Maharashtra Targets Becoming a Pumped-Storage Hub – Chief Minister Devendra Fadnavis

54 MoUs Signed So Far for Pumped-Storage Hydropower Projects in the State

An additional 5,800 MW electricity generation capacity will be created through these projects;

₹23,800 crore investment and 11,500 new jobs expected;

The Western Ghats Pumped-Storage Hydropower Project will be the largest in India.

Nagpur, Dec 2025 : The state has achieved a pumped-storage power generation potential of 76,115 MW. Maharashtra aims to become the pumped-storage hub of India, and the agreements signed for upcoming projects will add 5,800 MW to the state’s electricity generation capacity. These projects will involve an investment of ₹23,800 crore and create 11,500 jobs, said Chief Minister Devendra Fadnavis.

In the presence of Chief Minister Fadnavis, MoUs were signed between the Water Resources Department and JSW Neo Energy Ltd., Mahagenco Renewable Energy Ltd. (MREL), and New Asian Infrastructure Development Pvt. Ltd. for the Western Ghats Pumped-Storage Project, the Koyna Stage-6 Pumped-Storage Project, and the Sarovar Pumped-Storage Project.

The event was attended by Water Resources (Godavari & Krishna Basin) Minister Radhakrishna Vikhe-Patil, Water Resources (Vidarbha, Tapi & Konkan Basin) and Disaster Management Minister Girish Mahajan, MLAs Suresh Khade, Narendra Mehta, Chitra Wagh, Additional Chief Secretary (Water Resources) Deepak Kapoor, and MMRDA Commissioner Dr. Sanjay Mukherjee.

CM Fadnavis said Maharashtra leads the nation in pumped-storage capacity. With the Western Ghats and large dam systems, the state has an ideal environment for such projects. The central government is extending support, which will accelerate the project execution. Pumped-storage systems will play a major role in stabilising the intermittency of renewable energy. All departments will work in coordination to complete these projects in the shortest time possible.

So far, 54 MoUs have been signed in the state for pumped-storage hydropower projects. These projects will generate 76,115 MW of electricity, attracting investments worth ₹4.06 lakh crore and creating 1.25 lakh jobs, the Chief Minister said.

MoUs Signed – Project Details

1. Western Ghats Pumped-Storage Hydropower Project

  • Developer: JSW Neo Energy Ltd.
  • Location: Bhor (Pune district) and Mahad (Raigad district)
  • Installed capacity: 5,200 MW
  • Investment: ₹19,950 crore
  • Job creation: 7,000 jobs
  • This will be the largest pumped-storage project in India.

2. Koyna Stage-6 Pumped-Storage Hydropower Project

  • Developer: Mahagenco Renewable Energy Ltd. (MREL)
  • Location: Koyna, Patan (Satara district)
  • Installed capacity: 400 MW
  • Investment: ₹2,800 crore
  • Job creation: 2,500 jobs

3. Sarovar Pumped-Storage Hydropower Project

  • Developer: New Asian Infrastructure Development Pvt. Ltd.
  • Location: Akole (Ahilyanagar district)
  • Installed capacity: 200 MW
  • Investment: ₹1,050 crore
  • Job creation: 2,000 jobs

Together, these three projects will create an installed capacity of 5,800 MW, attract ₹23,800 crore investment, and generate 11,500 jobs.

The Government of Maharashtra issued a policy on December 20, 2023, for the development of pumped-storage hydropower projects through Public-Private Partnership (PPP). Following this policy, MoUs have now been signed with JSW Neo Energy Ltd., Mahagenco Renewable Energy Ltd., and New Asian Infrastructure Development Pvt. Ltd.
