Rajasthan to Ease Business and Living with Phased Regulatory Reforms
Jaipur, February 2026 : Under the leadership of Chief Minister Bhajanlal Sharma, the Rajasthan government has launched another major initiative to promote Ease of Doing Business and Ease of Living by providing relief to businesses and citizens from unnecessary compliances and regulations. The state government will simplify rules and procedures in a phased manner across key sectors including land use, building and construction, labour, business licensing, and public utilities. A detailed action plan has been finalised under the guidance of Chief Secretary V. Srinivas.
As per the plan, systems implemented in Andhra Pradesh will be studied to eliminate land conversion requirements for appropriate land use in selected categories, thereby reducing procedural delays. Amendments to building bylaws and master plans are being considered to automatically permit mixed land-use development on the principle that all activities are allowed unless expressly prohibited. For greater clarity, zone-wise prohibited lists will also be clearly defined.
The action plan includes steps to liberalise industrial area land allotment policies to ensure optimal use of vacant land in industrial clusters. Measures will be taken to provide affordable housing for workers in industrial areas and to encourage public-private partnerships for essential infrastructure such as waste treatment and fire safety systems. Building bylaws and fire safety rules will be revised to rationalise height and setback norms and to adopt global best practices in fire safety.
The government is also considering appointing nodal agencies as single points of contact for issuing all building and construction-related no-objection certificates, granting approvals for industrial clusters, and issuing health-related licenses. A working group will be formed to study models adopted by other states. Similarly, business licenses will be listed and streamlined to eliminate the need for multiple licenses for the same compliance. For this purpose, a working group chaired by the Additional Chief Secretary (Industries), with secretaries from departments such as energy, urban development, local self-government, labour, and the Pollution Control Board, will be constituted.
The state is also considering lifetime registration for shops and commercial establishments through deemed licensing based on self-declaration, along with permitting 24×7 operations for such establishments. Licensing procedures for weights and measures will be simplified to allow automatic approval for manufacturers and dealers based on self-declaration without government inspection. For low-risk categories, mandatory field inspections will be removed, enabling electricity connections to be issued by distribution companies on the basis of self-declaration.
To accelerate industrial investment, priority sectors will be identified and the single-window system will be strengthened to reduce the actual time taken to start projects. A unified, state-level directory of all government and private testing facilities for MSMEs will be created. Additionally, a centralised digital repository of all sector-wise state laws, rules, regulations, and government orders will be developed at the level of the Law Department.
To ensure smooth and simultaneous implementation of these compliance and regulatory reforms, a Bill will be drafted—based on inputs from the action plan and drafts received from the Government of India—and placed for approval. Notably, last year the state government introduced the Rajasthan Jan Vishwas (Amendment of Provisions) to promote trust-based regulation instead of penal provisions. Continuing this reform agenda, the State Budget 2026–27 has announced the introduction of Rajasthan Jan Vishwas Act 2.0 as the next generation of reforms to strengthen good governance and public participation.
