Lucknow, January 2026 : Chief Minister Yogi Adityanath on Wednesday addressed the closing ceremony of the three-day 86th All India Presiding Officers’ Conference held in the state capital Lucknow. Welcoming all the guests who had come to Uttar Pradesh, the Chief Minister said that the legislature is the basic unit of democracy. As the guardian of the Constitution, while performing its role, it not only prepares the framework for legislative work in the country but also serves as a platform for an overall development roadmap. The three words of the Constitution—justice, equality and fraternity—work as the soul of India’s democracy. Laws defining how justice is to be delivered are framed on the floor of the legislature. The legislature also becomes the platform for preparing action plans so that government schemes can contribute to establishing an egalitarian society. The legislature sets an example of fraternity, where coordination is achieved through dialogue even amid agreement and disagreement.

The highest democratic institution in the country is extremely strong

CM Yogi said that the highest institution of democracy in the country is extremely strong and serves as an inspiration for the world. Through elected representatives in the House, the voice of the person sitting at the lowest rung can be heard strongly, and Parliament is the central source of this inspiration. Through it, policies and schemes for the country are formulated. Yogi Adityanath, who has been a five-time Member of Parliament, said that while being in Parliament he learned how government activities, mutual conduct, and programmes within the framework of rules can be carried forward in everyday life. If legislative assemblies and councils merely observe and train themselves in the rules and procedures of Parliament, it becomes much easier for them to conduct their own proceedings.

Reverence for Parliament is the duty of every Indian

The Chief Minister said that when Satish Mahana took charge as Speaker of the Assembly in 2022, he told him that although 20 starred questions are listed during Question Hour, only two or three members are able to speak in the one-and-a-quarter-hour session. He asked whether it could be conducted on the lines of Parliament. On this, the Speaker immediately amended the rules. Now, in one and a quarter hours, 20 starred questions along with two or three supplementary questions for each are taken up. Both the members asking questions and the ministers replying come fully prepared. Greater participation of public representatives is seen in the House. Parliament became a source of inspiration for us. We have Parliament as the largest democratic institution. Whatever we do takes Parliament as its foundation, and reverence towards it is the duty of every Indian.

India speaks and thinks with one emotion and one expression

Referring to the Prime Minister’s statement that “India is the mother of democracy,” CM Yogi said that Mahatma Gandhi spoke of realising the concept of Gram Swaraj through villages. The country may differ in appearance, food habits and attire, but the entire India speaks and thinks with one emotion and one expression. Its faith is one. Parliament is the most powerful medium to bind that faith. If we develop Parliament as an ideal, the legislature will become even stronger and more empowered.

300 members participated in a 24-hour discussion on ‘Developed India–Developed Uttar Pradesh’

CM Yogi described the six important resolutions passed at the conference as commendable and said that during the Azadi Ka Amrit Mahotsav, the Prime Minister called for preparing a roadmap for the next 25 years. Moving forward with the resolve to realise the vision of “Vision 2047 – Developed India,” the Chief Minister said that more than 300 members from both the ruling and opposition sides participated in a 24-hour-long discussion on “Developed India–Developed Uttar Pradesh, Self-reliant India–Self-reliant Uttar Pradesh.” He said that even late at night, there was eagerness to speak, and many excellent suggestions emerged. The benefit of every individual’s experience is extremely effective. Members raised development-related issues and spoke about their responsibility towards a developed India. Developed India is not only the task of the Government of India or the Prime Minister; discussions were also held on how everyone can become charioteers and soldiers of this campaign. By passing this resolution, the conference of presiding officers has given meaningful momentum to efforts towards realising the vision of a developed India.

CM welcomes proposal of 30 sittings

The Chief Minister praised the conduct of proceedings in Uttar Pradesh, saying they run very smoothly. He also described as commendable the proposal to hold at least 30 sittings a year. He said this would be an inspiration not only for Parliament and state legislatures but also for urban local bodies, gram panchayats, district panchayats and block panchayats. Public representatives elected by the people become the pivot of development. In this age of technology, we cannot afford to lag behind. When the idea of e-Vidhan was proposed, the government decided to implement it immediately. Today, the UP Assembly–Council, Cabinet and Budget are all paperless. The Chief Minister said that it is extremely important for public representatives to stay updated with technology and receive proper training.

UP Assembly–Council continuously discusses burning issues

CM Yogi said that the UP Assembly continuously holds discussions and deliberations on burning issues. Continuous discussions of 37–38 hours were held on Sustainable Development Goals, and targets were fixed. Committees were formed at the Cabinet and Additional Chief Secretary levels to work towards achieving these goals. On November 26, Constitution Day, continuous discussions were held in the Assembly–Council on Fundamental Duties along with Fundamental Rights. Legislators were encouraged to take these discussions beyond the House to block, regional and village panchayat levels.

Suggestions from 9.8 million people received on the portal

Speaking on “Developed India–Developed Uttar Pradesh,” the Chief Minister said that suggestions were sought from the public for the vision document. Along with nearly 500 public representatives, workshops were held with retired Chief Secretaries, Additional Chief Secretaries, Principal Secretaries, academicians, scientists and others. Sector-wise groups were formed for all 75 districts, and people were asked to engage youth, farmers, women self-help groups and other sections in discussions. As many as 9.8 million suggestions were received on the portal. With the help of AI tools and IIT Kanpur, these are being finalised and will be incorporated into the vision document, which will then be launched to achieve the best results.

The approach of the Chair and the government is proactive

CM Yogi said that the approach of the Chair and the government is proactive, not reactive. If the Chair gives more opportunity to the opposition, the government does not react negatively. The Chair maintains balance between the ruling party and the opposition. Praising the work of the UP Assembly Speaker and the Chairman of the Legislative Council, the Chief Minister said that they actively participate in such conferences and do not limit themselves only to House proceedings. He described such conferences as platforms to “learn and teach.”

The ceremony was attended by Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairman Harivansh, Assembly Speaker Satish Mahana, Legislative Council Chairman Kunwar Manvendra Singh, and guests from various states and Union Territories.
