Ensure 100 % Achievement in Priority Sectors: Chief Secretary Shri Jain

Chief Secretary Shri Anurag Jain has directed officials to ensure the effective implementation of the government’s welfare schemes, emphasising that prompt resolution of public grievances remains the highest priority. He emphasised that development works across the state must be taken up with focus and urgency. Reviewing the implementation of government schemes and the progress of development works at the Collector–Commissioner Conference held at Mantralaya, the Chief Secretary instructed that all centrally sponsored schemes and construction projects be completed within the stipulated timelines. Chief Secretary Shri Jain directed that comprehensive action plans be prepared in priority sectors to ensure 100 % achievement of set targets within the stipulated timeframe.

While reviewing the Rural Development and Tribal Affairs departments, Chief Secretary Shri Jain directed that the Vision Document for the Chief Minister Vrindavan Gram Yojana be finalised by March 31. Selected villages under the scheme are to be developed into self-reliant ‘Adarsh Gram’ through basic infrastructure, Gaupalan and dairy development. He also emphasised the need to generate new revenue sources at the Panchayat level. Chief Secretary Shri Jain, reviewing the Jal Jeevan Mission, particularly the ‘Ekal, Nal Jal’ scheme, Collectors of Rewa, Singrauli, Mauganj, Sidhi, Morena and Bhind, instructed to expedite completion of pending works. Directions were also issued to ensure early land allocation for newly sanctioned buildings of District and Janpad Panchayats in Niwari, Pandhurna, Neemuch, Betul, Harda, Ashoknagar, Gwalior, Shivpuri and Bhind.

Chief Secretary Shri Jain underlined that education and health are critical sectors that shape the future of society. Reviewing the implementation of education schemes across districts, he emphasised increasing enrolment in the new academic session and achieving zero dropout rates. The Chief Secretary appreciated the Jabalpur Division and the districts of Panna and Balaghat for improving the percentage of student profiles registered on the Education Portal 3.0 among identified out-of-school children. Considering the upcoming Census exercise, he instructed that the academic calendar be planned carefully so that children’s education remains unaffected.

Chief Secretary Shri Jain highlighted the importance of early childhood education, stating that elementary pre-school education influences children’s intellectual development. He directed officials to increase enrolment of children aged 3–6 years in Anganwadi centres, conduct sample verification visits in villages, and hold one-on-one discussions with parents. Coordination among the Education, Health and Women & Child Development departments at the district level was emphasised.

Chief Secretary Shri Jain also directed that the construction of girls’ toilets in all government schools be completed by March 8, International Women’s Day. Priority should be given to the repair and construction of school buildings. Dilapidated structures must be dismantled, and students relocated to safer buildings if necessary.

Reviewing key Central and State schemes related to employment, industry and investment, Chief Secretary Shri Jain directed that benefits must reach all eligible beneficiaries. He reviewed the implementation status of schemes, including the Prime Minister Vishwakarma Yojana, Prime Minister Jeevan Jyoti Bima Yojana, Prime Minister Suraksha Bima Yojana, Atal Pension Yojana, Bhagwan Birsa Munda Self-Employment Scheme, Tantya Mama Economic Welfare Scheme and Sant Ravidas Self-Employment Scheme, and issued directions for the effective and timely disposal of cases.

While reviewing the ‘One District–One Product’ scheme, Chief Secretary Shri Jain instructed districts to pursue GI tagging for local products and focus on marketing, packaging and branding. He emphasised skill enhancement for artisans and suggested that proposals be submitted to include more than one product under the scheme, wherever necessary. Under the District Business Reform Action Plan initiative, he also directed the strengthening of ‘Ease of Doing Business’ mechanisms in districts.

Reviewing the Prime Minister Krishak Mitra Surya Yojana, Chief Secretary Shri Jain stated that the more extensively the scheme is implemented, the greater the benefit to the state, and directed all Collectors to prioritise it. He issued key instructions to ensure good governance, effective implementation of government schemes, enhanced administrative efficiency, timely resolution of complaints under the CM Helpline, and delivery of benefits to farmers under the Krishak Kalyan Year initiative.

The meeting was attended by Additional Chief Secretaries, Principal Secretaries, Secretaries and senior officials of the concerned departments.
