Chhattisgarh Skill Tech Gives Fresh Push to Skill-Based Investments; ₹13,690 Crore in Skilling-Linked Investments Attracted
GAIL’s ₹10,500 Crore Project Emerges as Key Highlight
Raipur, December 2025 : In a significant initiative to firmly link industrial development with future-oriented skill development, the Chhattisgarh government’s Skill Development Department and the Commerce & Industry Department organised Chhattisgarh Skill Tech on December 23, 2025. This industry-focused investment programme was held under the Prime Minister’s SETU Scheme (PM SETU) with the objective of encouraging private sector participation in skill development.
During the event, Memorandums of Understanding (MoUs) were signed on various investment proposals and investment invitation letters were issued. Overall, proposed investments exceeding ₹13,690 crore were received, which are expected to generate more than 12,000 employment opportunities in the state. These investments will strengthen skill-based employment across multiple sectors.
GAIL Project Becomes the Backbone of Skill-Based Industrial Development
Among the investment commitments, GAIL’s proposed gas-based fertiliser plant emerged as one of the most significant and largest industrial proposals for the state.
With an initial phase investment of approximately ₹10,500 crore and a production capacity of 1.27 million metric tonnes per annum (MMTPA) of urea, the project will firmly position Chhattisgarh on India’s downstream petrochemical and fertiliser map.
The proposed project is planned in alignment with GAIL’s Mumbai–Nagpur–Jharsuguda Natural Gas Pipeline (MNJPL) and is based on favourable techno-economic feasibility. It is proposed to be established on more than 400 acres of land in the Bijetala area of Rajnandgaon district, with an additional 100 acres reserved for a dedicated township. Provision has also been made for future capacity expansion in line with demand and infrastructure availability.
Once operational, the project is expected to generate around 3,500 direct employment opportunities. In addition, it will create sustained demand for skilled manpower in operations, technical services, logistics, maintenance and allied sectors, further strengthening the state’s vision of skill-integrated industrialisation.
CM Highlights Investment–Skill–Employment Linkage
On this occasion, Chief Minister Vishnu Deo Sai said,
“Chhattisgarh’s development model is based on integrating investment, employment and skills. Through platforms like Chhattisgarh Skill Tech, we are converting investor confidence into tangible outcomes at the grassroots level, so that skilled employment opportunities are created in the state. Clear policies and effective implementation capacity are our core strengths.”
Strong Investor Interest Across Multiple Sectors
Apart from GAIL, strong investor interest was witnessed in sectors such as apparel and textiles, pharmaceuticals, electronics manufacturing, solar panel manufacturing and other emerging (sunrise) sectors. All these sectors align with the state’s skill development priorities and employment generation goals.
During the programme, the Aditya Birla Skill Centre established in Jashpur was also highlighted as an important industry-driven skill initiative aimed at strengthening workforce capabilities in traditional and emerging sectors and expanding livelihood opportunities.
Chhattisgarh Skill Tech proved to be a platform that further accelerated the state’s ongoing investment momentum.
Notably, over the past year, Chhattisgarh has received investment proposals worth ₹7.83 lakh crore through more than 200 projects, of which nearly 50 per cent have already entered the implementation stage.
It is also significant that 58 per cent of the projects under implementation belong to the state’s identified priority (thrust) sectors. These investments are spread across 26 districts, reflecting the Chhattisgarh government’s special focus on regional balance and industrial diversification.
This event once again reinforces Chhattisgarh’s emerging identity as a state where industrial investment, skill development and inclusive growth move forward together, ensuring that economic progress translates into long-term and meaningful livelihood opportunities for the youth of the state.
