments, crediting Prime Minister Narendra Modi for this achievement. The state aims to achieve 50% renewable energy usage by 2030, with major emphasis on solar power.

He added that dedicated facilities for data centers, artificial intelligence, and quantum technology are being developed in Pune, while Skill Universities in partnership with global leaders like HP are training industry-ready professionals. “Mumbai remains the financial and fintech capital of India, and we are working to further strengthen the partnership between the UK and India,” he said.

Members of the British delegation expressed satisfaction with the rapidly expanding industrial landscape of Maharashtra and showed keen interest in investing in AI and technology sectors. They also praised the ongoing development initiatives in the state and conveyed their enthusiasm to explore further investment opportunities in Maharashtra.
